Microsoft Entra’s License Usage page shows tenant license entitlements alongside selected feature-usage measures. Use it to compare licensing with activity—not as a complete measure of adoption across every feature. Find it in the Microsoft Entra admin center under Billing > Licenses.
What Microsoft Entra License Usage measures
The page brings together Microsoft Entra ID P1, P2, and Suite entitlement counts and selected feature usage across your tenant. Entitlements aggregate eligible products that include the relevant Entra ID tier. Microsoft lists Microsoft Entra ID P1, Microsoft Entra ID P2, Microsoft Entra Suite, Microsoft Entra ID Governance, Microsoft Entra Verified ID, Microsoft Entra Private Access, and Microsoft Entra Internet Access among those products. Microsoft’s License Usage documentation describes the page as visibility into tenant feature usage to help administrators optimize licenses.
How to open the License Usage page
- Sign in to the Microsoft Entra admin center.
- Go to Billing > Licenses.
- Review the entitlement counts and the available P1, P2, and Suite usage views for your tenant.
A paid Microsoft Entra license is required. The capability is documented as available in public clouds. Reports Reader is the least-privileged documented role. Other listed roles are Application Administrator, Cloud Application Administrator, Global Reader, Security Administrator, Security Reader, and Security Operator. See Microsoft’s access requirements for details.

How to interpret the P1 and P2 usage metrics
The usage figures cover the previous month, and data may take up to three days to update. The page selects one representative “hero” metric for each tier; these counts are not a verdict on whether every feature in the tier is adopted.

| View | Representative metric | What the count means |
|---|---|---|
| Entra ID P1 | Conditional Access | Unique users for whom at least one Conditional Access policy was evaluated during the measurement period. |
| Entra ID P2 | Risk-based Conditional Access | Unique users for whom at least one risk-based Conditional Access policy was evaluated during the measurement period. |
For example, a P1 count indicates that a Conditional Access policy was evaluated for those users; it does not establish that they used every P1 capability. The same limitation applies to the P2 representative count.
Understand used, unused, and above-entitlement usage
Each tier tab also includes a feature usage report that compares feature activity with the relevant license entitlement. Its labels distinguish activity within the entitlement from remaining licenses and activity above the entitlement count:
Rank #2
- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
- Licenses Used: the portion of entitlement consumed by active usage for the displayed metric.
- Licenses Not Used: the remaining entitlement not represented by that active usage.
- Usage Spike: usage above the entitlement count.
Read these labels in the context of the specific feature metric and reporting period. A low count for one representative or selected feature does not prove that all capabilities in a tier are unused.
Read the six-month patterns by user type
The Monthly usage patterns panel shows feature use over the previous six months. Administrators can switch between active-user and guest-user views, with usage compared against entitlement over time. Looking at the two user classes separately can help distinguish internal use from activity by external collaborators. Microsoft does not prescribe a universal licensing decision based on that comparison.

Account for changes in entitlement counts
The entitlement section shows licenses purchased for the current month. Counts for other months can differ when agreements renew or are not renewed, or when additional licenses are purchased. Therefore, a change in the gap between usage and entitlement may reflect a changed denominator—not just changed user behavior. Check the entitlement count for the month you are comparing before interpreting a trend.
License Usage is not the Usage and insights sign-in report
The similar names refer to different admin views. License Usage is the tenant-level entitlement and selected feature-utilization page. Usage and insights is an application-centric sign-in reporting area, covering topics such as authentication methods, service principal sign-ins, and application credential activity. Microsoft documents that reporting area under Entra ID > Monitoring & health > Usage & insights; it also documents access through Microsoft Graph beta. See Microsoft’s Usage and insights report documentation for its scope and access details.

Microsoft Graph documents an azureADPremiumLicenseInsight resource for tenant P1/P2 license utilization. It is in the beta API version. Microsoft warns that beta APIs can change and are not supported for production applications, so do not treat this resource as a stable production integration.
