Treat that output as a starting point, not a finished website. Scanned PDFs need OCR first, and production pages usually require semantic HTML, responsive CSS, accessibility fixes, and manual reading-order checks.
Choose the right conversion path
The best method depends on what the PDF represents and how much of the result you need to maintain.

A PDF stores a page’s visual arrangement, not a responsive document model. Text may be positioned as independent fragments, and a “button” may only be an image. Conversion can preserve the appearance while losing meaning, keyboard behavior, or a sensible mobile layout.
Convert a PDF to HTML in Adobe Acrobat
- Open the PDF in the current desktop edition of Adobe Acrobat.
- Choose Convert in the toolbar.
- Choose Other format, then select HTML.
- Configure the available export settings before saving. Depending on the document, choose a single HTML file or multiple linked files, include images, add navigation from the document structure, remove headers and footers, and select the appropriate language for text recognition in images.
- Choose Convert to HTML, select a destination, and save. Adobe’s documented instruction is: “Select Convert to HTML.”
Open the resulting HTML in a browser and inspect both the page and the generated asset folder. Check that image paths resolve, links point to the intended destinations, and filenames work when the project is moved to a web server. Exporting multiple linked files can be easier to maintain when the PDF contains many images; a single file can be convenient for a small handoff.

Export only part of a design
If the full PDF contains several screens or pages but you need one component, select the relevant text or content and export the selection as HTML when Acrobat offers that option. Export images separately when they need different compression, responsive sizes, or an accessible text alternative. For a complex page, rebuilding the selected component in semantic HTML is often faster than untangling absolute positions from a partial export.
Handle scanned and image-only PDFs with OCR
First test whether you can select and copy a sentence. If you cannot, the page is likely a scan or a flattened image. Run Acrobat’s OCR (text recognition) before conversion and choose the language matching the document. OCR creates a text layer that HTML export can use.
- Zoom in and compare every heading, name, number, and URL with the scan.
- Check decorative type, ligatures, rotated labels, and low-resolution characters; these commonly produce incorrect letters.
- Review multi-column pages and tables for reading order. OCR may read down one column, then jump to another, or merge cells.
- Do not assume a visually correct overlay is accessible text. Test selection, copy/paste, and screen-reader output.
For a small document, manual correction is usually practical. For a large archive, record OCR confidence or review status in your processing workflow and route tables, handwriting, and unusual typography for human verification.
Clean the exported HTML
Replace visual positioning with document structure
Generated markup often uses positioned spans, presentation tables, or inline styles to reproduce a page. Preserve the visual result temporarily, then map content to meaningful elements: one <h1> for the page title, nested headings for sections, <p> for prose, <ul>/<ol> for lists, and <table> only for tabular data. Use <nav>, <main>, <header>, and <footer> where they describe the page.

Make the layout responsive
PDF coordinates are fixed to a page size. Replace hard-coded offsets and widths with a constrained container, flexible grid or flexbox, relative units, and media queries. Let text wrap naturally; avoid placing each line in a separate absolutely positioned element. Set images to max-width:100%; height:auto; and use responsive sources when large illustrations would be expensive on mobile.
Repair links, images, and decorative elements
- Inspect every hyperlink and remove links that were created accidentally from nearby text.
- Give informative images useful
alttext; use an emptyalt=""for purely decorative artwork. - Convert visual buttons into keyboard-focusable links or buttons with an explicit action.
- Remove repeated running headers and footers if they are not part of the web page’s content.
- Optimize oversized raster images and use modern formats when browser support and the project’s requirements allow them.
Separate content and presentation
Move repeated inline declarations into a stylesheet, use classes with clear names, and keep page-specific rules scoped. This makes later breakpoint and contrast changes possible without editing dozens of generated elements. Remove unused fonts and assets, but verify that removing a font does not change line breaks or the intended brand treatment.
Accessibility and quality checks
Run these checks after every conversion, especially when the PDF is a brochure, form, or multi-column report.
- Reading order: use keyboard selection and a screen reader to confirm that headings, paragraphs, captions, and columns are announced in a logical sequence.
- Language and titles: set the document language and a meaningful HTML title.
- Headings: check that heading levels reflect hierarchy rather than font size alone.
- Images: provide alternatives for meaningful graphics, charts, and diagrams.
- Keyboard use: tab through links, controls, menus, and forms; make focus visible and ensure nothing traps focus.
- Contrast: test text, icons, focus indicators, and states against their backgrounds.
- Responsive behavior: test narrow phone widths, a tablet width, and a wide desktop; check zoom and text resizing.
- Tables: identify header cells, captions, and relationships; do not use tables solely for layout.
- Validation: use an accessibility checker, then perform a manual keyboard and screen-reader review. Automated tools cannot reliably detect every reading-order or meaning problem.
Adobe warns that complex and table-based layouts may not preserve logical reading order. A visually faithful export is therefore not evidence of WCAG-conformant HTML.

When rebuilding is better than converting
Rebuild when the PDF is a flattened mockup, contains interactions, must work across many breakpoints, or will be maintained by a development team. Use the PDF to measure visual relationships, colors, typography, and imagery, but write the page as a normal web document. This avoids fighting generated coordinates and lets you implement real navigation, form controls, responsive components, and accessible states. You can still export individual illustrations from the PDF and optimize them for the web.
Automate conversion carefully
Adobe PDF Services can support programmatic PDF analysis and related operations for teams processing many files. Before committing to an implementation, verify the current developer reference for authentication, supported operations, quotas, regional availability, and endpoint behavior. Build a pipeline that stores the original PDF, generated HTML, extracted assets, OCR language, and a review status. Add regression checks for missing images, broken links, empty text, unexpected page counts, and heading order. Keep a human review step for scans, tables, and designs where reading order matters.
Common problems and fixes
The HTML is blank or contains almost no text
Cause: the PDF is image-only or text is encoded in an unusual way. Fix: run OCR, select the correct language, export again, and manually verify the recognized text.
The page looks right on desktop but breaks on mobile
Cause: fixed PDF coordinates became fixed CSS positions or widths. Fix: replace offsets with semantic flow, flexbox/grid, flexible widths, and breakpoint-specific adjustments; test at narrow widths before polishing desktop spacing.

Columns or table cells read in the wrong order
Cause: visual placement does not encode a logical sequence. Fix: reorder the DOM, use proper table headers and captions, and retest with keyboard navigation and a screen reader.
Images or links are missing
Cause: the export used a single-file or linked-assets mode that does not match how the folder was moved, or the PDF object was decorative/flattened. Fix: preserve the complete asset directory, inspect relative paths, re-export images, and recreate links in HTML when necessary.
Headers and footers repeat in the content
Cause: the exporter treated running page furniture as body text. Fix: enable the option to remove headers and footers where appropriate, or delete and verify them manually after export.
OCR changed names, numbers, or punctuation
Cause: scan quality, decorative typography, or an incorrect recognition language. Fix: rerun OCR with the correct language and compare every critical value against the original image.

Fonts change wrapping and page height
Cause: the original font is unavailable or licensing prevents web use. Fix: choose a licensed web font or a measured fallback, then revise spacing with responsive CSS rather than forcing line positions.

Can HTML preserve the exact PDF pagination?
Not reliably across browsers and screen sizes. Use a PDF when pagination is the deliverable; use responsive HTML when content must reflow.
Should I embed the PDF instead of converting it?
Embedding is suitable when readers need the original fixed document. It does not provide the semantics, responsive behavior, or page-level interaction of a real HTML implementation.
How do I preserve a form?
Recreate fields with labeled HTML controls and validation. A PDF form’s appearance alone does not create an accessible web form.
