For one local HTML file, open it in Chrome or Edge, press Ctrl+P (Windows/Linux) or Cmd+P (Mac), choose Save as PDF, adjust the print settings, and save. You do not need to upload the file or install a converter. For repeatable command-line work, use Chrome headless or Puppeteer; check the output because print CSS, local assets, and browser rendering affect the result.
Convert one local HTML file in a browser
- Open the HTML file in Chrome, Edge, or another browser. You can double-click the file or use the browser’s Open File command. The address will generally begin with
file:///. - Open the print dialog with Ctrl+P on Windows or Linux, or Cmd+P on Mac. Alternatively, open the browser menu and choose Print.
- Choose Save as PDF as the destination or printer. The exact label may differ by browser and operating system; some systems show a PDF printer instead.
- Set the paper size, orientation, margins, and whether to print background graphics. Use the preview to check pagination and layout.
- Select Save, choose a destination and filename, then open the saved PDF to inspect it.
This is usually the quickest no-install method for a one-off conversion. The file stays on your computer when you print it locally; check the destination and printer selection before saving if the HTML contains private information.
Settings to check
- Paper size: Choose the intended size, such as A4 or Letter. A mismatch can change line wrapping and page count.
- Orientation: Select portrait or landscape to suit the content. Wide tables may need landscape or a narrower layout.
- Margins: Narrow margins can fit more content but may clip elements near the page edge. Use the preview rather than assuming the setting will suit the document.
- Background graphics: Enable this if colored backgrounds or background images are important to the design. Leaving it off may save ink but can make parts of the page look different.
- Headers, footers, and scale: Where available, review browser-added page details and scaling. They can affect usable space and pagination.
Prepare the HTML and its assets
A local HTML file can depend on more than the HTML itself. It may reference stylesheets, images, fonts, and scripts using relative paths. Keep those files in their expected locations and confirm that they load when the page is opened from disk. A reference that worked on the original website may fail locally if its asset was not downloaded or the path is no longer valid.
Review print-specific CSS
Web layouts are not automatically optimized for paper. Use @media print rules to adjust elements for printing, and @page rules to define page-related settings when supported by the browser. For example, print rules can hide navigation, prevent a heading from being stranded at the bottom of a page, or avoid printing a dark screen background. Verify the final PDF in the target browser: CSS support and exact output can vary.

Check scripts and delayed content
If JavaScript inserts content after the initial page load, make sure it has finished before printing. A browser’s print preview may wait for some page work, but a script-driven or automated conversion can capture too early. Wait for the actual content to appear, then inspect the PDF for missing charts, images, or other generated elements.
Automate conversion with Chrome or Chromium
Chrome’s headless command-line mode can print a page to PDF without opening a visible browser window. Google documents the --headless --print-to-pdf approach in its headless CLI guide. For a local file, use a file URL with an absolute path:
chrome --headless --print-to-pdf="output.pdf" "file:///absolute/path/to/file.html"
Replace chrome with the executable name or full path used by your installation, and replace the example paths with actual paths. If the path contains spaces or characters that need URL encoding, quote the argument and encode the path appropriately for a file URL. The Chrome executable name and installation location vary by operating system.

- Edit PDFs with Ease. Modify text, images, and layouts directly within your PDF documents.
- Convert & Organize. Export PDFs to Word, Excel, or ePub, and organize files with ease.
- Read & Annotate. Enjoy intuitive reading modes and powerful tools to comment, highlight, and mark up PDFs.
- Create & Manage PDFs. Create new PDFs, combine multiple files, scan documents, and compress for easy sharing.
- Fill & Sign Forms. Complete forms and digitally sign documents with secure e-signature tools.
This approach is useful when you need a repeatable command or want to run conversion as part of a script. Test the command with your document and inspect the output: the CLI example alone does not guarantee that every browser print-dialog setting or every page’s behavior will match your expectations.
Automate with Puppeteer
Puppeteer controls a browser from Node.js. Its PDF guide recommends Page.pdf() for printing, and the API documentation says it generates a PDF using the print CSS media type. If you want screen styling instead, call page.emulateMediaType('screen') before printing. See the Puppeteer PDF guide and Page.pdf() API documentation.
After installing Puppeteer in a Node.js project, this example opens a local file, waits for the page’s load event, creates a PDF, and closes the browser:

