- Start with the trigger and source. Use the trigger and preceding steps appropriate to your workflow. Establish whether the conversion step will receive HTML content or a URL; do not assume that a connector action accepting one also accepts the other.
- Add the conversion action. Search the Power Automate connector catalog for the documented action name, such as “Convert – HTML to PDF,” “Convert HTML to PDF,” or “Convert Static HTML to PDF.” Select an action whose documented input matches your source. Connector labels and availability can change, so verify them in the target tenant and region.
- Configure the source and relevant options. Supply the HTML or URL in the field intended for that input. Where the selected action offers layout controls, set only the options the document needs. For example, Encodian’s V2 listing identifies orientation, page size, bookmarks, table of contents, and viewport parameters; the available controls depend on the action and its current version.
- Use the returned PDF content in a storage step. Add a file-creation action for the destination you use, map the conversion action’s PDF output to the file content, and provide a filename ending in
.pdf. Connector-specific field labels vary; select the output documented as the converted file content rather than a status or metadata field. - Run a representative test. Check the resulting PDF in the actual tenant using pages that represent your real content, including long pages, images, CSS, and any dynamic or authenticated content. Power Automate connector listings do not guarantee identical rendering across content types or environments.
Convert a static HTML site with Adobe PDF Services
Adobe PDF Services’ documented “Convert Static HTML to PDF” action uses a ZIP package rather than an arbitrary HTML string or URL. The archive must contain index.html at its top level, along with the files the page depends on, such as stylesheets and images. A package with the entry page nested inside another directory does not match that documented structure.
- Prepare a ZIP containing
index.htmlat the archive root. - Include the local dependencies needed by that page, such as CSS and image assets.
- In Power Automate, add Adobe PDF Services’ “Convert Static HTML to PDF” action and provide the ZIP in the expected input field.
- Set page size or header and footer options if they are available and appropriate for your output.
- Pass the returned PDF content to your file-creation action and inspect the result.
This route is for a packaged static page. The documented action does not establish that an arbitrary live URL, server-side application, or authenticated web session can be converted the same way.
Use Word conversion only after creating a Word document
If your flow can create a Word file first, Word Online (Business) can convert a selected Word document to PDF. That can fit a workflow whose intended intermediate output is a Word document. It is not a substitute for an HTML-to-PDF action when the flow has raw HTML: the documented Word action accepts a Word document, not raw HTML.

Save and validate the resulting PDF
Keep conversion and storage as separate steps: the conversion action returns the PDF output, and a file connector writes that output to the chosen location. Use the file-content output from the conversion action and test the saved file, not just the flow’s successful run status. A successful action does not by itself establish that every image, font, page break, or dynamic element rendered as intended.

- Assets and styling: check that images and CSS-dependent layout appear in the PDF. For Adobe’s static route, include the needed dependencies in the ZIP.
- Dynamic or protected pages: test content that requires authentication or changes after load. The connector descriptions cited here do not establish support for every sign-in or dynamic-content scenario.
- Output handling: confirm the file has a
.pdfname and opens as a PDF. If your workflow handles sensitive material, review the provider’s current privacy, processing-location, and licensing terms before using it; those terms are not established by the connector feature descriptions.
Troubleshoot common conversion problems
The action does not accept the value you supplied
Likely cause: the chosen action expects a different kind of input—for example, a URL instead of HTML, or a ZIP package instead of either. Fix: check the action’s documented input and choose one that explicitly supports the input your flow has. Do not infer raw-HTML support from a Word-to-PDF action.
The Adobe static HTML action cannot process the package
Likely cause: index.html is not at the ZIP archive root, or the package omits required local assets. Fix: place index.html at the top level of the archive and include its dependencies, such as CSS and images.

OneDrive PDF conversion reports “Bad gateway” or “The resource could not be found”
Microsoft’s OneDrive connector documentation recommends increasing the delay between file creation and conversion as a workaround for these timing errors. The guidance does not specify one universally correct delay. Increase the wait in the affected flow, then test again; use the connector page’s linked HTML-to-PDF troubleshooting guidance if the issue persists.
The flow succeeds but the PDF is incomplete or laid out differently
Likely cause: the particular content, assets, or layout may not be handled as expected by the selected action. The connector listings do not establish rendering parity for every page or tenant. Fix: test a representative input in the actual environment, verify that the right assets are included or accessible, and adjust available page-size, orientation, or viewport options. If a URL is protected or dynamic, verify that the selected connector can access the required content before relying on it.
The connector is missing or asks for an account
Likely cause: connector availability, licensing, or account prerequisites differ by tenant and service. Fix: verify availability and current licensing in the target tenant and region, establish the required service connection, and review the provider’s current terms before committing the flow to production.
