Keep flight essentials and anything you cannot risk losing access to in the personal item under the seat; pack the rest in the overhead carry-on, sized to the rules of every airline operating your itinerary. Before you pack, check the airline’s current allowance, the aircraft, and the route’s security rules—there is no single personal-item size that applies everywhere.
What belongs in each bag?
Think of the personal item as the bag you can reach during the flight, and the carry-on as the larger bag intended for the overhead bin. Pack for the possibility that the carry-on will have to be checked at the gate: keep essentials with you and be ready to remove anything that must remain in the cabin.
Personal item: essentials within reach
Choose a bag that fits under the seat when packed. Put travel documents, medication, phone, laptop or other small electronics, charging needs, valuables, and a light layer here if you may need them in flight or if your larger bag is taken at the gate. These are practical packing choices; the key constraints are the airline’s size rule and under-seat fit.
Delta lists a purse, laptop bag, or small backpack of similar size as examples of personal items, provided the bag fits beneath the seat. That supports choosing an underseat travel backpack as a category, not assuming a particular model will fit every airline’s seat or rules.

Carry-on: belongings for the overhead bin
Use the larger carry-on for items you do not need in reach during the flight. Measure it packed, including handles and wheels where the airline requires them, and make sure you can transfer cabin-required items quickly if it is gate-checked.

How do airline size limits compare?
Published dimensions are carrier rules, not a universal standard. These examples are from airline policy pages accessed October 4, 2026; verify the current rule for your operating carrier and ticket.

Measure the bag as you will carry it, not just when empty. A soft bag can bulge beyond its nominal dimensions once packed, while wheels and handles can count toward the limit.

Check every flight on the itinerary
Rules and available space can change with the operating airline, ticket or fare conditions, airport, and aircraft. A codeshare may be sold by one airline but operated by another, and regional aircraft may have less overhead space than a mainline aircraft.
- Check the carry-on and personal-item rules for each operating carrier, including partner and regional flights.
- Confirm the applicable fare or ticket allowance rather than assuming every ticket includes the same bags.
- Allow for an aircraft with limited overhead-bin space. The FAA notes that some aircraft have limited overhead room; Delta and American also describe limits or gate-valet procedures on certain regional flights.
American says regional American Eagle aircraft have limited overhead space and that certain carry-ons may need to be valeted at the gate. Delta also describes limits for Delta Connection flights. The specific aircraft and itinerary determine what you can bring aboard, so check the applicable airline guidance before departure.

Prepare for a gate-checked carry-on
If an airline takes your carry-on at the gate, remove spare batteries and lithium-battery devices and keep them in the cabin. The FAA names power banks, vapes, phones, and laptops among examples to remove and retain; American likewise says batteries and electronic cigarettes cannot go in checked baggage.

Pack liquids for the route’s security rules
Delta’s U.S.-oriented guidance describes liquids containers up to 3.4 ounces (100 milliliters) in one clear quart-size zip-top bag. It notes special screening provisions for necessary medication, breast milk, and infant formula. Security requirements vary by itinerary and authority, so check the rules that apply to your departure and any connections, especially on international trips. Check item-specific restrictions before packing
Not every object belongs in either bag without qualification. Some items must stay in cabin baggage; others are restricted or need special handling. For dangerous goods and battery questions, consult the FAA PackSafe chart and your airline’s baggage rules. For restricted items at airport screening, check the relevant security authority and airline rather than relying on a generic packing list.
