You can create a 24/7 YouTube stream of public-domain children’s stories by verifying the rights for every element, assembling a continuous video program, and sending it to YouTube Live with an encoder or a cloud streaming service. A computer-based setup gives you control but must remain online; a suitable cloud service can keep the stream running without a home computer. First, make sure your channel is eligible for live streaming and that the text, illustrations, narration, and music you use are actually cleared for your intended use.
1. Verify the rights to every part of each story
“Public domain” applies to a particular work, version, and jurisdiction—not automatically to every edition of a familiar tale. An old story may be free to use while a modern translation, illustration, narration recording, or music track remains protected. YouTube says, “You are responsible for verifying that a work is in the public domain before you upload it to YouTube.” YouTube’s copyright guidance places that responsibility on the uploader.
Build an asset-by-asset rights record
- Text: Record the story’s title, author, edition, publication details, and source. If using a translation, check that translation separately.
- Illustrations: Identify the specific images and their creator, source, and reuse terms. A public-domain text does not make later artwork public domain.
- Narration: Confirm the rights to the actual recording. A public-domain story read aloud by someone else may involve separate rights in the performance and recording.
- Music and other audio: Use only material you have permission or a suitable license to include. “Found online” is not a rights basis.
For U.S. framing, the U.S. Copyright Office says works published in the United States before January 1, 1931 are in the public domain because their copyright has expired. For works created on or after January 1, 1978, the general term is the author’s life plus 70 years; anonymous, pseudonymous, and work-made-for-hire works follow different rules. Copyright Office guidance on copyright duration explains those distinctions. Project Gutenberg’s guidance says qualifying works published in 1930 or earlier have no U.S. copyright restrictions as of 2026, subject to its conditions; that is not a universal rule for every country or version. Read Project Gutenberg’s copyright guidance and check the rules that apply to your intended distribution territories.

Prepare a video sequence that can play continuously: for example, story pages or cleared illustrations paired with narration you are entitled to use. You can produce one long video or arrange multiple videos in a playlist, but the choice is an implementation decision rather than a YouTube requirement. Keep a list of included assets and their rights records with the project.

- Use only cleared text, images, narration, and audio throughout the full loop.
- Check transitions and the point where the program loops so the stream does not stop unexpectedly.
- Do not add modern artwork or background music unless its license or permission covers this use.
- Make a local recording or retain the source files if you need your own copy of the program or a backup of the eventual live session.
3. Make sure the channel can go live
YouTube requires a verified channel and no live-streaming restrictions within the preceding 90 days. First-time live-stream enablement can take up to 24 hours, so do not leave activation until the day you plan to launch. Check the current eligibility and setup details in YouTube’s live-streaming help.
- Open YouTube Studio and go to the Live Control Room.
- Create or schedule a stream and select the encoder workflow.
- Copy the stream URL and stream key into your encoder or supported cloud service.
- Keep the key private: it functions as a credential for sending video to your stream. Reset it if you believe it has been exposed.
YouTube supports both software encoders and standalone hardware encoders. A dedicated hardware encoder is optional; YouTube’s encoder setup guidance describes the connection details.

4. Choose how to keep the stream running
| Approach | What stays on | Best fit | Trade-off |
|---|---|---|---|
| Software encoder on a computer | The computer, encoder, and internet connection | You want a low-cost, configurable setup and can maintain a reliable always-on machine and connection | A power, network, operating-system, or encoder interruption can stop the feed; plan monitoring and restart recovery |
| Standalone hardware encoder | The encoder and internet connection | You want a dedicated device rather than an encoding workload on a general-purpose computer | It still depends on local power and connectivity; check device compatibility and supported inputs before buying |
| StreamNeo | StreamNeo runs the uploaded video from the cloud; no home computer needs to remain on | You want a cloud-hosted, looping YouTube stream | It plays uploaded videos to YouTube, not a live camera feed; review the service and its terms before choosing it |
For either local encoder path, YouTube’s encoder setup documentation covers connection settings and supported codecs. Check the current YouTube settings rather than assuming a value suits every resolution, frame rate, or internet connection.

Set and test the encoder
YouTube recommends constant bitrate and a two-second keyframe interval; do not exceed four seconds. Its settings table lists 2 Mbps as a recommended bitrate for 720p at 30 fps. That is one example, not a universal target: choose a bitrate and resolution your upload connection can sustain, and consult YouTube’s current recommended live encoder settings for the intended format. The platform transcodes incoming streams into viewer output formats.

- Use constant bitrate and a two-second keyframe interval; keep the interval at or below four seconds.
- Start a test stream and check YouTube Studio’s stream health and the viewer playback before relying on an unattended run.
5. Plan for session archives separately from the live feed
A channel staying live continuously and YouTube retaining a complete replay are different outcomes. YouTube says streams under 12 hours can be automatically archived, while streams exceeding 12 hours may not be captured at all. As YouTube puts it: “If your live stream exceeds 12 hours, it may not be captured at all.” YouTube’s archive guidance explains the limitation.
If a full replay matters, record a local backup. You could also plan shorter sessions, but verify how YouTube presents the session changes to viewers and how the channel’s schedule or playlist will handle them.

6. Monitor copyright and stream health
YouTube scans live streams for third-party content matches. If matched material continues, YouTube may interrupt or terminate the stream. Even when you have a license, the rights holder may need to allowlist your channel in Content ID for the stream to proceed without interruption. Keep the rights documentation for every element accessible and check YouTube Studio if the feed is interrupted. YouTube’s live-stream terms require you to have the necessary rights for content used in the stream.
Troubleshooting common problems
| Symptom | Likely cause | What to do |
|---|---|---|
| You cannot start a live stream | The channel is not verified, has a live-stream restriction in the prior 90 days, or first-time enablement is still processing | Check channel eligibility in YouTube Studio and allow up to 24 hours for first-time live activation. |
| YouTube does not receive the encoder feed | Wrong stream URL or key, a stale key, or encoder connection settings that do not match YouTube’s current guidance | Copy the current URL and key from the Live Control Room, verify the encoder settings, and reset the key if it may have been compromised. |
| Playback buffers or stream health is poor | The upload connection cannot sustain the chosen bitrate, or the encoder settings are unsuitable | Test the connection and lower the bitrate or resolution to a sustainable setting; review YouTube’s current encoder recommendations. |
| The stream is interrupted after a content match | A story element, recording, image, or music track triggered a third-party match; a license may also require Content ID allowlisting | Check Studio alerts, review the rights record for the matched material, and contact the rights holder about allowlisting when applicable. |
| The live stream exists but the full replay is missing | The session exceeded 12 hours and YouTube may not have captured it | Make a local recording if retaining the complete program matters, and plan shorter sessions if appropriate. |
