On a Mac, Adobe documents a PDF-to-HTML export in Acrobat desktop: open the PDF, choose Convert → Other format → HTML → Convert to HTML, then choose where to save the result. Before converting, you can configure whether Acrobat creates one HTML file or multiple linked files, how it handles images and headers or footers, and whether it should recognize text in images. The resulting HTML is a draft to inspect—not a guarantee of faithful layout, correct reading order, or accessibility.
Convert a PDF to HTML in Acrobat on Mac
Adobe’s Acrobat desktop help page, last updated November 5, 2025, documents the following workflow. Menu labels and available controls can vary with the Acrobat interface or edition installed; use the closest matching labels you see in your app. Adobe’s page does not establish which plan or subscription is required.
- Open the PDF in Acrobat. If the document is not already open, use Acrobat’s file-opening control and select the PDF.
- Choose Convert. This opens Acrobat’s conversion options.
- Choose Other format, then HTML. Select the HTML format from the available formats.
- Choose Convert to HTML. If you need to adjust the output, open Settings before starting the conversion.
- Choose a destination and filename, then save. Acrobat writes the HTML output to that location. Depending on the settings, the output may also include linked files such as images.
Adobe’s documented controls are described in its Acrobat PDF-to-HTML instructions. They describe the available workflow and options; they do not promise that every PDF converts without errors or that every Acrobat installation presents identical controls.
Choose the right HTML export settings
Open the export settings before conversion if you need to control how the output is packaged or what content it includes. Adobe documents these choices, though the exact labels and availability can depend on the installed Acrobat interface.

One HTML file or multiple linked files
A single HTML file may be convenient to move or inspect as one item. Multiple linked files can keep images and other output assets separate from the page. If you choose linked files, keep the HTML document and its companion assets together when moving or publishing the export; otherwise, references to those assets may no longer resolve. Check the saved output rather than assuming that the setting produces a particular folder structure.
Images, headers, and footers
Decide whether images should be included and whether headers or footers should be removed. Headers and footers can contain page numbers, repeated titles, or other information that may not make sense in a web page. Removing them can also discard information you need. Inspect the source PDF and the HTML before deciding which treatment is appropriate.

Text recognition for image-based pages
For a scan or a PDF page whose text is stored as an image, enable text recognition if that control is offered, and choose the recognition language that matches the document. OCR can make image-based words available as text, but Adobe’s help does not promise a particular accuracy level. Proofread the result carefully, especially names, numbers, punctuation, columns, and specialized vocabulary.
Check the exported HTML before using it
A conversion can preserve some visual features while producing an awkward or misleading web document. Open the saved HTML in a browser and compare it with the PDF page by page. This is a quality check, not a claim that Acrobat’s export automatically detects or repairs every issue.

- Text and order: Confirm that no paragraphs, captions, footnotes, or list items are missing, duplicated, or placed in the wrong sequence. Multi-column pages deserve particular attention because visual position does not always reveal the intended reading order.
- Headings and navigation: Check that titles and section headings form a useful hierarchy rather than appearing as undifferentiated text or decorative styling. Make sure links and any navigation work.
- Tables and lists: Compare row and column relationships, merged cells, bullets, and numbering with the source. A table that looks close visually can still be difficult to understand if its associations are lost.
- Images: Check that images appear, are placed near the relevant text, and do not obscure content. If the HTML will be public or used with assistive technology, provide meaningful text alternatives where needed; an image’s appearance alone does not convey its meaning to every reader.
- Layout at different widths: Resize the browser window and check whether text remains readable, images fit, and the page does not require unnecessary horizontal scrolling.
- Links and interaction: Follow links and test any controls that matter to the page. A link that worked in a PDF may not have been carried over as expected.
Accessibility needs a separate review. Adobe’s guidance on creating accessible PDFs discusses tagging and reading-order problems, including the difference between visual layout and logical sequence. Treat the exported web page as content that still needs review: assess semantic structure, reading sequence, table relationships, image alternatives, keyboard operation, and screen-reader behavior. Exporting to HTML alone is not evidence that the page meets an accessibility standard.
What if Acrobat’s output is not suitable?
When the export is a workable draft
Acrobat is the documented guided desktop route in the cited material. It is a reasonable place to start if you want a GUI and its output structure and fidelity are adequate after checking the result. If the page needs substantial cleanup, consider whether the task is really conversion or whether the content should be rebuilt as a web page: PDFs often encode page layout rather than the semantic structure a well-organized web document needs.

Command-line alternative: verify before relying on it
The pdf2htmlEX project documentation describes a command-line utility intended to convert PDFs to HTML while retaining styling and selectable text. The available information here does not establish current macOS compatibility, maintenance status, installation steps, or performance. Treat it as a lead for technical evaluation, not a confirmed current Mac recommendation. Check the project’s current documentation and test with a non-sensitive sample before building a workflow around it.
Do not confuse an API overview with this conversion direction
Adobe’s PDF Services API overview lists PDF operations and export formats, but the surfaced formats do not establish a PDF-to-HTML API workflow. Do not assume that a PDF API offering other export directions also provides this one.
