Choose a secure web gateway (SWG) by defining which people, devices, locations, applications, and data flows it must protect, then test shortlisted services against those real requirements. Compare policy controls, HTTPS inspection and privacy, deployment coverage, integration, performance, resilience, administration, support, and total cost—not feature names or vendor speed claims alone.

What a secure web gateway does—and does not do

An SWG applies policies to users’ outbound access to the open web and cloud applications. It can filter web destinations, inspect HTTP or HTTPS traffic, help block malicious content, and provide centralized visibility and reporting. NIST describes SWGs as controls for users in offices, branches, homes, and other remote locations in a modern enterprise network (NIST SP 800-215, November 2022).

An SWG is not a web application firewall (WAF). A WAF protects an organization’s own hosted web applications from inbound attacks; an SWG governs its users’ outbound web access. Nor should an SWG be treated as a replacement for identity, endpoint, network, CASB, or data-loss-prevention controls. NIST’s zero-trust implementation guide offers architectural examples, not SWG rankings or endorsements (NIST SP 1800-35, June 10, 2025).

Start by defining what must be covered

Before comparing products, document the environment and the outcomes the gateway must deliver. NIST places SWGs in enterprises shaped by cloud services, geographically distributed IT, and changing network architectures (NIST SP 800-215).

  • People and identities: Which employees, contractors, guests, and other user groups need policies? Can decisions use group membership and authentication?
  • Devices: Which devices are managed, unmanaged, or personally owned? Must policies respond to management status or device health?
  • Locations and connections: Include headquarters, branches, home offices, travel, and guest networks. Identify how each group’s traffic will reach the service.
  • Web and SaaS use: List business-critical sites, cloud applications, and actions that should be allowed, restricted, or blocked.
  • Data and obligations: Identify sensitive data flows and relevant regulatory or contractual requirements. Decide what may be inspected, logged, retained, or excluded.
  • Operational constraints: Note critical workflows, support expectations, integration needs, and limits on administration or deployment effort.

Turn these into written acceptance criteria. Mark requirements that are mandatory before assigning scores to desirable features; otherwise, a strong average score can conceal a deal-breaking gap.

Compare the capabilities that affect fit

Ask vendors to demonstrate the exact scenarios your organization cares about. Cloud SWG capability descriptions commonly include URL filtering, application control, authentication, reporting, and analysis of encrypted traffic; CISA’s 2024 joint guidance describes these capabilities in its discussion of cloud SWGs (CISA and partner agencies, June 2024).

Selection area Questions to answer
Threat and web controls Which URL categories, malicious destinations, downloads, and file types can policy control? Can rules distinguish actions within an application?
Identity and device context Can policies use identity groups, authentication, managed-device status, or device health? Which identity and endpoint systems are supported?
HTTPS inspection and privacy How is the inspection certificate deployed? Can sensitive or incompatible traffic be excluded? What is logged, retained, or redacted, and where?
Coverage and traffic steering How are remote users, branches, guest networks, and unmanaged devices connected? What agents, proxies, tunnels, or proxy-chaining options are supported?
Performance and resilience What latency and availability do users experience in their regions? What happens if the service or a connection fails? How can behavior be tested with realistic workflows?
Operations and integration Can the service fit identity, endpoint, policy, SIEM, and incident-response workflows? Are logs, troubleshooting tools, and administration usable by your team?
Commercial fit What determines licensing and renewal cost? What support terms, implementation work, and ongoing operating costs apply? Confirm terms in current quotes and contracts.

Decide how HTTPS inspection will work

HTTPS inspection can let an SWG apply controls to encrypted web traffic, but it has deployment, compatibility, and privacy consequences. For example, Cloudflare documents that its HTTP policy decryption requires installing a root certificate on user devices; other vendors may implement inspection differently (Cloudflare One traffic policies, updated May 5, 2026).

For each finalist, establish how certificates reach every relevant device, which traffic can be excluded, what users will experience if an application does not tolerate inspection, and how sensitive traffic is treated. Agree on logging, retention, redaction, and access controls with the teams responsible for privacy and compliance. Test critical sites and applications under the proposed policy rather than assuming encrypted-traffic inspection will work transparently.

Verify coverage for remote users and branches

A gateway is only useful where the required traffic can be steered through it. Test the connection methods available for each population and location, including managed endpoints, branch networks, and any unmanaged or guest devices in scope. Confirm operating-system support, deployment dependencies, licensing, and what happens when a user cannot reach the service.

As one dated vendor example, Broadcom’s Symantec Cloud SWG brief lists endpoint, explicit proxy, IPsec, and proxy-chaining connection methods (Broadcom product brief, April 4, 2025). Treat that as a vendor-published description, not proof of current availability or fit: confirm each method, its supported versions, and its licensing in current procurement documentation.

Run a like-for-like pilot

Use the same representative locations, traffic mix, users, and workflows for every finalist. A vendor’s performance or threat-coverage statements are claims to test, not independent comparisons. The cited product materials do not establish an independent cross-vendor SWG performance ranking.

  1. Write the test cases first. Include one prohibited web category, a required business site, a representative download, a SaaS action to restrict, an identity or device-based rule, log review, and a critical site under the proposed TLS policy.
  2. Keep conditions consistent. Use comparable regions, user groups, devices, and network conditions. Record the traffic path and policy configuration for each trial.
  3. Measure user impact. Record observed latency, application compatibility, false positives, bypasses, and failures in business-critical workflows.
  4. Check operations. Have administrators create and troubleshoot policies, review logs, and investigate a test event. Record effort, clarity, and support quality.
  5. Judge against the acceptance criteria. Separate mandatory pass/fail requirements from weighted preferences, and document any exclusions or workarounds required.

This pilot process is a practical way to validate fit in your environment; it is not a benchmark result for any named product.

Interpret vendor and standards examples carefully

Cloudflare Gateway is a named cloud-native SWG. Its documentation describes DNS, network, and HTTP policy layers, identity signals, device posture, and HTTP inspection of URLs, headers, and uploaded or downloaded files (Cloudflare One traffic policies). Its product page’s claims about speed and threat coverage are vendor claims, not independent comparative evidence (Cloudflare Gateway product page).

Broadcom’s Symantec Cloud SWG brief is dated April 4, 2025. Its infrastructure and certification statements should be checked directly for current scope, availability, and applicability to the service and contract being considered (Broadcom product brief). NIST SP 1800-35, finalized June 10, 2025, describes 19 example zero-trust implementations developed with 24 collaborators; those counts describe the guide, not SWG effectiveness or product performance (NIST SP 1800-35).
