A screenshot contains pixels, not the DOM, stylesheet, responsive rules, fonts, assets, or interaction logic. The reliable method is to infer the page structure, create semantic markup, style the large geometry first, render at the reference viewport, and iterate against the image.
This guide shows a manual workflow, explains when screenshot-to-code and design tools help, and gives a repeatable validation process. It also covers dynamic pages and an API option when you need screenshots rather than reconstructed code.
What a screenshot can—and cannot—tell you
A screenshot reveals visible text, approximate dimensions, alignment, colors, image crops, and the arrangement of elements such as navigation, hero sections, cards, forms, and footers. It does not reveal whether the layout used Grid or Flexbox, the original breakpoints, hidden content, hover states, data sources, accessibility attributes, or behavior after a click. Rebuilding it is therefore an inference task, not a file conversion. The research definition of screenshot-to-code treats headings, paragraphs, images, links, forms, and navigation as target elements to infer from pixels (ICLR 2025 paper).
- One viewport: measure and match that viewport first; do not assume the screenshot proves a particular mobile layout.
- Missing assets: use the closest licensed image, icon, and font you can identify, and record substitutions.
- Dynamic content: a static image cannot specify animations, virtualized lists, live data, or JavaScript behavior.
A reliable screenshot-to-HTML/CSS workflow
1. Inspect and inventory the reference
- Record the screenshot’s pixel width and height.
- Mark page regions: header, navigation, hero, main columns, repeated cards, forms, and footer.
- Transcribe visible copy exactly, including line breaks that affect wrapping.
- Note the dominant colors, borders, shadows, corner radii, image aspect ratios, and alignment lines.
- Identify repeated units. A row of cards should become one reusable component rendered from data, not several unrelated blocks.
If you only have one image, describe responsive behavior as a design decision you are making—not as behavior recovered from the original.

2. Choose semantic HTML
Start with meaningful regions rather than absolutely positioning every pixel. A typical page might use header, nav, main, section, article, form, and footer. Use heading levels in order, real links for navigation, labels for inputs, and buttons for actions. This keeps the result accessible and editable.

3. Establish the large geometry first
Set a centered container, page background, columns, and section heights before tuning details. Grid is useful for two-dimensional page regions; Flexbox is useful for rows, navigation, and card internals. Prefer constraints such as max-width, minmax(), and gaps over dozens of unrelated fixed offsets.

4. Match typography and spacing
Once blocks align, adjust font family, weight, size, line height, letter spacing, and text width. Text wrapping is often a better diagnostic than a small color mismatch: an incorrect container width or font metrics changes every downstream measurement. Define spacing variables so repeated gaps stay consistent.
5. Use real assets where possible
Replace placeholders with the actual image crops, logos, icons, and fonts when you have permission and access. Set explicit image dimensions or aspect ratios to prevent layout shift. If an asset is unavailable, preserve its box dimensions and document the substitute; otherwise your comparison will conflate layout errors with image differences.
6. Render, compare, and iterate
- Open the page at exactly the screenshot’s viewport width and height.
- Compare container edges, column widths, hero height, and section boundaries first.
- Correct text wrapping, font metrics, colors, borders, shadows, and icons next.
- Use an image overlay or side-by-side view to spot systematic offsets.
- Change one group of variables at a time and keep a short measurement log.
The image is a visual target; it cannot prove that your inferred DOM or CSS matches the original implementation.

7. Test other widths and behavior
After matching the reference, check a narrow phone width, a tablet width, and a wide desktop. Decide where navigation collapses, how columns stack, and whether images crop or retain their ratio. Test keyboard focus, form validation, hover states, reduced-motion preferences, and long text. A static screenshot cannot establish these behaviors.
Three ways to get from pixels to code
Direct screenshot-to-code generation
Image-to-code tools can produce a first pass quickly. Treat the output as scaffolding: inspect every element, replace absolute positioning where possible, correct semantics, and test responsive widths. The available sources do not establish a universal accuracy score or a production-ready guarantee.
Screenshot to editable design, then design to code
Figma documents two separate workflows. Its screenshot-to-design converter turns an image into editable layers. Its design-to-code converter generates HTML/CSS or another format from a selected design frame, using file layers, components, and styles as context. This route is useful when you need to review design layers, establish reusable components, and then generate code. Availability and labels can change, so verify the current Figma interface before following tool-specific steps.

Manual reconstruction
Manual work is slower initially but gives you control over semantics, accessibility, responsive rules, dependencies, and maintainability. It is usually the right final step even when a generator supplies the first draft.

Common failure modes and fixes
The page looks close but every section is shifted
Check the outer container width, browser default margins, box sizing, and font loading before adjusting individual elements. A wrong global width creates cascading offsets.

Text wraps differently
Confirm the exact font, weight, font-size, line-height, letter-spacing, and text-column width. A fallback font can change wrapping even when the CSS values appear correct.
Images are the wrong shape
Match the source crop and aspect ratio. Use object-fit: cover only when the screenshot shows cropping; use contain when the complete image is visible.
Mobile behavior is unknown
Do not infer a hidden breakpoint from one desktop image. Choose explicit breakpoints, test them, and document the decisions.

The generated code is a pile of coordinates
Replace absolute positioning with Grid or Flexbox for relationships between elements. Keep absolute positioning for overlays whose geometry truly depends on a containing block.
Interactive or animated regions do not match
Implement the behavior separately with JavaScript and test it. Figma notes that heavy JavaScript animation, canvas-rendered content, and virtualized lists may not translate cleanly into editable design layers (Figma capture limitations); the same kinds of content require extra review when reconstructing from a static image.

Validation checklist before you ship
- Reference viewport matches the screenshot dimensions.
- Semantic landmarks and heading order are correct.
- Images have useful alternative text and stable dimensions.
- Keyboard focus and color contrast are usable.
- At least one narrow and one wide viewport have been tested.
- Long labels, missing images, slow network, and reduced motion have been considered.
- Generated code has been refactored into reusable components and does not rely on unnecessary coordinates.
- Licensing for copied text, images, fonts, and logos is resolved.
Frequently Asked Questions
Can a screenshot reveal the original HTML and CSS?
No. It shows rendered pixels only; the DOM, styles, breakpoints, assets, and interactions must be inferred or recreated.
Should I use Figma or write the page manually?
Use Figma when editable design layers and component review are valuable; use manual coding when semantics, behavior, and responsive control matter most. A generated result still needs inspection.
