To run prerecorded news bulletins as a continuous YouTube livestream, you need two things: a playout system that assembles and plays the bulletins in sequence, and an encoder that sends that audio-video feed to YouTube. YouTube receives a live feed; it does not loop uploaded bulletin files for you. You can keep the programme running while restarting YouTube broadcast sessions on a schedule shorter than 12 hours to reduce archive and DVR limitations.
How the YouTube livestream setup works
YouTube distinguishes between a broadcast, the viewer-facing event, and a stream, the audio-video feed sent to YouTube. Google gives a 24/7 feed as an example use for its live-streaming model. In practice, your playout system supplies the programme, your encoder sends it, and YouTube presents the broadcast to viewers. Google’s explanation of broadcasts and streams describes these roles.
Prepare the channel and bulletin feed
Confirm live-streaming eligibility
YouTube’s getting-started guidance says the channel must be verified and must not have had live-streaming restrictions in the previous 90 days. Check eligibility in YouTube Studio before building your schedule; account status and available controls should be confirmed there. See YouTube’s live-streaming tips.
Assemble a continuous programme
Use a computer or playout system to select and play prerecorded bulletins in the intended order, then route its output to a live encoder. Decide how the service behaves between bulletins: for example, use a clearly labelled programme slate or other intentional visual for a video stream, rather than leaving viewers with an accidental blank screen. For a radio-first service, make clean, intelligible audio the priority while providing a deliberate visual component.

YouTube’s encoder workflow does not itself schedule, rotate, or loop your files. Choose a playout application or system that can handle your required playlist, unattended operation, transitions, and recovery needs; verify those capabilities with its own documentation before relying on it around the clock.
Connect the encoder and start the broadcast
- Create the event: In YouTube Studio, create or schedule a livestream using the encoder workflow.
- Copy the connection details: Copy YouTube’s server URL and stream key from the stream setup and enter them in the encoder’s streaming destination settings.
- Protect the key: Treat the stream key like a password. Do not publish or share it; reset it in YouTube Studio if it is exposed.
- Start the feed: Start playout and have the encoder send the programme feed to YouTube.
- Check before going public: Confirm that the preview appears correctly in Live Control Room, including audio, visuals, and bulletin transitions, before starting the public event.
The exact names of encoder fields vary by application. YouTube’s instructions for creating a live stream with an encoder cover the platform-side workflow.

Plan broadcast sessions around the 12-hour limit
YouTube says streams under 12 hours can be automatically archived; streams longer than 12 hours may not be captured. DVR rewind may also be limited or unavailable beyond 12 hours. These limits make a single uninterrupted broadcast a poor choice if you depend on YouTube’s archive or DVR. Consult YouTube’s archive guidance and DVR guidance.

A practical approach is to keep programme playout continuous but end and restart the YouTube broadcast on a schedule shorter than 12 hours. This is an operational response to YouTube’s stated limits, not a platform-mandated setting. Keep local recordings as a separate backup if preserving every bulletin matters, and verify that the files are actually being written.

Test and monitor the service
Before relying on an always-on schedule, run a test and check both the feed and the viewer experience. YouTube’s live-streaming tips advise testing the encoder, checking the Live Control Room preview, confirming viewers can reach the event, monitoring audio and video, and checking archive files. Turn those checks into a runbook for whoever is responsible for the service.
- Open the event from the channel page and its watch page, and check it on a mobile device.
- Listen for clear, consistent audio and watch for frozen or unintended visuals.
- Confirm bulletin changes happen in the right order and that the playout system continues after a file ends.
- Check that local archive files are created and playable.
- Set up alerts or regular checks for loss of feed, silent audio, frozen visuals, and missed transitions. These are operational recommendations, not YouTube requirements.
For encoder and production advice, see YouTube’s live-streaming tips. YouTube describes both software and hardware encoder options; professional-grade hardware encoders are recommended for higher-production-value events, but a hardware encoder is not established as necessary for this use case.

Clear rights and understand monetization
Check rights for live and archived material
You are responsible for having the rights to exploit the live content and its archive, and for meeting applicable licensing, registration, notification, and other legal requirements in the territories where the stream is available. Review rights for recordings, music, voice performances, images, video clips, syndicated copy, and any other third-party material. YouTube’s livestream terms state that content providers must have the necessary rights for live content on Google services worldwide, including applicable music licensing rights.
Do not assume a repeating loop will qualify for monetization
YouTube’s monetization policies apply to livestreams. Repetitive or mass-produced content with little original value can be ineligible, so a loop of identical bulletins or a generic template should not be treated as guaranteed monetizable. Make the service and its editions materially useful and distinct; monetization remains subject to YouTube’s review and other policies. Read YouTube’s channel monetization policies.

Run it yourself or use cloud playout
What a do-it-yourself setup requires
A computer-based or hardware-encoder setup gives you direct control over playout and production, but the chosen system must meet your unattended scheduling, audio routing, visual output, monitoring, restart, and maintenance needs. Confirm that it can continue through file transitions and recover appropriately from failures; YouTube’s encoder guidance does not validate a particular playout app or recovery method. Budget for the equipment and the operational attention needed to keep the feed and local recordings healthy.
