Choose a Microsoft Dynamics 365 implementation partner by matching its proven delivery experience to your exact applications, processes, integrations, industry constraints, geography and project scale. Then test the proposed team, lifecycle, risk controls, measurable outcomes and contract assumptions—not just the partner’s Microsoft credentials.
Before you sign, require a statement of work (SOW) that lists activities, deliverables, dependencies, customer and partner responsibilities, acceptance criteria, change control, testing, training, deployment support and post-launch operations. Microsoft’s Solutions Partner designations can support due diligence, but they are not an endorsement, warranty or guarantee of results.
Start by defining what success means
Partner selection becomes unreliable when every bidder is responding to a different interpretation of the project. Establish a short, written baseline before inviting proposals.
Identify the Dynamics 365 applications and processes
List each application in scope and the business processes it must support. Describe the current process, the desired future state, local variations, compliance requirements and known pain points. A partner that is excellent at one Dynamics 365 application may not have the depth you need in another, so evaluate application-specific evidence rather than accepting a general capability statement.

Document integrations, data and deployment constraints
Record systems that must exchange data with Dynamics 365, ownership of those systems, interface frequency, data volumes, security boundaries and any latency or availability requirements. Include migration sources, data quality issues, retention rules, environments, release windows and geographic or regulatory constraints. Ask bidders to identify assumptions instead of silently pricing around them.
Set measurable business outcomes and KPIs
Decide how the project will produce value before comparing proposals. Microsoft advises prioritizing KPIs because they influence implementation decisions and give stakeholders a tangible way to judge success. Examples include shorter order-processing time, higher forecast accuracy, fewer manual entries, faster case resolution or improved adoption. Define the baseline, target, measurement owner and measurement date for each KPI. A deliverable is not automatically an outcome: require the partner to show how its work contributes to the target.
Build a shortlist around project fit
There is no universally best implementation firm. The right shortlist depends on your application mix, industry, location, budget, scale and deployment constraints. Use the same questions and evidence requirements for every candidate so proposals are comparable.

Application and process experience
Ask which Dynamics 365 applications and processes the candidate has implemented, in what editions and regions, and at what scale. Request references with comparable complexity rather than accepting a list of famous customers. Discuss integrations, customizations, data migration and performance issues that resemble yours. A reference is most useful when the customer can explain the original scope, the partner’s actual responsibilities, problems encountered and the current operating result.
Industry and regulatory understanding
Industry experience matters when it changes requirements, controls or operating language. Ask the candidate to demonstrate knowledge of your approval rules, audit needs, segregation of duties, retention obligations and reporting practices. Require specific examples of how that knowledge affected design decisions; broad claims about serving an industry are not enough.

Geography and delivery model
Confirm where the work will be performed, which time zones the core team covers, how local statutory requirements are handled and how travel is treated. Clarify the balance of on-site, remote and offshore work, the working language, support hours and escalation path. A lower rate is not an advantage if coverage, communication or required local expertise is missing.
Scale and organizational fit
Match the partner’s delivery capacity to your program. A small project may need a hands-on team with limited handoffs; a large, multi-country rollout may require program governance, multiple workstreams and a formal release-management function. Ask for an organization chart showing your account lead, solution architect, functional leads, technical specialists, data and integration roles, testing lead, change or training lead and support contacts.

Company credentials describe an organization; outcomes depend on the people assigned to your work.
Require a named team
Request names, roles, locations, relevant certifications or skills, start dates, planned allocation and availability through design, build, testing and go-live. Ask who has decision authority and who can replace a key person. The proposal should distinguish committed staff from a wider resource pool.
Test practical expertise
Use a working session rather than a sales presentation. Give each finalist a representative process, integration or data problem and ask the proposed team to explain its assumptions, options, trade-offs, validation plan and risks. You are testing reasoning and collaboration, not looking for a premature final design.

