Use a browser-driven engine such as Puppeteer with Chromium when the PDF depends on JavaScript, client-rendered charts, dynamic tables, or exact Chrome behavior. Use a dedicated paged-media engine such as WeasyPrint or Prince when you are producing reports, invoices, contracts, books, or other print-first documents that need controlled page breaks, running headers, counters, footnotes, bookmarks, or predictable pagination. Then test CSS coverage, fonts, accessibility, deployment, security, maintenance, and licensing against representative documents.
Start with the document, not the product name
HTML-to-PDF software is not interchangeable. A browser prints a live web page; a paged-media engine composes a document for paper-like output. Write down what must be true of your PDF before comparing tools.
Choose a browser pipeline when JavaScript is essential
Puppeteer controls Chromium and waits for your page scripts to run before calling page.pdf(). This is the safer starting point for client-rendered dashboards, charts, data grids, authenticated application views, and layouts whose correctness means “what Chrome prints.” Puppeteer generates the PDF using the print CSS media type, so test your print stylesheet rather than assuming screen CSS will be used.
Choose a paged-media engine for print-first documents
WeasyPrint and Prince are designed around paged output. They are usually a better fit for invoices, contracts, books, statements, and reports where pagination itself is a product requirement. Prince describes its workflow as converting HTML, Markdown, or XML styled with CSS into documents for printing, downloading, and archiving. WeasyPrint documents links, bookmarks, attachments, forms, PDF/A and PDF/UA generation, and CSS paged-media features such as @page, named pages, margin boxes, counters, running elements, and footnotes. Treat those as capabilities to validate, not automatic conformance.

Build acceptance fixtures before you shortlist
Do not compare tools using one attractive landing page. Create a small fixture set that exposes failures:
- A normal article with headings, links, lists, and code.
- A long invoice or report with repeated table headers and totals.
- A table that splits across pages.
- Web fonts, SVG, high-resolution images, and missing-image fallbacks.
- A JavaScript-rendered chart or data table.
- Right-to-left or multilingual text if your users need it.
- A form, tagged-accessibility sample, or archival sample if required.
Record expected page count, headings, links, bookmarks, extracted text, font embedding, metadata, and important rasterized pages. Keep these fixtures in version control and rerun them after every engine or browser upgrade.
Evaluate the features that change the result
JavaScript and timing
Decide whether content exists in the initial HTML or appears after scripts, API calls, or user interaction. A browser workflow must wait for a selector, a known application state, or network completion; a fixed delay alone is fragile. For static server-rendered HTML, a paged-media engine may avoid browser startup and reduce moving parts.
Print CSS and pagination
Compare page size, margins, bleed, crop marks, background printing, page-break rules, repeated headers and footers, counters, footnotes, table splitting, named pages, and generated bookmarks. Test a document whose content changes length: a layout that works for two pages can fail at twenty.
Text, fonts, and international content
Check selectable and searchable text, ligatures, fallback fonts, emoji, right-to-left scripts, complex shaping, and embedded font licensing. Install the same font files in development and production; a missing font can change line wrapping and therefore every page break.
Semantics, accessibility, and archival
Inspect link targets, bookmarks, forms, document metadata, tagging, and font embedding. If you require PDF/A or PDF/UA, run an independent validator. A feature page or library option is not proof that every generated file conforms.

Images and external resources
Test SVG, data URLs, responsive images, lazy loading, authenticated assets, and remote fonts. Decide whether production rendering may access the public network. Restrict or proxy external requests when documents can contain untrusted URLs.
Operations, security, and maintenance
Measure cold and warm behavior
Benchmark startup time, warm render time, memory, concurrency, container size, and failure recovery with your fixtures. Browser pools can improve throughput but increase isolation and patching responsibilities. A library may start faster yet still require native packages and fonts.

Run Chromium with an appropriate sandbox and least-privilege account. Limit navigation to approved hosts where possible, set timeouts, cap document size, and prevent server-side request forgery when URLs are user supplied. For any engine, define maximum pages, image bytes, render time, and concurrent jobs.
Maintenance and licensing
Record release activity, security advisories, support channels, browser or native dependency cadence, and migration history. Review whether the license permits your SaaS, internal distribution, or redistribution model. An archived dependency is an operational risk even when today’s output is correct.
A repeatable selection process
- Classify the workload: browser-like application view, static report, or print-first publication.
- Mark JavaScript as hard or optional: hard requirements start with Puppeteer or another real browser path.
- Run the fixture set: compare visual pages, extracted text, links, bookmarks, forms, and page counts.
- Test production conditions: same fonts, container, network policy, locale, timezone, and credentials.
- Measure operations: cold/warm latency, memory, concurrency, startup, and recovery.
- Approve compliance: validate accessibility and archival claims with independent tooling.
- Document the choice: keep the fixture results, limits, versions, and upgrade procedure.
Practical browser example with Puppeteer
This minimal Node.js flow waits for the page to load, selects print media, and writes a PDF. Add application-specific readiness checks before production use.

For charts or lazy content, wait for a concrete selector such as [data-render-complete="true"] rather than guessing with a delay. For authenticated pages, load credentials through a controlled session and never log secrets.

Troubleshooting checklist
Blank or incomplete PDF
Cause: capture began before client rendering finished, a blocked request failed, or the page requires interaction. Fix: wait for a readiness selector, inspect console and network errors, and reproduce with the same credentials and viewport.
Unexpected page breaks
Cause: different fonts, print CSS, margins, or engine pagination rules. Fix: embed or install the intended fonts, set explicit @page rules, and compare computed styles in the production container.
Missing images or fonts
Cause: inaccessible URLs, expired authorization, unsupported formats, or network restrictions. Fix: verify response status and content type, provide authenticated headers where appropriate, and test with local fixtures.

PDF is not accessible or archival-valid
Cause: visual output was mistaken for tagged or standards-conforming output. Fix: run a PDF/UA or PDF/A validator, inspect reading order and tags, and choose an engine and post-processing workflow that meets the required specification.
High memory or timeouts
Cause: large images, unbounded pages, too many concurrent browsers, or slow third-party requests. Fix: cap input size and render time, block unnecessary resources, resize images, pool browsers carefully, and queue jobs with retry and cancellation rules.
Frequently Asked Questions
Is headless Chrome always the most accurate option?
It is usually the closest match to Chrome’s own print behavior, but that does not make it best for every long, print-first document. Dedicated paged-media controls can produce more predictable pagination.
Can a PDF look correct and still fail accessibility requirements?
Yes. Visual similarity does not prove tagging, reading order, form semantics, PDF/UA, or PDF/A conformance. Validate those properties separately.
Should I use a fixed delay to wait for JavaScript?
No. A readiness selector or application state is more reliable because network and script duration varies between runs.
