Ubuntu does not have a documented, reliable, Ubuntu-native procedure for creating a persistent Fedora Live USB. Fedora’s own documentation says its livecd-iso-to-disk persistence method is intended to run from Fedora and is unsupported and usually fails on other distributions. From Ubuntu, you can reliably create an ordinary Fedora bootable USB, but changes made in that live session normally disappear at shutdown. For persistence, run Fedora’s method from a Fedora environment, or validate a separate tool such as Ventoy for the specific Fedora image and release.

First decide which USB you need

A Fedora Live USB can mean two different things:

Goal What survives a reboot? Where to create it
Ordinary live or installer USB Nothing from the live session by default; it is a temporary environment. Ubuntu can write the Fedora image to a USB flash drive.
Persistent Live USB Selected system changes, installed packages and settings can be retained in an overlay; a separate home area can retain files under /home. Fedora’s documented script is intended to run from Fedora, not Ubuntu.
Files stored on the USB’s normal filesystem Files placed outside the live operating-system tree can remain available as ordinary USB files. Any suitable file manager or storage tool, independently of LiveOS persistence.

These are not interchangeable. A persistent overlay is not the same as a full Fedora installation to USB, and saving a document on the drive’s ordinary filesystem does not make Fedora system changes persistent.

Create a normal Fedora bootable USB from Ubuntu

Use this route when you only need to boot Fedora, install Fedora on another disk, or test the desktop temporarily. Writing an image normally destroys existing data on the destination drive, so back up the USB creation procedure and verify the selected device before confirming.

  1. Download the Fedora ISO from the Fedora release page you intend to use and verify its checksum according to Fedora’s instructions.
  2. Connect a USB flash drive and copy off anything you need to keep.
  3. In Ubuntu, use a trusted image writer such as the desktop Disks image-writing function or another ISO writer. Select the Fedora ISO, then select the USB device—not an individual file or partition—and start writing.
  4. Eject the drive cleanly when writing finishes, then boot the target computer from USB using its firmware boot menu.

This creates bootable media, not persistence. Files, package installations and configuration changes made during that live boot will normally be lost when Fedora shuts down.

Why the Fedora persistence method should not be run directly on Ubuntu

Fedora’s LiveOS documentation describes an overlay-based method using the livecd-iso-to-disk script and its --overlay-size-mb option. However, Fedora’s guide states that the script is intended to run from Fedora and is unsupported and usually fails on non-Fedora distributions. Therefore, copying a command from a Fedora page into an Ubuntu terminal is not an established or dependable recipe.

If you need this specific method, boot a Fedora environment first—for example, a separate Fedora installation or a Fedora live system with the required tools available—then follow the instructions for the exact Fedora release and inspect the script’s built-in help before writing the drive. The required option and behavior can vary with the release; no universal overlay size or Ubuntu compatibility guarantee is established here.

What the overlay retains

The LiveOS overlay is a fixed-size writable layer placed over the read-only live image. It is intended for operating-system changes such as package installation and settings. Because it is fixed-size, it can fill up, and its implementation deserves caution; choose capacity only after checking the release-specific Fedora documentation.

What a separate home filesystem retains

Fedora also documents an optional separate persistent home filesystem. This is a distinct storage area for user data under /home; it is not the same as the root overlay. A drive can therefore have persistent system changes, persistent home data, or both, depending on how it is built.

What ordinary USB files mean

The USB’s underlying filesystem can hold files outside the live operating-system tree. Those files may remain accessible even when the live session itself is volatile. This is useful for carrying documents or ISO files, but it does not preserve Fedora’s installed packages or system configuration.

A Fedora-side workflow for documented persistence

  1. Prepare a backup of the USB. Image-writing and LiveOS setup can overwrite existing partitions or files.
  2. Obtain the Fedora ISO and identify the exact Fedora release, architecture and target USB device.
  3. Start a Fedora environment, because Fedora documents the persistence script as a Fedora-side operation.
  4. Read the installed script’s help and the release-specific Fedora instructions. The relevant mechanism is livecd-iso-to-disk with an overlay-size option such as --overlay-size-mb; do not assume a command or partition layout from another release applies unchanged.
  5. Decide whether you need a root overlay, a separate persistent home filesystem, ordinary files on the USB filesystem, or a combination. They solve different problems.
  6. Run the script against the correct ISO and USB device, then safely eject the drive and test it on the hardware where you plan to use it.
  7. Boot Fedora and create a small test file, change a setting, and—only if needed—install a harmless package. Reboot and verify exactly which changes survived.

Fedora’s background references are LiveOS image and FedoraLiveCD. The latter notes that live USB/SD installations may be configured with persistent storage. Treat older wiki implementation details as technical background, not as a promise that every current Fedora release and boot configuration behaves identically.

Could Ventoy provide persistence from Ubuntu?

Ventoy can be installed from Linux and can boot multiple ISO files, but its persistence support is conditional. The ISO itself and its boot process must support persistence; a Ventoy mapping file cannot add missing support. The Ventoy Linux Persistence Guide is therefore an alternative to validate against the exact Fedora image, rather than a guaranteed Fedora recipe.

Before relying on it, check whether the guide lists your Fedora release and test a disposable USB. Confirm that both a system change and a file under /home survive a reboot. If either test fails, use the Fedora-side LiveOS method or an ordinary nonpersistent USB instead.

Common failure modes

  • “It boots, but my changes vanished.” You created ordinary live media, or persistence was not enabled. Recheck the media type and test after a full shutdown.
  • The Fedora script fails on Ubuntu. This matches Fedora’s warning that the method is unsupported and usually fails outside Fedora. Move the operation into a Fedora environment rather than repeatedly changing Ubuntu packages.
  • The USB no longer contains my files. The image-writing step may have erased the target. Restore from your backup; do not treat a bootable-media operation as nondestructive.
  • Home files survive but package changes do not, or vice versa. A persistent home filesystem and a root overlay are separate mechanisms. Configure and test the one that matches your requirement.
  • The overlay fills up. It is fixed-size. Remove unnecessary changes or rebuild the media with capacity chosen from the current Fedora documentation; there is no universal size recommendation established here.
  • Ventoy shows the ISO but persistence does not work. Seeing an ISO in Ventoy’s menu is not proof that the Fedora image supports persistent writes. Check Fedora-specific support and the Ventoy guide.

Which approach should you choose?

Requirement Best-supported direction Important qualification
Just boot or install Fedora Write the Fedora ISO from Ubuntu. The target USB is normally erased; the live session is volatile.
Keep Fedora system changes Use Fedora’s LiveOS overlay method from a Fedora environment. Fedora does not establish Ubuntu as a supported creation environment.
Keep user files under /home Configure the documented separate home filesystem. This is distinct from the root overlay and ordinary USB storage.
Carry files without modifying the live OS Use the USB’s ordinary filesystem. It does not provide persistent packages or system settings.
Boot several ISOs and experiment Evaluate Ventoy’s persistence support for the exact Fedora ISO. Persistence is conditional; a mapping file cannot add unsupported boot logic.

Bottom line

From Ubuntu, the dependable, documented result is a normal Fedora bootable USB—not a persistent one. For Fedora Live persistence, perform the LiveOS setup from Fedora using the release-appropriate livecd-iso-to-disk instructions, and distinguish carefully between the root overlay, a persistent home filesystem and ordinary files on the drive. If you cannot run Fedora for the creation step, treat Ventoy as an experiment requiring image-specific validation, not as a guaranteed workaround.
