Neither claim automatically covers embodied carbon, refrigerants, or every sustainability issue. A credible office plan states exactly what is included, measures whole-building performance (including tenant loads where possible), and reports the accounting method and period.
Define what “net zero” means for your office
Write the target before selecting equipment or buying renewable electricity. The U.S. Department of Energy (DOE) describes a zero-energy office as a highly efficient commercial building that produces enough renewable energy to meet or exceed its energy consumption, so energy created and consumed balance to zero. DOE’s 2024 national definition is narrower in accounting terms: a zero-emissions building uses energy efficiency, has no direct greenhouse-gas emissions from energy use, and uses clean energy for all building energy use from on-site and off-site sources. The definition is guidance, not a regulatory standard; read the full National Definition of a Zero Emissions Building.

Use a statement such as: “For calendar year 2027, this building reports whole-building operational energy, including tenant electricity where available, and claims [zero energy or zero operational emissions] using [on-site generation and specified off-site supply].”

Build a whole-building baseline before investing
Benchmarking compares a building with similar buildings, its own prior periods, or a reference level. EPA calls it a key first step for understanding and improving performance; its Benchmarking and Building Performance Standards Policy Toolkit explains the approach.
Collect the minimum data set
- Gross floor area, space use, operating hours, occupancy and major schedule changes.
- Monthly electricity consumption and demand, plus natural gas or other fuel consumption.
- Heating, cooling, ventilation, lighting, plug, process and data-room loads where they are separately metered.
- Landlord-controlled systems and tenant-controlled loads, identified separately where possible.
- On-site generation, exported energy, utility tariffs and the interval or billing data available.
EPA’s Scopes 1 and 2 inventory guidance identifies facility electricity and natural-gas data as inputs to emissions accounting. Record the meter source, units, billing period and any estimated readings. Normalize comparisons for occupancy, hours and material changes in use rather than treating an unusually empty year as a permanent improvement.

Make missing tenant data a stated limitation
In a leased building, the owner may control central plant equipment while tenants control computers, lighting schedules and supplemental cooling. Add whole-building submeters where practical, require data-sharing in leases or operating rules, and label any unmeasured tenant load. If a target excludes a material load, call it a partial-building claim rather than a whole-office result.
Reduce demand in the order the building needs it
Efficiency lowers the renewable capacity and clean-energy procurement required later. DOE identifies daylighting, LED fixtures, efficient heating and cooling, automated operable windows for natural ventilation, a tight envelope, lower-energy office equipment and occupant practices as relevant measures. Its guidance does not provide a universal savings percentage, so model measures for the actual climate, building and use.

Lighting
- Replace inefficient fixtures with correctly specified LEDs and improve controls for occupancy, daylight and schedules.
- For LED office light bulbs, verify fixture type, base, dimming compatibility, color requirements and electrical limits before purchase. Bulbs are one efficiency measure, not a net-zero plan.
- Commission sensors and schedules so lights are not left on in unoccupied areas.
Heating, cooling and ventilation
- Recommission setpoints, schedules, economizer operation, dampers, filters and simultaneous heating and cooling.
- Evaluate high-efficiency equipment, heat pumps or other options against climate, electrical capacity, refrigerants, controls and replacement timing.
- Use automated natural ventilation only where outdoor conditions, indoor-air requirements, security and local code make it appropriate.
Envelope and solar loads
- Seal uncontrolled air leakage and address insulation, glazing, shading and thermal bridges during planned renovations.
- Coordinate daylighting with glare control and cooling-load management; more daylight is not automatically lower energy if blinds and cooling respond poorly.
Plug, process and occupant loads
- Specify efficient computers, monitors, audiovisual equipment, printers and kitchen appliances.
- Use sleep settings, smart power controls and shutdown policies that do not compromise cybersecurity or business continuity.
- Separate server rooms, laboratories, kitchens or other process loads from ordinary office assumptions and model them explicitly.
Choose systems for the real site, not a generic package
DOE notes that renewable resources and building design depend on the office’s environment, site, use and local code jurisdiction. Assess roof area and structure, shading, orientation, electrical interconnection, available ground space, utility rules, climate, existing plant and lease responsibilities before selecting technology.

Do not claim that one technology, a universal payback or a standard system size works for every office. Feasibility, incentives, tariffs, codes and costs are site-specific and should be verified locally.

Supply the remaining energy with clean sources
After efficiency projects are operating, calculate the remaining annual and, where relevant, time-based load. Then evaluate on-site generation and credible off-site clean-energy supply against the definition selected at the start. Keep two ledgers: energy (kilowatt-hours or fuel) and emissions (direct and indirect greenhouse gases). A building can balance annual energy while still making a different operational-emissions claim if its accounting rules or energy sources differ.
Under DOE’s national zero-emissions definition, clean energy must cover all building energy use through on-site and off-site sources, and carbon offsets are not a substitute. Document the source, period, instruments or contract, allocation method and treatment of exports so another party can reproduce the calculation.

Make the plan work in a leased office
- Owner-controlled: envelope, central plant, roof, meters and major controls usually require owner capital and access.
- Tenant-controlled: plug loads, suite lighting, schedules and supplemental equipment need tenant policies, fit-out standards and data access.
- Shared: submeters, green leases, cost allocation, commissioning and renewable procurement need written responsibilities.
Compare options by measured demand reduction, remaining load, on-site versus off-site contribution, site and code suitability, control and payment responsibility, and operational versus life-cycle impacts. A technically sound measure can fail if the party paying for it cannot control its operation.
Report performance and the limits of the claim
Publish the reporting period, building boundary, included tenant loads, data sources, baseline adjustments, renewable-energy accounting and treatment of exported energy. Continue benchmarking against the baseline and investigate unexpected changes rather than resetting the baseline to hide them.
Keep related sustainability work visible but separate: water, indoor environmental quality, materials, waste, resilience, embodied carbon and refrigerants can materially affect the building’s footprint and quality. EPA’s Guiding Principles for Sustainable Federal Buildings organizes these broader categories; EPA notes that the principles were updated in December 2020. They inform a broader sustainability program but should not be presented as automatically included in DOE’s zero-operational-emissions definition.

- Benchmark: compare current and historical performance using consistent periods and relevant operating conditions.

- Implement and commission: install upgrades, verify schedules and controls, and confirm performance with meters rather than assumptions.
- Size clean supply: use the post-efficiency load to evaluate on-site generation and eligible off-site clean energy.
- Account and disclose: reconcile energy and emissions, include tenant loads where available, and state exclusions and uncertainty.
- Review annually: rebenchmark, investigate variances, update the load model after renovations or occupancy changes, and renew clean-energy arrangements.
