You can convert HTML to PDF without installing PDF software: send a public webpage URL or HTML content to a hosted API, then save the PDF it returns. CloudConvert and PDFShift document free plans with different limits; Adobe documents an HTML-to-PDF API, but the cited developer page does not specify a free quota. Choose based on input type, rendering controls, quota, and whether the job can run synchronously or needs a webhook.
What an HTML-to-PDF API does
A hosted HTML-to-PDF API accepts source material—often a URL, raw HTML, an uploaded file, or a ZIP containing related assets—and renders it into a PDF on the provider’s servers. The result may be returned in the same request or made available after an asynchronous job completes. This avoids installing and maintaining a PDF rendering engine locally, but it means you send the page or document to a third party.
The exact inputs and controls vary. CloudConvert documents URL or HTML-file input, Chrome-based rendering, CSS media settings, custom selectors, headers and footers, and synchronous or asynchronous processing. Adobe PDF Services documents static or dynamic HTML, ZIP, and URL inputs. PDFShift documents CSS and JavaScript injection and advanced headers and footers. Treat provider feature descriptions as documented capabilities, not as a guarantee that every site will render identically.
Which free API should you try?
For a small number of conversions, start by comparing the free quota and its accounting rules rather than the advertised paid price. These terms are reported on provider pages accessed in 2026 and can change; check the linked pages before building against them.

| Service | Documented free allowance | Documented limits or notes |
|---|---|---|
| CloudConvert | 10 conversion credits per day, per CloudConvert’s pricing page accessed in 2026 | 1 GB maximum file size and five-minute maximum processing time on the listed free plan. Its HTML-to-PDF page describes Chrome rendering and controls. The pricing page lists 10 daily credits; confirm how the current account applies credits to your task. |
| PDFShift | 50 credits per month, per PDFShift’s pricing page accessed in 2026 | 15 MB maximum file size and a 30-second timeout on the free plan. PDFShift says one credit covers one conversion up to 5 MB, and larger generated files consume additional credits. Its FAQ says signup does not require a credit card. |
| Adobe PDF Services | Not stated on the cited HTML-to-PDF developer page | Documents a REST operation for creating a PDF from HTML, with examples for Node.js, .NET, Java, and Python. Check Adobe’s current account and pricing documentation for any applicable allowance. |
CloudConvert lists a paid starting price of $0.008 per file for a sample volume on its HTML-to-PDF page; that advertised figure is not a substitute for checking the plan and volume relevant to your use. The free-plan quotas above are the more useful starting point if you are evaluating an API at no cost.
Pick based on the source and page behavior
- Public URL: Confirm the provider accepts URLs and whether the page needs to finish JavaScript rendering before capture.
- Raw HTML or bundled files: Confirm how CSS, images, and fonts are supplied. A local relative asset path may not be reachable from the provider’s server unless you package or upload the asset.
- Protected pages: Check whether the service supports the authorization headers or cookies needed to access the page. Do not assume a URL visible in your browser is accessible to a remote conversion service.
- Long-running or bulk work: Prefer an asynchronous job and webhook if offered, rather than holding a client request open until every PDF finishes.
Convert a webpage URL or HTML with an API
The request pattern is similar across services, but there is no universal endpoint or parameter set: each vendor has its own authentication, task creation, input upload, and output-download flow. Use the provider’s current API reference and official SDK where available. CloudConvert API v2 documents a REST base URL, OAuth 2.0, SDKs, and webhook-oriented jobs; it lists PHP, Node.js, Python, Ruby, Java, and .NET SDKs. Adobe’s HTML-to-PDF documentation includes examples for Node.js, .NET, Java, and Python.