const puppeteer = require('puppeteer');
const path = require('path');
const { pathToFileURL } = require('url');
(async () => {
const browser = await puppeteer.launch({ headless: true });
try {
const page = await browser.newPage();
const htmlPath = path.resolve('input.html');
await page.goto(pathToFileURL(htmlPath).href, { waitUntil: 'load' });
await page.pdf({ path: 'output.pdf', format: 'A4', printBackground: true });
} finally {
await browser.close();
}
})();
Save this as a JavaScript file in the project where Puppeteer is installed, put input.html at the path shown (or change htmlPath), then run it with Node.js. The example asks for A4 paper and includes print backgrounds; change those choices to suit your document. Puppeteer’s PDF generation uses print CSS by default. To render screen CSS instead, insert this before page.pdf():
await page.emulateMediaType('screen');
The load event does not guarantee that every app-generated element or delayed image is ready. If content appears late, wait for a specific selector that marks completion or otherwise add an appropriate wait before calling page.pdf(). Confirm that relative assets resolve from the file’s location and check page breaks in the produced PDF.

wkhtmltopdf describes its tools as headless command-line HTML-to-PDF and image renderers using the Qt WebKit rendering engine. It may suit an existing workflow that already uses it, but do not assume that its output will match a current Chrome-based browser. Check its rendering against your document, especially if the HTML relies on modern CSS or JavaScript. The project’s description identifies its rendering engine; compatibility with a particular page must be verified directly.

Choose a method for the job
| Method | Best fit | Control and setup | What to verify |
|---|---|---|---|
| Browser Print | A single, occasional conversion | Minimal setup; print dialog exposes paper, orientation, margins, and other available settings | Preview, backgrounds, page breaks, and asset loading |
| Chrome/Chromium headless | Command-line or repeatable browser-based jobs | Requires a Chrome/Chromium installation and a valid file URL; command-line options can be scripted | Executable path, local paths, output settings, and rendering |
| Puppeteer | Node.js automation with browser control | Requires Node.js and Puppeteer; supports explicit PDF options and print-versus-screen media choice | Wait conditions, print CSS, assets, and resulting pagination |
| wkhtmltopdf | Workflows that specifically need its headless Qt WebKit renderer | Requires installing the tool; consult its project documentation for usage details | Whether its rendering engine handles the page’s CSS and scripts as needed |
Troubleshoot common conversion problems
The PDF is blank or missing content
- Open the HTML in the browser first and confirm the content is visible there.
- Check whether stylesheets, images, fonts, or scripts use paths that do not resolve from the local file.
- For automated capture, wait for delayed or JavaScript-generated content before printing.
Images or fonts are missing
Confirm that referenced files exist and that the local page can load them. Relative paths are evaluated from the HTML file’s location, so moving the HTML without its asset folders can break them. Remote assets also require a working connection and an accessible URL.
Text or elements are clipped
Use print preview, try the intended paper size and orientation, and adjust margins or scaling. Wide content may need a print stylesheet or landscape orientation. Avoid assuming that reducing scale is the only fix; it can make text too small to read.
Page breaks are awkward
Add or revise print CSS to control breaks around headings, tables, and other related content, then regenerate the PDF. Browser support for print-layout rules can differ, so check the actual output rather than relying only on the source CSS.

The automated PDF omits late content
A basic load wait may finish before asynchronous work does. In Puppeteer, wait for a selector that appears when the needed content is ready, or add a suitable delay if the page has no reliable completion signal. Use the shortest reliable wait for the page rather than assuming that every document needs the same fixed delay.
The command cannot find the file or browser
Use the full path to the HTML file in a file:/// URL and confirm the browser executable name for your system. Quote paths with spaces; if needed, encode spaces and other special characters in the URL. Check that the output directory exists and is writable.
Or skip the browser setup
If your HTML is served at a public URL, ScreenshotNeo can return a screenshot or PDF with one request. It is a website screenshot API and MCP server for developers, not a converter that reads a private file directly from your computer. To capture a local document, first make it reachable to the service; do not expose private content publicly just to convert it.
For a reachable page, this cURL example requests a PDF. See the ScreenshotNeo documentation for supported parameters and setup details.

Quick Recap
Check the PDF before you share it
- Open the PDF and scan every page, not just the first one.
- Look for missing images or fonts, clipped text, unexpected blank pages, and poor page breaks.
- Confirm that the chosen paper size, orientation, margins, and background treatment match your needs.
- If you automated conversion, test again after changing the HTML, CSS, asset paths, or browser environment.
