Configure a coding agent for a reliable pre-edit phase by asking it to investigate one specific behavior, map that behavior to source files and tests, and report what remains uncertain before it writes code. Then add only durable project rules to the instruction file supported by your agent’s harness, and verify that the file is being discovered.

Set a bounded inspection task

Do not begin with “understand the whole codebase.” Give the agent one concrete question about the change you plan to make—for example, where a request is authorized, where a form saves data, or where an API response is assembled. A focused question gives the investigation a useful boundary and makes its findings easier to check. Visual Studio Code’s guide to exploring a codebase with an agent recommends this question-led approach.

Ask for a source-backed map before asking for implementation. The report should identify likely entry points, trace the relevant calls, locate associated tests, and cite the source files or passages that support its explanation. It should also list unresolved questions rather than fill gaps with assumptions. Keep the requested output concise enough to review.

Verify the map before passing context forward

Treat the agent’s explanation as a hypothesis, not an authoritative description of the project. Open the named files and check whether the code supports the reported behavior and call path. Confirm that any tests it names are actually relevant to the behavior you intend to change. Visual Studio Code advises starting with source reading; dependency installation or running the application may not be necessary for initial exploration. Once you have checked the map, give the agent the relevant files as context for the implementation task. That keeps the next step focused on the code already identified instead of repeating a broad repository search.

Put persistent rules where your harness expects them

Instruction files are harness-specific: a filename recognized by one tool is not automatically recognized by another. Visual Studio Code’s customization guidance recommends AGENTS.md for OpenAI Codex, .github/copilot-instructions.md for GitHub Copilot, and CLAUDE.md for Claude Code. Use persistent instructions for durable expectations the agent cannot reliably infer from the source, such as repository conventions or a requirement to inspect relevant code and tests before proposing edits. Avoid copying facts already obvious in the code into an instruction file; that creates maintenance work without adding useful context.

Choose repository-wide or path-specific scope

Repository-wide instructions suit conventions intended to apply across the project. If a rule applies only to certain directories or file types, use a supported path-specific mechanism. Visual Studio Code documents .github/instructions/**/*.instructions.md for matching Copilot instructions and .claude/rules for Claude rules. GitHub’s Copilot code-review documentation also describes repository-wide .github/copilot-instructions.md, additional AGENTS.md context, and path-specific .github/instructions/**/*.instructions.md. Separate inspection from editing when the tool supports it

Some tools offer a mode for exploring without making changes. Cursor’s documentation describes Ask as a way to search a codebase and answer without changing files; it describes Manual as a mode for edits to explicitly selected files without searching or running commands. This is a product-specific example, and the documentation does not establish that other tools have equivalent modes or guarantees. Check the current behavior in your tool’s documentation before relying on it. Cursor modes documentation.

When instructions appear to be ignored

Check discovery and scope before adding more text. Confirm that the instruction file has the expected name, is in a location the selected harness reads, and applies to the files or task in question. For path-specific rules, check that the target files match the configured pattern. A rule outside the harness’s discovery mechanism—or outside its scope—cannot guide the task.
