There is no single Australian-wide species list or set of verge-garden rules: a plant that handles drought in one place may be unsuitable, too large or prohibited in another. Drought-tolerant plants may also need watering while they establish.
1. Check local rules before choosing plants
Ask the relevant council whether verge planting is allowed, whether you need a permit or planting plan, and which species lists and design requirements apply. If the road is managed by another authority, check with that road manager too. Before digging, identify underground services and find out how to protect street-tree roots. Keep required access clear for pedestrians, utility crews, bins and vehicles.
Rules can differ substantially between councils. These examples apply only in the named areas:
| Council | Example requirements |
|---|---|
| Brisbane City Council | For residential properties under Brisbane City Plan 2014, verge gardens call for low-growing or groundcover plants no higher than 700 mm; trees and tall shrubs are not allowed. A 1.8 m-wide pedestrian access strip is required. Brisbane City Council’s verge-garden guidance. |
| City of Boroondara | Guidance reported as adopted on 15 December 2025 sets a 50 cm vegetation-height limit, a 50 cm planting clearance from the kerb and 60 cm clearance from street-tree bases, among other asset-access rules. Boroondara’s Nature Strip Planting Guidelines. |
| City of Vincent | Its Adopt a Verge program requires a sketched plan and a report confirming underground services. Plantings must not obstruct pedestrians, vehicles, sightlines, signs or services. City of Vincent verge guidance. |
Use your own council’s current requirements rather than applying one of these examples elsewhere.

2. Assess the strip’s conditions
Note how much direct sun the area receives, the soil type and drainage, heat reflected from paving or roads, slope, shade from existing trees and the usable planting width. A strip may have compacted or sandy soil, limited hose access and competing constraints from kerbs, driveways, paths, trees or utility infrastructure.
Consider how much watering you can provide during establishment. Compare each candidate’s mature height and spread—not its size in the nursery—with the available space and council limits. Include sightlines and pedestrian access in your measurements.

3. Find locally suitable plants
Start with your council’s recommended plant list or a directory that can be filtered for your suburb and garden type. Choose plants suited to the local climate, soil and sun exposure, and favor low-growing groundcovers, grasses or shrubs for a public roadside space where rules require them. Avoid species local authorities identify as prickly, poisonous or likely to cause allergic reactions.
Water Corporation recommends local waterwise plants for Western Australian verge gardens, noting they can cope with hot, dry summers with little additional watering. Its Waterwise plants directory lets users search by suburb or plant name and filter by availability, origin, garden type, colour and growth habit. It also rates establishment maintenance as minimum, little or medium. This directory serves Western Australia; it is not a national plant list.

Boroondara’s recommended examples include kneed wallaby grass (Rytidosperma geniculatum), native daisy (Brachyscome multifida) and running postman (Kennedia prostrata). They are examples from that council’s list, not universal recommendations; check the current local list and conditions before planting them elsewhere.
Compare candidates on:
- Suitability for the local climate and ecology, soil, drainage and sun exposure.
- Mature height and spread against council limits, clearances and sightlines.
- Watering and attention needed during establishment, as well as ongoing needs.
- Pruning and weeding requirements, safety and visibility for road users and pedestrians.
- Availability through local nurseries or council programs.
4. Prepare the soil and establish plants
Remove unwanted lawn and weeds so they do not compete with new plants. Match any soil preparation to the site and local advice rather than assuming every strip needs amendments. For water-repellent sandy soils, the City of Vincent discusses soil conditioners and wetting agents; Water Corporation suggests a quality soil wetting agent for local native plants during establishment where appropriate. If using a product, follow its label and local guidance.

- Drought-Tolerant : This variety is highly drought-tolerant, making it ideal for low-water gardens or arid regions with minimal irrigation needs.
- Planting Method: Plant in well-draining sandy or gravelly soil with full sun exposure (at least 6 hours daily). Avoid overwatering to prevent root rot.
- Use: Texas Lupine’s vibrant blooms make it perfect for flower beds, borders, or wild gardens, attracting bees and butterflies.
Water Corporation recommends planting in late autumn or early winter in its Western Australian context. It also advises applying an even 5–10 cm layer of coarse mulch and keeping mulch away from plant bases. Check whether your council permits that mulch depth and follow species or nursery instructions. Water plants before planting, and plan for watering during establishment even if the mature planting is intended to need little supplementary water. Check local watering days and whether an establishment exemption process applies.

Allow for occasional weeding and pruning. Check mulch every few months and, where local rules permit, replenish it to maintain an even 5–10 cm layer. Keep plants within required height limits, clearances and sightlines as they grow.

Ask the council about street-tree work rather than pruning or disturbing a street tree yourself. Water Corporation’s guidance assigns street-tree planting and maintenance, including pruning, to councils in its context. Responsibility for the verge garden and reinstatement after utility work can depend on local rules.
