Compare overseas PhD fellowships by the funding you can actually use, how long it lasts, what travel it pays for, and what you must do afterward—not by the headline stipend alone. Put each offer beside the others, verify the exact written terms with the sponsor and university, and weigh the benefits against your destination-specific costs and obligations.
Build a like-for-like comparison
Create one row for each offer and record the same details. Distinguish guaranteed funding from conditional support, and note who makes decisions about renewals, extensions, and reimbursements.
| Compare | Record for each offer |
|---|---|
| Tuition and fees | Covered fee types; full coverage or cap; annual or total limit; number of funded years; who pays any excess; and whether a required waiver is confirmed. |
| Cash support | Amount, currency, payment frequency and timing, location adjustments, funded period, and expenses the award says it covers. |
| Travel | Eligible traveler, route and class, direct booking or reimbursement, cap, covered trips, receipts and deadlines, and exclusions. |
| Duration and continuity | Guaranteed years, renewal and academic-progress conditions, extension rules, and the party responsible for approving extra support. |
| Obligations and risk | Return or service requirement, length and start date, exceptions, repayment consequences, and approvals needed for work, travel, or study-plan changes. |
Use confirmed award terms for the actual university and destination. Avoid treating currency conversions or generic cost-of-living estimates as proof that one stipend is more generous: prices and exchange rates vary, and the cited award figures are not independent measures of living-cost adequacy.
Check what “tuition covered” means
Full tuition, a contribution toward tuition, and a university fee waiver are different things. Confirm whether the award covers only tuition or also compulsory fees, whether its limit is annual or for the whole award, and how many years it applies. If a cap falls below your university’s charges, establish in writing whether the university waives the difference or you must pay it.

The Commonwealth PhD Scholarships page says approved tuition fees are covered through an agreement between the Commonwealth Scholarship Commission and the UK university. By contrast, Pakistan HEC’s Phase-III provisions list up to USD 4,000 per year toward PhD tuition for up to four years; tuition above that limit must be covered by a waiver or by the scholar. [Commonwealth PhD Scholarships; HEC Phase-III tuition fee and stipend details]
Do not infer tuition coverage from a scholarship’s name or stipend. The Hong Kong PhD Fellowship Scheme page cited here lists its stipend and research-travel allowance, but does not establish tuition coverage in the cited information. Check the selected university’s fee and scholarship arrangements directly. [Hong Kong PhD Fellowship Scheme]
Compare stipends by what they cover and when they arrive
Record the recurring amount, currency, payment schedule, location adjustment, and award period. Then compare that support with your actual budget, including housing and any costs the award leaves to you. A maintenance allowance may be intended to cover several types of expense rather than function as unrestricted cash; HEC describes its maintenance support as covering accommodation, literature, visa-related, and other approved living expenses.

The Commonwealth Scholarship Commission in the UK page, accessed in 2026, quotes monthly rates of £1,712, or £2,000 for universities in the London metropolitan area; check the live page for the applicable award year. HEC Phase-III lists maintenance of up to USD 1,600 per month for up to 48 months. These are different schemes, periods, currencies, and support structures—not a cost-of-living ranking. Also check whether the award adjusts support for location, dependants, or accommodation, and whether an amount is guaranteed or described as “up to.” Do not assume that a stipend figure includes every expense unless the award terms say so.
Read airfare and travel allowances as separate benefits
“Travel support” can refer to initial and final airfare, a capped reimbursement, a mid-term home visit, fieldwork, or conference travel. For each item, check who may travel, which route and class qualify, whether the sponsor books directly or reimburses expenses, and what receipts, caps, or claim deadlines apply. Never assume a return ticket includes dependants, baggage, extra trips, or any route.
Rank #4
- Commonwealth PhD Scholarships: the page lists airfare to the UK and a return journey at the award’s end, study travel, and approved fieldwork support. A paid mid-term visit home is conditional, and dependant fares are excluded. [Commonwealth PhD Scholarships]
- Hong Kong PhD Fellowship Scheme: the Research Grants Council lists HK$14,400 per year for conference and research-related travel in academic year 2026/27. This is a travel allowance, not evidence of an arrival or final-return airfare benefit. [Hong Kong PhD Fellowship Scheme]
- HEC Phase-III: the page lists actual-cost airfare reimbursement subject to a PKR 250,000 cap for a one-way journey. Check the applicable phase provisions and claim rules; do not treat the cap as a guaranteed cash payment. [HEC Phase-III tuition fee and stipend details]
- Australia Awards: the listed benefit includes a single return economy airfare for the award holder by the most direct route. The scheme also lists a living-expense contribution and other benefits. Eligibility follows participating-country rules, so it is not necessarily available to every international PhD applicant. [Australia Awards Scholarships]
- SMU Overseas PhD Scholarship: the Singapore Management University page lists return economy airfares as well as conference and fieldwork grants. Check the formal terms for the limits and claim conditions that apply to your award. [Overseas PhD Scholarship]
Compare funded years, renewals, and extensions
Separate the standard support period from the time it may take to finish a PhD. Confirm the number of funded years, whether renewal depends on satisfactory progress, and whether extension funding is guaranteed or discretionary. An offer that funds fewer years may leave a larger unfunded gap even if its annual stipend looks attractive.
The Hong Kong PhD Fellowship Scheme states support for up to three years; for a longer completion period, further support may be available through the chosen university. The NIE PhD Scholarship at NTU lists a maximum period of four years, with renewal dependent on satisfactory progress. NUS describes a typical four-year PhD period for its Research Scholarship. These duration terms do not by themselves establish that every recipient receives an extension or completes within the funded period. Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Read return and service clauses in the binding documents
Do not treat “return,” “service bond,” and repayment as interchangeable. Identify the exact event that starts an obligation, how long it lasts, who it is owed to, permitted exceptions, and what happens if you do not comply. Read the executed undertaking, contract, or bond as well as the scholarship summary; the university’s admission and employment terms may add separate duties.
The Commonwealth Scholarship Commission says candidates must sign an undertaking to return to their home country as soon as possible after the award ends. Australia Awards requires scholars to leave Australia for at least two years after completing the scholarship; its page says non-compliance creates a debt for accrued scholarship costs. Those are scheme-specific return conditions, not general rules for overseas fellowships. [Commonwealth PhD Scholarships; Australia Awards Scholarships]
Other cited awards illustrate why the exact wording matters. SMU lists a five-year service commitment after completion of the PhD or terminal degree; for mid-term awardees, it states a commitment of one year per sponsorship year. NIE at NTU says there is no Singapore service bond attached to its scholarship. NUS says it has no specific bond requirement, but international scholars must fulfil Graduate Assistantship Programme requirements. A lack of a bond does not mean there are no progress, work, or other award conditions. [Overseas PhD Scholarship; NIE PhD Scholarship; NUS Research Scholarship]

Once you have at least two offers, compare the benefits and obligations side by side rather than reducing them to one headline amount. Focus on the trade-offs that matter in your situation:
- Full or uncapped tuition versus a contribution with a possible personal shortfall.
- Flexible stipend cash versus support earmarked for particular expenses or reimbursed after payment.
- Broad travel support versus a limited route, cap, or claim process.
- More generous funding versus a return or service obligation that affects where you can live or work after graduation.
- A longer guaranteed funding period versus an extension that depends on university approval or progress reviews.
Before accepting, ask the sponsor and university to resolve any ambiguity in writing—especially a tuition gap, unfunded completion period, airfare reimbursement, or bond consequence. Keep the award letter, formal undertaking, and any written clarification together so your comparison reflects the terms that actually apply to you.
