There is no universally cheapest way to get money abroad. Compare the final amount you receive or pay after the exchange rate, counter commissions, ATM fees, and your bank or card charges. The right choice also depends on whether you need cash, whether cards are accepted, and whether cash access is practical and secure at your destination.
Start with what you need the money for
Separate card purchases from cash withdrawals and exchanging physical money. If you mainly need to pay for purchases, a card may be convenient where accepted; if you need cash for places that do not take cards, you will need a withdrawal or an exchange. Check destination-specific payment habits and cash access before relying on any one method. The Government of Canada and the U.S. Department of State advise travelers to plan around local access and security conditions.
Compare the real cost of each option
Use the same source amount, target currency, and roughly the same time when comparing offers. Focus on the final local-currency amount delivered, or the final amount charged to your account—not simply a posted exchange rate or a claim of “no fee.” Costs may be built into an exchange rate rather than listed as a separate commission. The Australian Competition and Consumer Commission recommends comparing the amount received after fees and margins; Banco de España also explains how to compare exchange options.
| Option | Compare | May suit you when | Check |
|---|---|---|---|
| Bank or card for purchases or account services | Your card issuer’s conversion rate and foreign-transaction or currency-conversion charge, card acceptance, and account terms | You want to pay for everyday purchases where the card is accepted | A “no fee” claim alone does not show that the exchange rate is competitive; acceptance varies by destination. |
| Overseas ATM withdrawal | Your issuer’s withdrawal and currency fees, any ATM-owner surcharge, withdrawal limit, and the currency conversion choice | You need local cash and have access to a reliable ATM with suitable debit-card terms | Fees can be charged by both the ATM operator and your issuer. Check safety and access, too. |
| Currency-exchange counter | The final local-currency amount after the rate margin and every commission or fee | You need physical cash or cannot conveniently use a card or ATM | A headline rate may exclude charges, and offers vary by provider and location. |
Check your bank or card terms before you travel
Look up the terms for the specific account and card you plan to use. Check overseas ATM fees, foreign-transaction or conversion charges, withdrawal limits, and whether your bank has international partner banks. The FDIC’s April 2024 travel guidance recommends checking ATM and foreign-transaction fees. A bank-branded ATM abroad is not automatically free: the machine operator may charge separately from your home bank or card issuer. The Government of Canada also cautions that using a credit card to get cash can involve cash-advance costs, so check the card’s terms before withdrawing.

At a payment terminal or ATM, understand the currency choice
If the machine or terminal offers to charge you in your home currency instead of the local currency, it is offering dynamic currency conversion (DCC). With DCC, the merchant or ATM provider converts the amount using its offered rate and may include additional fees. Visa’s explanation of DCC describes this provider-side conversion. Read the displayed rate and fees before accepting it. If you choose local currency, your card’s conversion arrangements apply instead, but your issuer may still charge fees or use its own rate. Save the receipt so you can check the posted transaction against the offer.
Get a like-for-like quote at an exchange counter
Ask how much local currency you will receive for a stated amount after all commissions and fees. A counter may advertise an attractive rate while building its margin into the rate or applying a separate charge. Compare the net amount with the likely total cost of a card or ATM transaction using your own account terms. Where applicable, Banco de España says exchange rates and fees should be disclosed before an offered conversion service is initiated; disclosure requirements differ by jurisdiction. The European Union’s Your Europe payment FAQ says EU law does not set conversion charges, which are a commercial pricing decision.

Use access and security to make the final choice
The cheapest-looking option is not useful if you cannot access it reliably or safely. Check whether your card is accepted, whether ATMs are available where you will be, and whether using them is practical. Government travel guidance recommends researching banking partners and considering alternatives if ATMs are insecure or scarce. The Irish Competition and Consumer Protection Commission also advises checking card acceptance and fees. Plan a backup way to pay or obtain cash rather than depending on a single card or machine.
What the figures can—and cannot—tell you
In an inquiry example from May 2019, the ACCC described around GBP 2 (about AUD 3.70) in ATM fees plus a 5.25% currency-conversion fee on an overseas withdrawal equivalent to AUD 100 in GBP when GBP was not preloaded. This is a dated example from the ACCC’s inquiry, not a current fee quote or a typical price you should expect today.
