A useful test strategy document connects the risks that matter to the testing the team will do, the resources it needs, and the evidence required to judge completion. Start by stating the document’s scope and audience, then make each testing choice traceable to a product or project need. Keep detailed schedules and procedures in linked plans when copying them would make the strategy hard to maintain.
Test strategy, test approach, and test plan: what belongs in the document?
Terminology varies between organizations, so name the intended scope and audience rather than relying on the title alone. ISO/IEC/IEEE 29119-1:2022 defines a test strategy as the part of a test plan that describes the approach to testing for a project, test level, or test type. A test plan describes objectives and the means and schedule for achieving them, organized to coordinate testing activities. A project may have a master plan plus more detailed plans for a test level or type. ISO/IEC/IEEE 29119-1:2022 places strategy within planning; the ISO committee describes the series as applicable to organizations performing different forms of software testing. In practical terms, the strategy explains the rationale and broad choices; detailed plans can specify who runs which tests, when, and by what procedure. How to create the document

Set context and purpose
Identify the product, project or release, test item, document owner, intended readers, revision, and the decision the document should support. Link the applicable test policy, organizational strategy, and related plans. A reader should be able to tell whether this strategy covers the whole project, one test level, or a particular test type.

Draw the scope boundary
List what is in scope and out of scope, with reasons. Record assumptions, dependencies, and constraints that affect testing: for example, supported platforms, access to environments or data, schedule limits, or regulatory requirements when they genuinely apply. Avoid a broad inventory of constraints that do not change the testing approach.

Prioritize by risk
Capture the product and project risks that could affect users or delivery. For each, state the team’s assessment of likelihood and impact, the testing response, and the priority. Use this reasoning to justify where testing should be deeper or earlier. ISO describes risk-based testing as the recommended basis for prioritization and focus in the 29119 series. There is no universally required scoring formula in the cited material. Use a consistent local method and explain it briefly so stakeholders understand what a high-priority risk means.

Choose levels, types, and techniques
Describe the test levels and types needed, such as the levels relevant to your lifecycle and the functional or non-functional concerns your risks require. Explain the balance of scripted, exploratory, manual, and automated work. Select test design techniques in light of goals, complexity, product type, and risk analysis rather than listing techniques without a reason. These are useful decision axes, not a universal scoring model.

Define retesting and regression
Explain how a fix will be retested and how changes will trigger regression testing. State the principles used to select regression coverage—for example, affected behavior, dependencies, and risk—so the team can make consistent decisions instead of treating every change identically. Link to detailed regression procedures if they are maintained elsewhere.

Set measurable readiness and completion conditions
Define entry conditions for starting the relevant testing and exit conditions for deciding whether objectives have been met. Where relevant locally, also define when work may be suspended and what is needed to resume it. Tie criteria to observable evidence, such as agreed test results or unresolved defects within explicitly accepted limits; avoid wording such as “testing is complete” without a verifiable condition. State how exceptions and residual risk will be handled.

Identify enabling resources and deliverables
Record the test data, environments, tools, access, and deliverables the approach depends on. Identify owners, dependencies, and resource constraints at a useful level. Link to detailed resource or environment plans rather than copying information likely to change. ISO’s definition of test strategy includes these kinds of requirements and expectations. Plan reporting and change control
Specify what progress and completion information stakeholders need, who receives it, and where it is recorded. Explain how the strategy will be reviewed when scope, risks, or release assumptions change. Agree a review cadence with the team; the cited standards and syllabus do not prescribe one interval for every project.

Review, approve, and record exceptions
Ask the stakeholders affected by the testing decisions—such as product, development, operations, security, or compliance, when relevant—to review them. Record unresolved risks, assumptions, deviations, and who is authorized to accept them. Adapt approval roles to local governance rather than assuming one organization-wide model.
A practical outline to adapt
Use only sections that help readers make or understand decisions. This is a working outline, not a claim that every item is mandatory for every project.
- Purpose, scope, owner, audience, revision, and related artifacts
- Test item and context
- In-scope and out-of-scope areas, assumptions, dependencies, and constraints
- Quality objectives and prioritized product or project risks, with testing responses
- Test levels, test types, design techniques, and execution approach
- Retesting and regression approach
- Entry, suspension and resumption if used locally, and exit criteria
- Test data, environments, tools, access needs, and expected deliverables
- Roles, responsibilities, communications, and reporting measures
- Schedule or links to the detailed schedule and level- or type-specific plans
- Deviations, residual risks, approvals, and revision history
Tailor the detail to project risk
A small, low-risk change may need only a short strategy that points to current plans and records its key risk decisions. A complex or high-impact system may need explicit risk rationale, plans for individual test levels, defined environment and data controls, stakeholder approvals, and traceable completion evidence. Prefer links to living artifacts over copied detail that can go stale. Keep ownership and versions visible, and update the strategy when a material assumption, risk, or scope decision changes. The cited sources do not establish a fixed review interval.
When to use a formal test-documentation template
For teams that need a formal starting point, ISO/IEC/IEEE 29119-3:2021 specifies templates for software test documentation that organizations, projects, and testing activities can use. The official descriptions say the templates are outputs of processes described in Part 2; using them is an option, not a requirement for every team.
