For an established workload with validated templates and modest rendering needs, wkhtmltopdf may remain workable, but its archived upstream project makes it a riskier choice for new adoption. Neither option is automatically available or compatible across every Azure service: decide for the specific hosting product, deployment mode, and Linux image you will run.
What you are choosing between
wkhtmltopdf and Puppeteer do not use the same rendering model. wkhtmltopdf renders HTML through Qt WebKit. Puppeteer controls a Chrome or Chromium browser and exposes a page-to-PDF API. If documents depend on contemporary browser behavior, the browser-based route is generally the more natural starting point; that is a rendering-model distinction, not proof of a speed or reliability advantage on Azure.
The project lifecycle signals also differ. The wkhtmltopdf upstream repository was archived on January 2, 2023, and its releases page lists version 0.12.6, dated June 10, 2020. Treat that as a maintenance risk when choosing a dependency for new work. Puppeteer has project documentation for its browser setup and PDF API, but you should still pin and validate the library and browser versions you deploy.

There is no supported basis here for claiming one is faster or cheaper on Azure. For a latency-sensitive or high-volume workload, benchmark both using representative documents and the actual Azure plan or container limits; do not infer performance from the renderer name.

Choose based on your workload
New documents with modern web features
Prefer Puppeteer as the first candidate when templates rely on modern browser behavior, client-side JavaScript, or CSS that must match Chrome or Chromium. Make that choice only if you can include the browser, system libraries, fonts, writable runtime locations, and version updates in your deployment plan.
Existing stable templates
Keeping wkhtmltopdf can be reasonable when an existing application produces known-good documents, changes are limited, and you accept the maintenance implications of an archived upstream repository. Recheck output when templates, fonts, or the operating-system image change. Avoid making a new workload depend on undocumented rendering behavior that you cannot validate.
Managed runtime with limited operating-system access
First prove that the exact managed runtime can install and launch the renderer with its required dependencies and writable paths. Microsoft advises checking Linux availability for application dependencies. The cited Azure material does not establish that every built-in runtime includes wkhtmltopdf, Chrome, or Chromium. If you cannot control or satisfy the dependency requirements there, consider moving PDF generation to a custom container or a separate service.

Identify the Azure deployment mode before installing anything
The Azure-specific guidance here is about App Service on Linux, not every Azure product. Microsoft documents both managed-code and customer-provided-container scenarios for Linux App Service. The base image and deployment mode determine how OS packages are supplied, so do not assume that an App Service instruction automatically applies to Azure Functions, Container Apps, virtual machines, or AKS.
Managed code deployment
- Identify the App Service stack and runtime image used by your app.
- Determine whether that environment permits the system packages, fonts, executable, and writable directories your chosen renderer needs.
- Build a deployment test that launches the renderer from the same runtime context as the application, rather than relying only on a local workstation.
Custom Linux container
- Choose and pin a base image that is compatible with your application and renderer.
- Install OS libraries, fonts, the renderer or browser, and the application runtime as part of the image build.
- Do not depend on packages installed interactively into a running container; include them in the Docker image so they are present after restart.
- Where possible, run the same built image in CI and Azure to reduce differences between validation and deployment.
Alpine and constrained containers
Puppeteer’s troubleshooting guidance warns that Chrome does not work on Alpine out of the box. Prefer a supported Debian- or Ubuntu-family base image unless you already have a specific Alpine setup and compatible browser build that you have tested. In read-only or otherwise constrained containers, Chrome needs writable locations for profile, configuration, and cache state. Puppeteer documentation recommends directing relevant configuration/cache locations and the user data directory to writable paths such as /tmp. Test under the actual container security context.
Do not reflexively disable Chrome’s sandbox to get a deployment running. Choose a least-privilege configuration appropriate to the service and image, and investigate the specific runtime error before changing a security boundary.

Validate the renderer with representative PDFs
A PDF can be syntactically valid yet still be wrong for the application: a chart may not have rendered, a font may be missing, or a page break may split a table. Before choosing or upgrading a renderer, use representative documents and evaluate the whole path from input HTML to delivered PDF.
- Test the real templates. Include short and long documents, tables, images, charts, and the CSS features your users actually see.
- Check readiness and remote resources. Verify that JavaScript-driven content has completed, and test authenticated pages, cookies, images, and other network resources from Azure.
- Check typography and document settings. Confirm required fonts, locale, page size, margins, orientation, and page breaks in the resulting file.
- Run in the target image and security context. Include the same OS packages, writable-directory rules, and permissions as the deployed application.
- Measure operational limits. Record generation time, memory use, failure rate, and concurrency using your own workload and Azure plan or container limits.
- Compare output, not just successful exit codes. Inspect page count, missing content, layout, and visual differences after a renderer or base-image update.
This is a validation plan, not a claim that either candidate has been benchmarked against the other on Azure.

Browser or executable fails to start
For Puppeteer, check that the installed browser version is compatible with the Puppeteer version and that the image contains required shared libraries. Use the official Linux troubleshooting guidance to identify missing libraries. For wkhtmltopdf, verify that the binary matches the container architecture and that its required libraries are present.

Chrome reports a missing library
Install the missing dependency in the container image using the package manager for the chosen base image, then rebuild and retest the image. Installing it manually in a live container will not make it a dependable part of future deployments.
Chrome cannot write its profile or cache
Check filesystem permissions and whether the container is read-only. Configure Chrome’s relevant cache/configuration and user-data locations to a writable directory such as /tmp, as described in Puppeteer’s troubleshooting guidance, and confirm that the application process can write there.
It works locally but not on Azure
Compare the local and deployed base images, architecture, libraries, fonts, environment variables, permissions, and network access. A managed runtime and a custom container do not have the same package controls. Reproduce the Azure deployment image and security context in CI where practical.

The PDF is blank or missing dynamic content
Check whether the page was ready when capture began, whether required scripts and remote assets can load from Azure, and whether authentication or cookies are present. Add an explicit application-level readiness condition and test it against slow or unavailable resources instead of relying on timing that only works on a developer machine.
Layout differs after an update
Pin the renderer/browser and base-image versions, retain representative output fixtures, and compare generated PDFs after upgrades. Investigate changed fonts, browser behavior, CSS support, and page settings before rolling the update into production.
