Capture the same portal page before and after an update with the same browser, browser version, viewport, zoom, language, and interaction state. Then align the images and inspect them side by side, with an overlay, or as a pixel-difference image. Save both originals with their capture details so that you can distinguish intended changes from visual regressions and repeat the check after fixes.
Set up a fair before-and-after comparison
A screenshot comparison is useful only when the captures are comparable. Differences in browser rendering or page state can look like changes caused by the update.
- Choose the page and state. Record the exact page URL and decide what should be visible: for example, the default page, an open navigation menu, a particular form step, or an alert state.
- Match capture conditions. Use the same browser and version, viewport width and height, zoom, language, and interaction state for both captures. Keep other relevant conditions consistent, including operating system where possible.
- Capture the baseline. Before the update, save the screenshot without editing or cropping it. Record the capture date, browser and version, viewport, page URL, and portal build or version if known.
- Capture the updated page. Repeat the capture with the same conditions after the update. Record its date and build or version as well.
- Keep original files. Store both originals and make any aligned, overlaid, or difference images as separate working files. This preserves evidence if you need to revisit a finding.
Compare the images and investigate changed areas
Start with a side-by-side view to understand the overall page, then use an overlay or pixel-difference image to locate areas that moved or changed. Align the screenshots before using either technique; a small offset can make much of the page appear different.

- Check essential information and entry points: confirm that key content, dates, downloadable materials, and service links remain present and easy to find.
- Classify each visible change: mark it as expected, unexpected, or uncertain. Compare it with the intended update rather than treating every pixel difference as a defect.
- Document findings: note the changed area, what you expected, what appeared, and the capture conditions. Include image evidence for the team reviewing or fixing it.
- Repeat after fixes: capture the corrected build using the same conditions and check whether the reported difference is resolved without introducing another visible change.

Check government-portal context and more than one screen size
India’s Guidelines for Indian Government Websites and Apps (GIGW) apply to government websites and applications at central, state, district, and local levels. The official guidance frames its objective as usability, user-centricity, and universal accessibility, and recommends testing across browsers, browser versions, operating systems, connection speeds, screen resolutions, and devices. See the GIGW scope and objectives and GIGW guidelines.
After the matched before-and-after check, repeat visual review at other screen sizes and relevant browsers. A layout that looks correct at one desktop width may shift, hide content, or become difficult to use on a narrow screen. Include the homepage date in the review: the official GIGW conformity matrix includes a check that the homepage shows the last updated or reviewed date.

GIGW 3.0 is the relevant official guidance for this context. Its scope page says it is based on international standards including ISO 23026 and WCAG 2.1, as well as the Rights of Persons with Disabilities Act, 2016 and the Information Technology Act, 2000. The official guidelines also cover accessibility concerns such as text alternatives and minimum contrast ratios.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDo not treat a visual diff as an accessibility or compliance verdict
Image comparison can show that pixels changed; it cannot establish whether text alternatives are available to assistive technology, keyboard interactions work, semantic markup is correct, or a form behaves properly. Those questions need suitable accessibility and functional checks in addition to visual review. A screenshot is evidence of appearance at a particular capture state, not evidence that every GIGW requirement has been met. Refer to the GIGW accessibility guidance for the relevant checks.
