Choose the right conversion method
The best workflow depends on scope, access and how much control you need.

Save a web page as PDF in a browser
- Open the page whose address begins with
https://orhttp://. Wait until text, images and interactive sections have finished loading. - Open the print dialog. Use Ctrl+P on Windows/Linux or Command+P on macOS, or choose Print from the browser menu.
- In the destination/printer list, choose Save to PDF on Chrome, Edge or Firefox. Windows may show Microsoft Print to PDF; macOS provides a PDF menu in the print dialog.
- Set paper size, portrait or landscape orientation, margins and scale. Turn on Background graphics when colored panels or background images matter.
- Review the print preview. Look for clipped wide tables, blank pages, missing images, headings stranded at page bottoms and content hidden inside scrollable panels.
- Choose Save, select a filename and folder, then open the PDF in a viewer to verify it.
Why the browser method sometimes changes the page
Print CSS can intentionally hide navigation, advertisements or interactive controls. A page may also load content only after JavaScript runs, after scrolling, or after a user action. Expand important accordions and scroll through lazy-loaded sections before printing. If a horizontal panel is still clipped, try landscape orientation, smaller scale or a wider paper size.
Use Adobe Acrobat for a page, a site or advanced output
Browser-toolbar conversion
Adobe documents a browser-toolbar workflow: open the HTML page in a supported browser, click Convert to PDF in the Adobe PDF toolbar, enter a filename and save it. This is convenient when the Adobe extension is already installed.

Capture multiple levels or an entire site
In Acrobat, choose Create → Web page, enter a URL or browse to an HTML file, then select multiple levels or the entire site. The crawl can be limited with Stay on same path and Stay on same server. Use those limits to avoid unexpectedly collecting unrelated sections.
Settings worth checking
- Input and fonts: choose the correct encoding and make sure language-specific fonts are available.
- Appearance: include colors and background images when they carry meaning.
- Layout: set paper size, orientation, margins and scaling to prevent clipping.
- Content: expand scrollable blocks and include images.
- Navigation and accessibility: enable bookmarks, PDF tags and underlined links when the document will be searched, shared or remediated.
- Headers and footers: add page numbers or source information only when they will not obscure page content.
Convert a URL or HTML file online with CloudConvert

Online conversion needs access to the source. Login-only pages, intranet addresses, bot checks and sites that block automated capture can fail or produce a partial document. Do not upload confidential HTML or private URLs until you have reviewed the provider’s data-handling terms.

Automate HTML-to-PDF conversion
An API is appropriate when a build pipeline, reporting system or content platform must create PDFs repeatedly. The general sequence is: submit a URL or HTML payload, wait for rendering (or a specified selector), request the PDF, store the result, and log failures separately from successful files. Preserve the source URL, conversion time and settings with each generated document so it can be reproduced.
CloudConvert API considerations
Use a selector wait for JavaScript-rendered content, and configure page size, margins, zoom, headers and footers explicitly rather than relying on defaults. Add retries only for transient network failures; retrying a page that blocks automated access will not fix it. Keep credentials server-side and never expose API keys in browser code.
Adobe PDF Services
Adobe PDF Services supports static and dynamic HTML, ZIP packages and URLs through REST and SDK examples. A ZIP package is useful when HTML references local CSS, fonts or images that a remote converter cannot fetch reliably.

Fix missing images, layout changes and incomplete PDFs
Images are missing
- Wait for images to finish loading before printing or use a selector/network-idle wait in an automated converter.
- Check whether images require authentication, a referrer or cookies.
- Verify that the converter can reach the image host and that the source uses valid HTTPS URLs.
The layout is too wide or elements are clipped
- Switch to landscape, increase paper size, reduce scale or narrow margins.
- For a table or dashboard, capture a specific element or use custom CSS to remove nonessential columns.
- Expand scrollable containers before browser printing; otherwise only the visible portion may appear.
Fonts or colors changed
- Confirm the correct character encoding and required fonts.
- Enable background graphics/colors in the print dialog or converter settings.
- Allow web fonts to finish loading before capture.
The PDF is blank, partial or times out
- Check the URL in a normal browser first.
- Wait for a reliable readiness selector or network idle rather than a short fixed delay.
- Test whether login, a bot challenge, robots policy or an automated-capture block is preventing access.
- For private content, use a local browser or an approved workflow with suitable data-handling terms.
Links or accessibility structure are missing
Browser print may preserve visible links without producing the tagging or bookmark structure you need. In Acrobat, enable PDF tags, bookmarks and underlined links, then verify the result with an accessibility checker.
Quality and cost checklist
- Open the PDF, not just the download-success message.
- Check the first, middle and last pages for page-break problems.
- Search for a distinctive heading and copy a paragraph to test text extraction.
- Open several links and inspect image resolution.
- Confirm that dynamic sections, cookie dialogs and overlays are handled as intended.
- For recurring jobs, record settings and source URLs, monitor failures, and cache only when the page can safely be reused.
- Choose browser print for occasional single pages, Acrobat for controlled multi-level capture, an online/API service for repeatable public URLs, and a local workflow for protected or sensitive pages.
Frequently asked questions
Can I convert an entire website into one PDF?
Yes. Acrobat can crawl multiple levels or an entire site, with same-path and same-server limits. Expect a large document and review whether every linked page should be included.

What should I do with a page that changes every time it loads?
Use a readiness selector or network-idle wait, record the capture time, and preserve the source and settings alongside the PDF.
Is a PDF identical to a web page?
No. PDFs are paginated snapshots. Responsive layouts, hover states, animations and interactive controls may be hidden, rearranged or become noninteractive.
