YouTube’s reviewed Help workflow does not document a way to upload a CSV directly into a playlist. For a repeatable bulk import, use the YouTube Data API: read the CSV, extract each video ID, create a playlist, then add the videos in the order they appear. This requires a Google Cloud project, the YouTube Data API, and OAuth authorization.
Choose the right way to add your CSV links

For any method, keep an unchanged backup of the CSV. Identify which column contains the video URLs; YouTube does not define a required CSV schema or header name in the reviewed documentation.
Import a CSV with the YouTube Data API
The API does not accept a raw CSV row as a playlist item. Your program must parse the file, extract a valid video ID from each URL, create the playlist, and then send a separate insert request for each video.

Create or select a project in Google Cloud, enable the YouTube Data API, and configure an OAuth-authorized application for the account that owns the destination playlist. Playlist creation and item insertion are write operations and require OAuth authorization. The API reference lists the

Check the current API quota for your project in Google Cloud before a large import. Google describes a default allocation of 10,000 units per day for most other YouTube Data API endpoints, subject to change. The method references list 50 units for each playlist creation and 50 units for each playlist-item insertion. Those per-call costs mean a list of n videos requires one creation call plus up to n insertion calls; other API activity can also use the project’s quota.
2. Parse and validate the CSV

Use a real CSV parser rather than splitting each line on commas. Quoted fields can contain commas, including titles or notes alongside the URL.

For each row, read the URL column, extract the video ID from URL forms your importer explicitly supports, and reject blank or malformed values. Preserve row order so the resulting playlist follows the CSV.

Keep the original row number and URL with each extracted ID. This makes it possible to report which rows could not be imported without silently changing the order.

Google’s API requires a video ID in the playlist-item resource, not the full URL or CSV row. The exact URL parsing rules are implementation guidance, not a YouTube-defined CSV format.
3. Create the playlist
Call playlists.insert using POST https://www.googleapis.com/youtube/v3/playlists. The request body needs a playlist title and can also set a description and privacy status. Save the playlist ID returned by the API; each following insert needs it. Google’s API reference lists a cost of 50 quota units per creation call: playlists.insert reference.
4. Add videos in CSV order
For each valid video ID, call playlistItems.insert using POST https://www.googleapis.com/youtube/v3/playlistItems. Include the playlist ID in snippet.playlistId and identify the video in snippet.resourceId with kind: "youtube#video" and that video’s ID. The official guide demonstrates creating a playlist, retaining its ID, and then inserting items: playlist implementation guide. The API reference lists 50 quota units per item insertion: playlistItems.insert reference.

Decide whether your importer should continue after a row fails or stop for review, and make that behavior visible in its log.

5. Verify the playlist before sharing
Check the playlist’s privacy setting and confirm that the expected videos appear in the expected order. The playlist can be public or private. Review failed rows separately rather than assuming that a completed import included every URL.
Add a short list manually on YouTube

Open one of the videos on YouTube, select More, then Save, then Create new playlist.

Enter a playlist name, choose its privacy setting, and create it.

For each remaining video, select Save and choose the playlist you created.

This interface method is practical for a handful of links, not a CSV upload. YouTube Help also notes that some Made for Kids content cannot be added from the homepage, although it can be added from search results. See YouTube Help: Create and manage playlists.
Should you use a browser extension?
Chrome Web Store listings advertise extensions that claim to import YouTube URLs or CSV files into playlists. They may avoid writing your own importer, but a listing’s description is not proof that an extension is safe, reliable, endorsed by YouTube, or clear about data handling. No particular extension is established here as a vetted recommendation.
Before installing one, check the permissions it requests, who publishes it, when it was last updated, and what its privacy disclosures say about URLs and account data. Be especially cautious if it asks for credentials outside Google’s official authorization flow. If the playlist matters or the list is large, the API gives you a clearer record of which rows succeeded and failed.
Common import problems

CSV rows break at commas: The file may contain quoted fields. Parse it with a CSV library instead of splitting lines on commas.

A URL is rejected: The importer may not recognize that URL form, or the extracted ID may be blank or malformed. Validate extraction and report the source row rather than inserting a guessed ID.

A video does not appear: Its ID may be invalid or the video may not be accessible to the authorized account. Check the row-level error, including API errors such as
videoNotFoundorplaylistItemsNotAccessible. -
The import stops partway through: Review the last successful row and the API response. Check project quota before retrying; rerun only rows not already added to avoid duplicates.

The playlist is not visible to others: Verify the playlist privacy setting, then confirm it from the intended viewing context before sharing its link.
