For repeatable jobs, Chrome Headless or another command-line converter can automate the process, but you must keep local images, stylesheets, fonts, and scripts available and verify the rendered PDF.
Convert a local HTML file to PDF in a browser
This method works for a one-off conversion and requires no separate PDF software. The labels differ slightly by browser and operating system, but the process is the same: display the local page, open print preview, select a PDF destination, adjust the layout, and save.
- Keep the page and its assets together. If the HTML refers to relative files such as
images/logo.png,css/site.css, local fonts, or JavaScript, do not move those files out of their expected folders. - Open the file. Double-click it, choose Open with and select your browser, or use the browser’s file-open command. Confirm that the page looks correct before printing.
- Open print preview. Use the browser menu’s Print command or the standard print shortcut for your operating system.
- Choose PDF output. In Firefox, the destination is explicitly labeled Save to PDF. Other browsers use equivalent wording such as saving or printing to a PDF file.
- Set the page options. Choose paper size, portrait or landscape orientation, scale, margins, page range, and whether headers and footers or background colors and images should be included.
- Inspect the preview. Look for clipped columns, missing images, unexpected page breaks, and blank pages. Change orientation, scale, margins, or background settings before saving.
- Save the file. Select the destination folder, give the PDF a meaningful name, and confirm the save.
Firefox’s documented print workflow and controls are described in Mozilla’s printing guide, last updated August 22, 2024. The same guide notes that the printed presentation can differ from the normal browser view because a site may define separate print styles.
Settings that most often change the result
- Orientation: Use landscape for wide tables, dashboards, or side-by-side columns.
- Scale: Reduce scale when content runs beyond the paper edge; increase it when text is unnecessarily small.
- Margins: Smaller margins provide more usable width, while larger margins improve readability and space for binding.
- Backgrounds: Enable background graphics when color-coded panels, charts, or shaded headings are part of the document’s meaning.
- Headers and footers: Disable them when you do not want the page URL, title, or date added to every sheet.
- Page range: Export only selected pages when the preview contains appendices or navigation you do not need.
Why the PDF does not match the browser view
Printing uses the page’s print presentation, which can hide navigation, change colors, resize columns, or apply different page-break rules. A page that looks correct on screen can therefore produce a PDF with missing sections or different spacing.

Blank pages or missing images
First verify that the local HTML displays correctly in the browser. Then check that every relative path still resolves from the HTML file’s location. A common failure is moving the HTML file without moving its css, images, font, or script folders. If the browser itself shows a blank page, printing will not repair the underlying path or script error.
Content is cut off horizontally
Try landscape orientation, a smaller scale, narrower margins, or a larger paper size. Wide fixed-width elements and tables may still require a print-specific stylesheet.
Colors or visual panels disappear
Enable the print option for background graphics. Also check whether the page’s print CSS intentionally removes decorative elements. If the backgrounds are essential, edit the print stylesheet or use a converter that honors the required CSS.
Headers, footers, or URLs are unwanted
Turn off browser-generated headers and footers in print preview. These are separate from headers and footers authored by the HTML itself.

Automate conversion with Chrome Headless
For recurring conversions, a command-line browser gives you a repeatable job instead of a manual print dialog. Chrome’s official headless reference documents the --print-to-pdf option, header/footer suppression, and capture timeouts. Its example targets a URL; local-file behavior can depend on the Chrome installation and security policy, so test your exact file path and inspect the output.
Basic command
google-chrome --headless --print-to-pdf=output.pdf https://example.comReplace the target with the page you need to render. The PDF is written as output.pdf in the current working directory. On systems where the executable is named differently, use the installed Chrome or Chromium command.

Dynamic pages need particular care. Chrome can execute page scripts while serializing the document, but a timeout does not guarantee that every application-specific data request has completed. If the PDF captures too early, make the page expose a reliable ready state or use a workflow that waits for the content you need before invoking the print command.
Use wkhtmltopdf for scripted jobs
wkhtmltopdf is an open-source headless command-line tool built on Qt WebKit. Its usage manual identifies version 0.12.6 and documents HTML inputs, paper and margin settings, headers and footers, and local-file access controls.

wkhtmltopdf input.html output.pdfLocal resources matter especially with this tool. The manual documents local-file access controls; local access is disabled by default unless you enable or allow it. Consult the installed version’s manual and grant only the access needed for the asset directories used by your document. Because wkhtmltopdf uses an older WebKit rendering approach, do not assume that modern JavaScript, CSS, or web-component features will match a current browser. Compare its output with browser preview before adopting it for production.

Reliability and cost checks
- Preserve dependencies: Archive the HTML and its asset folders together so a later conversion uses the same relative paths.
- Check external resources: Fonts, images, stylesheets, and scripts loaded from the network can fail or change between runs. A self-contained local copy is more reproducible.
- Set a deliberate page size: A4, Letter, orientation, margins, and scale affect pagination and should be part of an automated job’s documented settings.
- Validate every batch: Open representative PDFs and check the first page, long tables, images, page breaks, and the final page.
- Keep failed outputs: Record the command, browser or converter version, source path, and error output so a missing asset or timeout can be fixed rather than silently shipped.
Common errors and fixes
“The PDF is empty”
Open the HTML directly and inspect it first. Correct broken relative paths, script errors, or a page that requires interaction before content appears. For a headless job, increase the timeout only after confirming that the page eventually becomes complete.

“Images work in the browser but not in the PDF”
Check whether the images are lazy-loaded, blocked by permissions, or referenced with file paths unavailable to the converter. Keep the asset directories beside the HTML and review local-file access settings for wkhtmltopdf.
“The command cannot find Chrome”
Use the executable name installed on your operating system, or provide its full path. Verify the command with the browser’s version option before running the PDF job.
“The output has unexpected headers or dates”
Disable generated headers and footers in the browser dialog or, for Chrome Headless, add --no-pdf-header-footer.

“The layout changes between machines”
Different browser versions, installed fonts, paper defaults, device scale settings, and external resources can change pagination. Pin the conversion environment where consistency matters and include the page settings in the job.

FAQ
Can I convert an HTML file without installing a PDF printer?
Yes. Browser print preview’s Save to PDF destination creates the PDF without a physical printer.
Will JavaScript run during conversion?
A browser-based workflow can run page scripts, but the page still needs enough time to finish its own data loading. Use a tested readiness condition or an appropriate timeout for automated jobs.
Can a screenshot API read my private local file?
Not directly. The file must be hosted at a URL the service can reach; then the URL can be submitted for PDF capture.
