To create a URL for a PDF, upload the file to a service that can serve it online, set the audience and permissions, then copy the generated link. Google Drive and Dropbox are the quickest options. If the address must belong to your own website, upload the PDF through your web host instead; a cloud-sharing URL does not automatically become a URL on your domain.
This guide covers a file link that lets people open a PDF. A clickable hyperlink inside a PDF is a different task: it requires editing the document, not uploading it for sharing.
What you need before creating the link
- The finished PDF saved on your computer or mobile device.
- An account with a file-sharing service, or web hosting for a URL on your own domain.
- A decision about who should access the file: named people, anyone with the link, or visitors to a public website.
- A decision about what recipients may do: view, comment, download, or edit.
A filename ending in .pdf is not an online address. A locally stored file must first be uploaded to a service or web host that can deliver it over the web. Google Drive’s and Dropbox’s official workflows both start by selecting a stored file and using their sharing controls (Google Drive Help; Dropbox Help).
Create a PDF link with Google Drive
- Open Google Drive and upload the PDF, or locate a PDF already in Drive.
- Select the file and choose Share.
- Under General access, choose the audience. Select Restricted when only named people should open it. Select Anyone with the link when the URL itself should grant access.
- Choose a role. Viewer is the read-only choice; Commenter allows comments; Editor allows changes and should be reserved for collaborators.
- Click Copy link, then select Done. Paste the copied URL into email, a message, a document, or a website.
A link set to Restricted will not work for people who lack permission, even if they have the URL. Folder permissions and account policies can also affect access because permissions may be inherited from a parent folder. Google Drive Help states, “When you share a link to a file, your name and email will be visible as the owner of that file.” Consider that identity disclosure before choosing Anyone with the link (Google Drive Help).

Recommended Google Drive setting for public reading
Use Anyone with the link plus Viewer. This lets recipients read the PDF without giving them editing rights. It does not guarantee anonymous access in every organization: a workspace administrator, folder policy, or later change to the file’s sharing setting can still block access.
Create a PDF link with Dropbox
- Open Dropbox and find the PDF.
- Select Share, then create or manage the link.
- Choose Link for viewing for read-only access, or Link for editing when collaborators must edit.
- Copy the link and send or publish it.
Dropbox says a view-only link can be opened by someone who does not have a Dropbox account (Dropbox Help). The exact controls shown can depend on the plan. On eligible paid plans, Dropbox documents options such as setting access to Anyone with link and managing an expiration date; check the current interface and plan eligibility before promising those options (Dropbox link permissions).
Check existing access separately
Changing a Dropbox link’s settings affects people who use that link. People who already have direct access to the file can retain their existing permissions, so review the file’s member list as well as the link settings before distributing a sensitive PDF (Dropbox link permissions).
Put the PDF under a URL on your own website
A Drive or Dropbox link belongs to that sharing service. If the required address is something like https://yourdomain.example/reports/annual-report.pdf, you need web hosting or a site platform that lets you upload and publish files.

- Sign in to your hosting control panel, content-management system, or static-site deployment used by your domain.
- Upload the PDF into the public files area (often named
public_html,www,uploads, or an assets folder). - Choose a URL-safe filename, preferably lowercase with hyphens, such as
annual-report-2026.pdf. - Publish or deploy the change, then open the resulting HTTPS address in a browser.
- Use that address in your email, page, QR code, or other material.
Your host may protect the file with a login, HTTP authentication, signed URL, or firewall rule. Those controls determine who can open it; the URL alone does not. If you replace the file at the same path, the address can remain unchanged, but caching, redirects, and your host’s deployment rules determine when visitors see the new version.
Google’s Drive API documentation mentions website-hosting links for public folders and static assets, but it does not establish that an ordinary Drive sharing link is a general-purpose way to host a PDF on your domain. The same documentation describes a short-lived download URL as unsuitable for direct use in web applications, so do not present such a temporary API URL as a permanent public address (Google Drive API files resource).
Choose the route that fits your audience

Test the link before sending it
- Copy the final URL exactly as generated.
- Open a private/incognito window, or use a browser profile and account that has never been granted direct access.
- Confirm that the PDF opens and that the role is correct: view-only links should not expose editing controls.
- Test on a phone or another network if the recipients will use mobile devices or work outside your organization.
- If you later change the file, permissions, or expiration, repeat the test.
Testing with an already-authorized account can hide a broken public link. A successful test in your own account proves only that you have access.
Common problems and fixes
The link says “You need access”
The file is still restricted, the recipient is signed into the wrong account, or a parent-folder policy overrides the file setting. In Google Drive, reopen Share and inspect General access; use Anyone with the link only if public-link access is appropriate. Otherwise add the recipient’s exact account. In Dropbox, verify that you created a view or edit link rather than copying an internal member link.

Recipients can edit when they should only read
Change the role to Viewer in Drive or regenerate/manage the Dropbox link as Link for viewing. Also inspect direct members: a person with separately granted edit access may keep it even after a public link is made view-only.
The PDF opens for me but not for outsiders
Your browser may be using cached credentials. Retest in an incognito window with no account signed in. Check organization policies, link expiration, and whether the host requires a VPN or login.
The URL changes after every upload
Some services generate a new share URL when each upload is treated as a new file. Replace the contents of the existing hosted file, or keep a stable page on your domain that points to the current file. Do not promise a permanent address unless your provider documents that behavior.
The link downloads instead of displaying the PDF
That behavior is controlled by the service or web host’s response headers and viewer settings. A download is still a valid file link, but it is not the same as an in-browser preview. If inline viewing matters, verify the behavior in the target browsers and use a host that supports it.

The filename contains spaces or unusual characters
Cloud services usually encode such names automatically. For your own website, rename the file with letters, numbers, hyphens, and a clear extension, then update every place where the old URL was published.

Will a shared PDF link always be permanent?
Not necessarily. Owners can delete or move the file, change permissions, or let a provider’s expiration rule take effect. A self-hosted URL can also change when you rename or move the file.
