To compare office buildings for lease, use the same requirements, time period, and area basis for every candidate. First identify must-haves for your workforce and operations; then compare commute access, usable space, amenities, lease terms, and total occupancy cost using written property and lease information—not asking rent alone.
Set requirements before touring
Agree on what the office must support before scoring buildings. Include employee and client access, space and fit-out needs, accessibility, amenities, sustainability goals, budget, and the flexibility your business may need during the lease. The U.S. Environmental Protection Agency (EPA) recommends establishing goals and sharing criteria with brokers. EPA tenant guidance and its lease guidance provide a starting point.
Separate non-negotiable requirements from preferences. A building that fails a must-have—such as an accessible route or a delivery date your team can meet—should not win because it scores well on optional amenities. For the remaining criteria, assign weights that reflect how your employees work and how often they use each feature.
Compare location and transit using real trips
A map pin or a general walk or transit score cannot tell you whether a building works for your staff. Start with employee commute origins, client destinations, airports, and other regular business trips. Compare door-to-door travel at the times people actually commute, including transfers, frequency, the last-mile walk, and any shuttle connection.
#1 Best Overall
- Transit: Record nearby lines and stops, peak-period service, transfers, accessible routes, walking conditions, and the time from the station to the entrance. Check current schedules with the local transit operator.
- Driving and parking: Check likely travel times, parking availability and fees, and access for visitors or deliveries.
- Neighborhood: Consider access to the everyday services your staff use and any specific safety or client-access requirements.
- Shuttle: If a property advertises one, confirm its route, schedule, hours, capacity, and cost.
EPA lists proximity to public transportation or shuttle service as a possible selection criterion. The U.S. General Services Administration’s federal-property inventory includes Walk Score and Transit Score fields, useful as initial screening signals rather than substitutes for route and schedule checks: GSA inventory of owned and leased properties.
Check amenities against expected use
Make an amenity checklist based on your work patterns, then verify each item with the landlord or broker. EPA identifies natural light as a consideration; other advertised features vary by property and should be confirmed rather than assumed.
- Work and meeting needs: Ask about natural light, meeting and collaboration areas, and whether shared rooms can be reserved when your team needs them.
- Daily services: Confirm food options and nearby everyday services, including their hours.
- Commuter facilities: Verify bike storage, showers, parking, and any access or use fees.
- Operations and access: Check accessibility, loading, security, building access hours, and after-hours heating, ventilation, and air conditioning (HVAC) availability and charges.
For every feature, record whether it exists, whether it is included in the proposed rent, whether capacity is limited, and whether it will be available during your operating hours. Put important access or service commitments in the written proposal or lease.

Compare space and delivery terms
Do not compare quoted square footage without asking what it represents. Confirm usable and rentable area for each proposal, how each figure was measured, and the load factor or other calculation connecting them. BOMA’s area-measurement guidance explains that rentable area may be needed to compare operating expenses meaningfully with industry benchmarks: BOMA measurement standards.
Then assess whether the actual layout can support your work. Compare floorplate, usable area, condition, and required improvements. For each candidate, obtain the delivery date, who performs and pays for construction, the tenant-improvement allowance, and the process and timing for approving work. Confirm these details in the proposal and lease exhibits; they are property-specific terms.
Compare total occupancy cost over the same term
Asking rent is only one part of the cost. For each building, estimate the same occupancy period using the same stated area measure. Separate fixed rent from variable or reconciled charges, and show one-time costs and uncertain items as assumptions or ranges.
| Cost item | What to compare |
|---|---|
| Base rent | Rent basis, area used to calculate it, schedule of increases, and lease term. |
| Operating expenses and property taxes | Which costs pass through to the tenant, the allocation method, budgets, reconciliation history, and any caps or exclusions in the proposed documents. |
| Utilities | Who pays, how consumption is measured, whether the space is submetered, and how shared costs are allocated. |
| Parking and services | Parking, janitorial, security, and other recurring charges; identify services included in rent separately from add-ons. |
| After-hours operations | HVAC and access charges if your hours differ from the building’s standard schedule. |
| Fit-out and move | Tenant-funded improvements, costs not covered by any allowance, restoration obligations, and moving expenses. |
EPA advises tenants to investigate energy data and clarify who pays for efficiency improvements and who benefits from energy savings. That allocation matters: a building upgrade may reduce energy use without reducing your costs if the lease assigns the savings or utility expense differently. Ask for the relevant lease language and cost data rather than assuming a building’s efficiency will lower your bill. See EPA guidance on leasing an energy-efficient space.

EPA defines energy use intensity (EUI) as annual energy consumed divided by gross floor area. When comparing EUI, check that the buildings use the same area and reporting basis; otherwise the figures may not be comparable. See EPA’s explanation of EUI.
Use energy credentials as evidence, not a bill guarantee
A current ENERGY STAR building certification can help screen a property, but it does not promise a particular tenant utility bill. EPA says certification is annual, requires a score of at least 75 on its 1–100 scale, is based on actual measured energy use, and requires the application to be verified by a licensed Professional Engineer or Registered Architect. Check the current certificate and building data, then separately confirm how the lease allocates utilities and operating expenses. Details are on EPA’s ENERGY STAR certification page.

Evaluate lease flexibility and risk
Compare proposed rights and obligations as carefully as the space itself. These terms depend on the lease and applicable local law, so have proposed language reviewed by qualified local counsel.

- Renewal, termination, expansion, and contraction rights.
- Assignment and subletting permissions and conditions.
- Restoration or surrender obligations at the end of the term.
- Service-level commitments, including access, maintenance, and building operations.
Build a consistent shortlist
Use one row per candidate and one column per requirement. Mark must-haves as pass or fail, then score remaining factors using your agreed weights. Keep source documents and assumptions with the comparison so a score is traceable rather than a substitute for verification.

Request documents before deciding
Ask the broker or landlord for the documents and written details needed to validate the comparison:
- Draft lease and all exhibits, plus a rent and escalation schedule.
- Recent operating-expense reconciliations and the current budget.
- Property-tax and utility allocation details, including metering or submeter information.
- Building operating hours and after-hours HVAC charges.
- Area measurement, usable and rentable area, and load factor.
- Tenant-improvement scope, allowance, approval process, and timing.
- Transit and shuttle routes, schedules, accessibility, and any fees.
- Amenity rules, availability, capacity, and charges.
- Current energy benchmarking and certification documents, if available.
- A written explanation of who pays for efficiency improvements and how savings are allocated.
EPA recommends engaging the landlord before a long-term commitment and requesting current Portfolio Manager data. Property-specific terms, current local transit, amenities, costs, and legal requirements cannot be established by a general comparison framework; verify them against the current proposal, lease, and locally authoritative information.
