Choose a phone by setting a total budget first, then comparing models that fit your operating-system preference and everyday needs. Check the full purchase terms—not just a monthly payment—and use ratings to compare the specific qualities you care about, such as battery life, camera performance, or ease of use. Before buying, confirm the exact model, storage capacity, carrier status, and current price.
1. Set a budget based on the total cost
Decide how much you can spend overall and whether you plan to pay upfront or in installments. A low advertised monthly payment does not necessarily mean a low-cost phone: check the payoff terms and what you would owe if you cancel your carrier plan before the device is paid off. Consumer Reports’ cell phone buying guide notes that a carrier offer may depend on staying with that carrier through payoff, or require paying the remaining balance at the phone’s original full price.
Compare prices on the same basis. The price listed in Consumer Reports’ 2026 buying guide is the lowest approximate retail cost for the smallest-capacity version bought without a contract or agreement. It may therefore differ from a carrier promotion or the cost of a phone with more storage. Treat carrier offers, unlocked prices, and installment plans as distinct purchase terms rather than interchangeable prices.

Decide whether you want iOS or Android before comparing individual models. Consider the apps, services, and habits you already rely on: Apple devices use the App Store, while Android-compatible devices use Google Play. Switching systems may mean downloading apps again or repurchasing some of them, according to Consumer Reports’ buying guide.

3. Compare the features that affect your daily use
Start with the tasks you actually do on your phone, then compare the specifications and test results most relevant to them. Consumer Reports says its phone evaluations cover areas including ease of use, messaging, browsing, display, calls, battery life, portability, video, music, and camera performance. Its phone ratings overview describes the evaluation areas; its 2026 buying guide also lists dimensions such as charging, owner satisfaction, and price.
- Size and display: Compare the screen and overall dimensions with your preference for a larger viewing area or easier portability.
- Storage: Match the capacity to how many apps, photos, videos, and other files you expect to keep on the device. Compare the price of the capacity you intend to buy, not only the smallest-capacity listing.
- Battery and charging: Look at battery-life results and charging characteristics separately; a strong showing in one does not establish a lead in the other.
- Camera and media: Compare camera and video performance if you take photos, record clips, or watch media often.
- Performance and usability: Consider how responsive and straightforward a phone feels for your routine, including calls, messaging, and browsing.
4. Read ratings by dimension, not just by overall score
A rating is useful when you know what it measures. Consumer Reports says it collects hundreds of data points on smartphones sold in the United States and ranks phones by performance. Its 2026 smartphone overview reports that the top six models in that ratings snapshot are separated by just 2 points in Overall Score. That narrow spread is specific to that snapshot; it does not show that the models are equally suited to every buyer or that the difference will remain unchanged.

Look at the component ratings that map to your priorities. A phone near the top overall may not be your best fit if its strengths are in areas you rarely use. Consumer Reports states that its ratings are available to members; consult its ratings page for its evaluation approach and access details.

5. Compare like with like
For a fair comparison, check that each listing refers to the same storage tier and the purchase conditions you want. Verify whether the phone is unlocked or tied to a carrier, whether a contract or agreement applies, and whether the price is upfront or dependent on installments or promotional terms. A model’s rating does not resolve those differences in what you will pay or how you can use the device.

6. Verify the exact model and current terms before buying
Phone prices, promotions, inventory, ratings, and model ranges change. Once you have a shortlist, confirm the exact model and variant on the manufacturer or retailer’s current listing, including storage, carrier status, price, and any payoff or plan conditions. Consumer Reports’ 2026 smartphone overview includes products from Apple, Google, and Samsung, but a current selection list is not a permanent ranking or a substitute for checking the terms of the listing you plan to buy.