- Create an account and credential. Create an account with the service you selected, then generate the API credential or configure its documented OAuth flow. Store secrets in environment variables or a secret manager; do not place them in browser JavaScript or a public repository.
- Choose input. Submit either an accessible URL or the HTML/file format the provider supports. For a page that uses relative assets, verify that the service can resolve them or provide a packaged input.
- Set layout and render options. Specify page size, margins, CSS media mode, headers or footers, and selector or wait behavior only where the API supports them. CloudConvert documents CSS media settings and custom selectors; consult its current API reference for exact request fields.
- Handle the result mode. With a synchronous operation, save the returned PDF bytes. With an asynchronous operation, retain the job ID, wait for a completion event or webhook, then retrieve the output using the provider’s documented download step.
- Validate the PDF. Open the generated file and check page breaks, fonts, images, JavaScript-rendered content, headers, footers, and page count using the actual templates you plan to process.
Because endpoint schemas, authentication details, and output handling differ by provider, do not copy a request for one service and assume it will work on another. The provider documentation linked above is the source for current request syntax.
What to check before converting production documents
Rendering fidelity
HTML rendered for a browser viewport is not automatically laid out well on printed pages. Test the specific document, not just a simple sample. Check whether key content is injected after page load, whether images and web fonts finish loading, and whether fixed-width layouts overflow the PDF page. If the API offers CSS media settings, selector waits, or page layout controls, test the relevant options against your templates. CloudConvert describes its renderer as powered by the latest Chrome browser; that is a vendor description, not an independent cross-service result.

Free-quota accounting
A “conversion” and a “credit” may not mean the same thing. PDFShift states that a conversion up to 5 MB uses one credit and that larger generated files consume additional credits. CloudConvert’s listed free allowance is 10 credits daily. Track your own usage and output sizes, and verify current plan limits before relying on a quota for a scheduled or customer-facing workflow.
Privacy and retention
A hosted converter may receive the source HTML, URL, rendered content, or uploaded files. Before sending personal, confidential, or customer data, inspect the provider’s current terms for retention, storage, regional processing, and deletion, and determine whether its authentication and storage model meets your requirements. The API pages cited here do not establish a universal retention policy.

Reliability and timeouts
A conversion can fail because the source page is unavailable to the provider, rendering takes too long, or dependent assets do not load. A synchronous request is convenient for a short task, but it keeps the caller waiting. For longer or production workloads, use the provider’s asynchronous job flow and webhook support where available, and build a retry policy that distinguishes transient errors from invalid input. CloudConvert documents synchronous and asynchronous processing and webhook-oriented jobs; actual processing time depends on the request and provider conditions.
Common problems and fixes
- The PDF is blank or missing dynamic content: The page may need more time or a specific element to appear after JavaScript runs. Use the provider’s documented wait or selector controls if available, and verify the page can be reached from the provider’s server.
- Images, CSS, or fonts are absent: Check that their URLs are public and accessible to the conversion service. Relative paths that work on your computer may not resolve remotely; provide the assets in the input format the API supports.
- The layout is clipped or split badly: Test page size and margins, and adjust print styles or supported CSS media options. Inspect long tables, fixed-width elements, and page-break behavior rather than assuming screen layout maps cleanly to paper.
- The request times out: Reduce unnecessary page weight or wait only for content the PDF actually needs. Check the plan’s timeout—PDFShift lists 30 seconds on its free plan, while CloudConvert lists five minutes on its free plan—and consider an asynchronous workflow if supported.
- A conversion consumes more quota than expected: Review the service’s credit rules and output size. PDFShift documents extra credit use for files larger than 5 MB; CloudConvert’s free plan lists daily credits. Check the provider account’s current usage details.
- The API rejects a protected URL: The renderer may lack your browser’s logged-in session. Check documented support for authentication headers, cookies, or uploaded HTML, and avoid embedding credentials in a URL.
- The same source produces a different PDF later: The source page, fonts, assets, or rendering environment may have changed. For repeatable documents, preserve controlled source HTML and assets where practical, and validate output after template or provider changes.

Frequently asked questions
Can an API convert a private webpage that requires login?
Sometimes, if the provider supports the required authentication headers or cookies and the page is reachable from its rendering environment. Check that capability in the specific API documentation before sending credentials or sensitive content.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCan I convert raw HTML instead of a URL?
Some providers support HTML input, but their packaging requirements differ. CloudConvert documents HTML-file input, while Adobe PDF Services documents HTML and ZIP inputs. Check how each service expects associated CSS, images, and fonts to be supplied.
Is there a free Adobe HTML-to-PDF quota?
The cited Adobe HTML-to-PDF developer page describes the operation but does not state a free allowance. Check Adobe’s current pricing and account documentation before assuming a quota.
