Define the task and its licensed review points, then compare providers on insurance experience, systems fit, security, training, supervision, continuity, contract terms, and full operating cost. Run a supervised pilot before expanding access or scope.
Start with the workflow you want to delegate
Before contacting providers, write down one bounded, recurring task, such as preparing renewal files or gathering routine client information. A concrete workflow makes candidates easier to compare and exposes where judgment, approvals, or licensed work must remain with agency staff. A provider guide recommends bringing a recurring workflow to discovery and asking each provider to address the same real task: provider workflow guidance.
Document the workflow in operational terms:
- Trigger: What event starts the task?
- Steps and systems: What must the assistant do, and which agency management system (AMS), carrier portals, or other tools are involved?
- Exceptions: What information may be missing, inconsistent, or outside the normal process?
- Approval and escalation: Which steps require licensed staff review, and who receives questions or exceptions?
- Definition of done: What record, completed file, or handoff shows the work is finished?
Use the same workflow, task volume, and expected outcome when requesting proposals. That makes differences in scope and pricing more meaningful than comparing quotes built on different assumptions.
Compare providers against the same criteria
Score each finalist on the criteria below for the workflow you defined. There are no neutral, published market weights or validated pass scores for these factors; set priorities according to your agency’s work and risk.

Ask for evidence rather than relying on marketing statements. A provider’s stated years of experience, onboarding schedule, security certification, audit practice, or saved-hours figure is a claim until you verify its scope and applicability to the entity, workforce, service, and systems being proposed. One vendor guide advertises at least two years of insurance-client experience and an eight-week onboarding process; another promotes SOC 2 Type 2 controls, daily audits, and agency time savings. These statements are not independent comparisons of providers or proof of your likely results: vendor service and control claims.
Keep licensed decisions with licensed staff
Do not assume that calling work “administrative” settles whether it may be delegated. A provider-authored guide identifies coverage advice, policy recommendations, binding, and negotiating terms as work for licensed staff, while noting that boundaries vary by state: provider guidance on task boundaries. Confirm each task under the law and compliance procedures applicable to your agency’s jurisdictions, with the responsible licensed staff and appropriate state guidance.

For client-facing work, provide approved scripts and a clear stop-and-escalate rule. The assistant should pause and refer requests involving coverage interpretation, recommendations, changes outside approved procedures, or uncertainty. Set response expectations, communication hours, meeting participation, and backup arrangements in advance.
The NAIC’s 2019 consumer guidance concerns choosing an insurance agent, not licensing virtual assistants. It advises checking agent and insurer licensing in the relevant state; it is not a determination of which VA tasks are allowed: NAIC guidance on checking insurance-agent licensing.

Verify security and access controls
Agency work can expose personal, policy, and financial information. Ask the provider to demonstrate how it protects the actual systems and data involved, not just its office devices. A provider guide recommends asking about secured workstations, multifactor authentication, encrypted connections, monitoring, documented access policies, and removal of access when a worker leaves or changes roles: provider security questions.
- Request the relevant policies and control evidence, including who can access AMS and carrier accounts.
- Ask how access is granted, reviewed, changed, and promptly removed, including when an assistant changes roles or leaves.
- Clarify device and workstation practices, authentication, connection encryption, and monitoring.
- If a provider cites SOC 2 or a similar assurance, review the report’s scope, period, exceptions, and applicability to the service you will actually receive.
IIAT offers a sample cybersecurity policy for agencies and recommends standalone cyber coverage, saying it can offer broader wording and higher limits than cyber coverage sometimes included in E&O. That is an association recommendation, not a universal coverage conclusion; assess the agency’s own coverage and risk needs: IIAT cyber-liability resource.

Review E&O exposure, contracts, and oversight
Delegating work does not remove the agency’s need to check it. Utica Mutual’s 2022 risk-management paper describes a case in which an assistant-created certificate incorrectly stated that a policy included Products Completed Operations coverage. The underlying carrier denied the related claim, and the agency’s E&O and underlying claims were resolved for $165,000. That amount describes one case, not a typical or predictive loss; outcomes depend on the facts and policy terms. Utica’s warning is direct: “When using a virtual assistant, be aware that their errors may result in an E&O claim against your agency.”
Before work begins, Utica recommends checking references and work, having counsel review the contract, asking the assistant to carry E&O and provide proof, and informing the agency’s E&O carrier about the vendor and delegated services. Review the proposed agreement and insurance with the agency’s advisers; coverage depends on the applicable policy terms and exclusions: Utica Mutual, Virtual Assistants: E&O Concerns (2022).

Make the operating agreement specific enough to guide daily work. It should align with the workflow you approved, identify permitted tasks and escalation points, address data handling and access, and explain how quality issues and service interruptions are handled. Have agency counsel and the E&O carrier review the actual arrangement rather than relying on generic assurances.
Run a controlled pilot before expanding the work
- Prepare one identical example for each finalist. Use sanitized or otherwise appropriately protected information. Ask the candidate to explain what the assistant would do, where work would be recorded, when it would pause, and how it would escalate.
- Request supporting materials. Ask for a training outline, sample work product, security policies and control evidence, access-removal process, relevant references, coverage schedule, continuity plan, contract, and E&O insurance evidence.
- Set up limited access and supervision. Give only the access needed for the pilot and have agency staff review the work. Define who answers questions and who approves any client-facing output.
- Track the pilot’s practical results. Record accuracy, turnaround, missed handoffs, escalation quality, rework, and licensed employee review time. These are useful agency measures, not published industry benchmarks.
- Decide whether to expand, revise, or stop. Compare results and full operating cost against the workflow’s needs. Document approved tasks, prohibited decisions, escalation rules, access, quality checks, and offboarding responsibilities before broader deployment.
Compare full cost, not just the quoted rate
There is no independently verified, comparable provider price table established for this decision. Request written quotes based on the same workflow, task volume, coverage hours, and scope. Include onboarding, technology, security, supervision, quality checks, rework, and licensed staff correction time in the comparison. An hourly rate alone does not reveal what it will cost the agency to operate the workflow.
Similarly, do not treat vendor savings or productivity claims as expected outcomes. The useful comparison is what your agency observes during a supervised pilot, measured against its own requirements and total cost.
