Create a test automation strategy by agreeing on the quality goals, risks, test scope, ownership, and delivery gates that should guide multiple releases. Start with important user journeys and likely failure impact, map the tests you already have, then choose automation selectively based on repeatability, stability, feedback value, and maintenance cost. There is no universally correct automation percentage or test pyramid: the right mix depends on your system, architecture, and delivery needs.
What a test automation strategy should decide
A strategy is not just a tool choice or a list of scripts. It is an agreement about what to test and why, sustained across releases and revised when the product or workload changes. Microsoft Learn describes a test strategy as a “long-lived agreement on what you test and why, across multiple releases” in its Azure Well-Architected testing guide, last updated August 4, 2026 (Microsoft Learn). ISTQB’s CT-TAS syllabus similarly treats strategy as an organizational capability that includes shared methods and assets, responsibilities, and continuing improvement (ISTQB CT-TAS Syllabus v1.0, dated May 3, 2024).
A useful strategy answers these questions:
- Which business outcomes, user journeys, and failure risks matter most?
- Which checks should be automated, at what level, and which should remain manual?
- How will tests be built, run, reviewed, maintained, and used in release decisions?
- What environments, data, people, tools, and budget are needed?
- How will the team know whether the suite is useful, reliable, and worth its ongoing cost?
Write decisions in a form the delivery team can use: scope and exclusions, candidate-selection rules, a target test distribution, tool and framework principles, ownership, pipeline stages and quality gates, and measures for cost and suite health.
Build the strategy in a practical sequence
1. Set purpose, scope, and decision owners
Begin with product and business requirements, not with the capabilities of a test tool. Identify the software in scope, the users and journeys it serves, and the quality outcomes that matter: for example, protecting a critical transaction, catching regressions before release, or shortening feedback for developers. Map the places where a defect would have meaningful consequences, including failed transactions, data loss, security exposure, or an unavailable service where relevant to your product.

Record what is in scope, what is deliberately excluded, and who can decide when risk or release criteria change. The strategy should cover more than the next sprint: revisit it when the architecture, user flows, delivery cadence, dependencies, or risk profile shifts.
2. Establish the current state before setting targets
Inventory existing checks by purpose and level, execution cadence, automation status, owner, environment, and data dependency. Include manual regression and exploratory testing so the plan reflects the full quality process rather than only the automated portion. Note practical evidence such as slow feedback, duplicated coverage, unstable tests, gaps in critical journeys, and checks that regularly fail for reasons unrelated to product behavior.
Then sketch a realistic target state and the changes needed to reach it. ISTQB’s CT-TAS syllabus uses distribution shapes such as the pyramid, ice-cream cone, hourglass, and umbrella to help teams discuss imbalances. They are diagnostic models, not universal targets or mandated percentages: your architecture, risk, schedule, and available resources determine what a sensible distribution looks like.
3. Select candidates by value and viability
Automate a check when repeated, dependable execution is likely to be more valuable than the effort to create and maintain it. Assess each candidate against its business criticality, repeatability, behavior stability, testability through available interfaces, ability to control inputs and environment, expected execution frequency, team skills, and project duration. Consider both the cost of manual repetition and the cost of keeping the automated check trustworthy.

Critical, stable, repeatable checks are often strong candidates. Exploratory investigation and fast-changing UI behavior may be better handled by people when automation would be brittle or low value. This is a choice about the best testing method for the behavior, not a goal to automate every case. Pilot a small, representative set of candidates first; use it to validate the interfaces, framework approach, skills, and maintenance assumptions before expanding.
4. Choose levels and techniques to fit the system
Use layers to reason about feedback speed, scope, and failure diagnosis. Component or unit checks can provide fast, localized feedback. Service-level checks can cover component integration, contracts, and APIs. A smaller set of end-to-end UI checks can validate important journeys across the complete system. The best balance depends on where business behavior lives and which interfaces are dependable: if a behavior is exposed clearly through an API, validating it at service level may be more efficient than driving it through a browser for every case.
The pyramid is a useful planning guide, not a quota. Google Testing Blog’s 2015 article argues for using a small number of end-to-end tests alongside unit and integration testing and describes inverted-pyramid or ice-cream-cone and hourglass distributions as common imbalances (Google Testing Blog). Treat it as explanatory context rather than current product guidance; do not set a fixed ratio without evidence from your own system.
5. Compare tools, then design for maintainability
Compare tools against the strategy’s actual workload rather than popularity alone. Consider workload compatibility, license and total cost of ownership, usability, team skills, community support, CI/CD fit, security, and ease of maintenance. Microsoft Learn names Playwright and Selenium as examples for UI testing, and Postman and RestAssured as examples for API testing; these examples are not a ranking or endorsement (Microsoft Learn).

Whichever tools you choose, keep test assets in version control and prefer reusable components, clear assertions, and enough observability to understand failures. Avoid a monolithic suite that is difficult to change or a framework whose complexity exceeds the team’s needs. Record why a tool fits and what conditions would prompt a future review.
6. Specify environments, data, security, and roles
Document infrastructure and environment dependencies, test-data sources and reset needs, required interfaces, and how credentials and access will be protected. Decide who designs, develops, reviews, maintains, and interprets tests at each layer; ambiguous ownership tends to leave broken checks unresolved. Also decide how test environments and automation assets will be deployed and changed alongside the product lifecycle.
7. Put checks into staged delivery workflows
Organize runs so the team gets useful feedback at the point it can act on it. Run fast, lower-dependency checks frequently, then place broader integration and regression checks in suitable later stages. Schedule full-suite or longer-running work, such as load and performance checks, when its cost makes it impractical on every commit. Define quality gates explicitly: state what must pass, what can be waived, who may approve an exception, and how that decision is recorded.
Reports should tell the responsible owner what failed and provide enough evidence to investigate. A test failure should be distinguishable from an environment problem or an unreliable check, so teams can make release decisions using meaningful evidence rather than a raw pass/fail count.

Measure value and keep the suite healthy
Estimate investment before promising a return
ISTQB gives the simple model “ROI = Savings / Investment.” Build the inputs from your own work: savings can account for manual and automated execution time, number of cases, and number of runs; investment can include setup, script development, maintenance, execution, and failed scripts. The formula is a way to organize estimates, not a promise of a particular payoff. If the planned project duration is shorter than the point at which the investment is recovered, manual execution may take less time and effort.
Estimate and revisit those inputs as the suite grows. Include the cost of fixing tests and environments, not just the initial scripting effort, and compare candidate work against the manual process it would replace or supplement.
Track outcomes and reliability
Track execution time, results and trends, recurring failures, and flakiness over time. Use historical comparisons to find whether feedback is getting slower or less dependable, and whether a particular area repeatedly exposes defects. Remove obsolete or duplicate checks, maintain tests as production assets, and assign owners to reliability problems. Explain how each report informs release decisions and identify the remaining coverage or confidence gaps.

Turn the strategy into a working agreement
Publish the strategy where product, engineering, and testing contributors can use it. Give it an owner and a review point, and update decisions when evidence shows that risks, interfaces, costs, or delivery needs have changed. A strategy is successful when it guides consistent choices across releases—not when it prescribes the same test mix for every team.
