For a quick, one-page conversion, use your browser’s Print dialog and choose a PDF destination. Links in ordinary page text are normally written into the PDF as clickable annotations. Open the saved file in a PDF viewer and test representative internal and external links. For long, multi-page, or interactive sites, Adobe Acrobat’s web-page converter provides controls for capture depth, bookmarks, PDF tags, backgrounds, images, and scrollable content.

Convert one webpage to a linked PDF in a browser
1. Prepare the page
- Open the exact URL in Edge, Chrome, or another modern browser.
- Dismiss cookie notices, newsletter forms, chat bubbles, and other overlays. Expand accordions or tabs that must appear in the document.
- Wait for images, charts, and lazy-loaded sections to finish loading. Scroll through a long page once if content appears only when it enters the viewport.
- If the page requires a login, stay signed in and confirm that the content you are allowed to save is visible.
2. Open Print
In Microsoft Edge, press Ctrl+P on Windows or Command+P on macOS. You can also open the three-dot menu and choose Print, or right-click the page and choose the print command. These paths are documented by Microsoft Support.
3. Select a PDF destination
- In the printer or destination list, select Save to PDF, Microsoft Print to PDF, or the equivalent PDF destination shown by your operating system.
- Set paper size, orientation, scale, margins, and page range. Turn on Background graphics when colors, panels, or diagrams are part of the information; turn it off when you need a smaller, ink-friendly file.
- Use the preview to check page breaks. A heading stranded at the bottom of a page, a clipped table, or a missing image is a reason to adjust scale or margins before saving.
- Click Save, choose a descriptive filename, and retain the source URL and access date in your notes.
4. Verify hyperlinks
Open the PDF in a viewer rather than relying only on the browser’s preview. Move the pointer over several links and click a mixture of same-page anchors, external links, and links near page breaks. A viewer may show a hand cursor or highlight the annotation. Check that links open the intended destination and that a link does not merely select text.

Browser printing cannot guarantee that every interactive control becomes a link. JavaScript-generated navigation, links revealed only after an interaction, authentication walls, and content loaded after printing can produce different results. The source page may also use print CSS that hides navigation or changes URLs.
Use Edge Immersive Reader for a cleaner print
When an Edge page offers Immersive Reader, open it from the address bar or the page’s available reading-mode control, review the simplified view, and then print that view. This is useful for articles surrounded by navigation, advertisements, or sidebars. It is not a universal extractor: complex layouts, code samples, tables, and interactive widgets may be rearranged or omitted. Compare the reading view with the original before saving.
Convert a webpage or site with Adobe Acrobat
When Acrobat is preferable
Acrobat’s desktop web-page converter accepts a webpage URL or an HTML file. It can capture a single page, multiple levels of linked pages, or an entire site, and it can restrict crawling to the same path or server. That makes it more suitable than browser printing when the deliverable is a small document set rather than one visible page.
Conversion workflow
- Open Acrobat and choose its web-page conversion tool.
- Enter the webpage URL or select an HTML file.
- Choose the capture depth. Use one level for the supplied page, additional levels for linked sections, or the entire-site option only when you have permission and a clearly bounded scope.
- Apply same-path or same-server restrictions to prevent unrelated domains and sections from being collected.
- Start the conversion and inspect the resulting page count, images, headings, and links.
Review structural settings
Acrobat exposes settings for bookmarks, PDF tags, link underlining, retained backgrounds, image conversion, and expansion of scrollable blocks. Enable bookmarks when the page has a meaningful heading hierarchy. Keep PDF tags when accessibility and predictable navigation matter: tags preserve HTML structure for assistive technologies and reflow tools. Retain backgrounds when they carry meaning, and expand scrollable blocks when hidden text belongs in the document.

Adobe describes its browser conversion result as keeping “the same links, layout, and formatting.” Treat that as the intended behavior, not a reason to skip inspection. Scripts, print styles, sign-in requirements, and content that appears only after a click can still change the output.
Make links and document structure reliable
Before conversion
- Use the canonical page URL and confirm that redirects finish.
- Close overlays and expand required sections.
- Wait for network activity and lazy images to settle.
- Record whether the page is public, session-based, or behind a corporate identity provider.
After conversion
- Test at least one link from each major section.
- Test an in-page anchor and an external destination.
- Check links on pages with columns, footers, and wrapped text.
- Verify bookmarks, tags, reading order, images, and selectable text.
- Compare the final PDF’s page count with the expected scope.
What “clickable” means
A clickable PDF link is an annotation with a destination. Underlined blue text is only a visual convention; a PDF can contain an annotation without visible underlining, or display underlined text that is not linked. Testing in the viewer is the decisive check.
Common problems and fixes
Links are missing
Cause: the page creates navigation with JavaScript, the link was inside an unexpanded widget, or print CSS removed it. Fix: expand the content first, try the browser’s normal page view instead of reading mode, and use Acrobat with link and structural settings reviewed. If the destination is a button rather than an anchor, test whether it performs an action that cannot be represented as a static PDF link.
The PDF is blank or incomplete
Cause: the page had not finished loading, content is inside a blocked frame, or an authentication session expired. Fix: reload, sign in again, wait for images and charts, and print after the page is visibly complete. Save a local HTML copy when policy permits, then convert that file.

Images or colors disappear
Cause: background graphics are disabled, images are lazy-loaded, or a print stylesheet hides decorative elements. Fix: enable background graphics, scroll through the page before printing, and compare Acrobat’s image and background settings.
Text is cut off or overlaps
Cause: fixed-width layouts, large tables, or a scale that is too high. Fix: choose landscape orientation, reduce scale, widen margins only when necessary, or capture the content in Acrobat and inspect scrollable-block expansion.
A site conversion runs away
Cause: linked pages expose calendars, search results, or another unbounded URL pattern. Fix: use one-level capture and enforce same-path or same-server restrictions. Convert only pages you are authorized to collect.
A link works on your computer but not for another reader
Cause: the destination requires your login, depends on a private network, or uses a temporary URL. Fix: test in a private window or a separate account, and prefer stable public URLs when sharing.

Privacy, permissions, and retention
Only convert pages you are permitted to save and redistribute. A PDF can preserve personal data, paywalled text, internal links, tracking parameters, and confidential images. Remove secrets from custom headers and cookies, protect generated files, and define a retention period for automated captures. When a source changes, keep the original URL and access date so readers can distinguish an archived snapshot from the live page.