Check references with specific questions
- Which applications and processes were delivered, and what was excluded?
- Which people on the reference project are proposed for your project?
- What changed after the contract was signed?
- How did the partner handle defects, scope changes and missed dependencies?
- Was the system adopted and operated as expected after go-live?
Use Success by Design to examine the delivery method
Microsoft recommends that project leaders work with their implementation partner to enable Success by Design within the project. The framework provides implementation reviews and prescriptive guidance intended to surface and address risks early. Microsoft also states that using the framework does not guarantee customer outcomes.
Ask each finalist to show where its proposed lifecycle uses Success by Design or an equivalent review discipline, who participates, what artifacts are produced and how findings are tracked to closure. A credible answer connects reviews to decisions rather than treating the framework as a logo on a slide.
Check every lifecycle phase
| Phase | What the partner should explain |
|---|---|
| Discovery and strategy | How requirements, priorities, KPIs, constraints, stakeholders and assumptions are validated. |
| Solution design | How architecture, security, integrations, data, configuration and customization choices are documented and approved. |
| Build | How configuration, extensions, interfaces, migration work and environments are developed, reviewed and promoted. |
| Testing | How the team plans functional, integration, data, security, performance, regression and user-acceptance testing, including defect ownership. |
| Readiness | How users, support staff, data, environments, procedures and cutover decisions are prepared for deployment. |
| Deployment | How the cutover runbook, rollback decision, communications, monitoring and go-live support are managed. |
| Operations | How incidents, releases, adoption, optimization, ownership transfer and ongoing governance are handled after launch. |
Ask how risks are recorded and escalated
Request the proposed risk and decision logs, even if only as samples with confidential details removed. Ask when an issue becomes an executive escalation, who can stop a release, how architectural decisions are revisited and how unresolved risks affect the schedule or acceptance decision. Early visibility is more valuable than a promise that problems will not occur.
Compare proposals on outcomes, scope and risk
Price and schedule are meaningful only when the underlying scope is comparable. Put every bidder’s response into the same evaluation structure.
| Comparison area | Evidence to request |
|---|---|
| Application and process fit | Comparable implementations, references, proposed functional leads and a written understanding of your processes. |
| Named team and skills | Team roster, roles, allocation, availability, escalation structure and replacement commitments. |
| Method and risk practice | Lifecycle plan, review points, decision records, risk log approach and escalation rules. |
| Outcome measures | Mapping from activities and deliverables to your KPIs, baselines, targets and measurement responsibilities. |
| Customer-partner responsibilities | Detailed activity lists, assumptions, dependencies, decision rights and customer staffing requirements. |
| Commercial and operational fit | Scope, exclusions, schedule, payment milestones, change control, testing, training, go-live support and post-launch services. |
| Credential relevance | Exact Microsoft designation and solution area, plus evidence connecting it to the proposed delivery team and current project. |
Normalize the commercial comparison
Ask bidders to separate one-time implementation work from recurring support or optimization. Require effort and cost by phase or workstream, the assumptions behind estimates, travel or third-party dependencies, taxes or other pass-through items and the treatment of customer delays. Compare the cost of equivalent scope, not the lowest headline number.

Expose exclusions and change control
Every proposal should list what is excluded and how a change is requested, estimated, approved and scheduled. Ask whether a change can affect dependent deliverables, testing or the go-live date. Define who may authorize a change and what happens when the parties disagree about whether work is in scope.
Make the statement of work operationally precise
Microsoft cautions that high-level SOWs and unwritten assumptions can leave activities overlooked or underestimated. Treat the SOW as the project’s operating agreement, not a summary of the sales proposal.
Include activities and deliverables
- Discovery workshops, process validation and requirements decisions.
- Solution architecture, security design, integration and data-migration design.
- Configuration, customization, development, code review and environment management.
- Test planning, test execution, defect correction and user-acceptance support.
- Training materials, role-based training, communications and adoption activities.
- Deployment planning, cutover rehearsal, go-live support and rollback criteria.
- Knowledge transfer, documentation, support transition and post-launch optimization.
State responsibilities and dependencies
For each activity, identify the responsible party, required inputs, decision owner, due date or dependency and resulting deliverable. State the customer’s expected staffing, workshop attendance, data cleansing, test execution, approvals, security reviews and business decisions. State the partner’s staffing, response times, documentation obligations and escalation duties.
Define acceptance criteria
Acceptance should be testable. Specify the environment, scenario or artifact to be reviewed, required evidence, defect severity thresholds, review period and the person authorized to accept it. Tie milestone payments to accepted deliverables rather than vague completion language.

Questions to ask in finalist interviews
Use the same interview panel and allow the proposed delivery team—not only sales staff—to answer.
- Which Dynamics 365 applications and business processes in our scope have you implemented, and can you provide references with comparable complexity?
- Who will lead our work, which specialists are committed, and what portion of their time is allocated?
- How will you validate requirements and define success measures before design and configuration?
- How will you apply Success by Design, including reviews or risk checks, in the proposed lifecycle?
- What integration, data-migration, customization and performance risks do you see in our scope, and how will you validate them?
- What testing, user acceptance, training, deployment readiness and post-go-live support are included?
- Which tasks and decisions belong to us, which belong to you, and what assumptions or dependencies affect the estimate?
- Will those responsibilities and assumptions be listed in the SOW?
- What is excluded, how are changes priced and approved, and what are the acceptance criteria for each deliverable?
- What does your Microsoft designation establish, and what additional evidence can you provide for this specific project?
Interpret Microsoft partner designations correctly
Microsoft describes Solutions Partner designations as signals of capability in aligned solution areas, based on measures that include customer success, skilling and performance. Use the designation to verify that a candidate has relevant standing in the solution area, then investigate what it says about your project.
A designation does not establish that the named team has delivered your particular application, that the proposed architecture is appropriate, or that the project will succeed. Microsoft’s certified-software explanation also cautions that a designation is not an offer, endorsement, effectiveness guarantee or warranty. Ask for current evidence: named practitioners, comparable references, recent delivery examples and the controls the team will use on your program.
Red flags that should change your decision
- The candidate cannot identify the people who will perform the work or gives no allocation commitment.
- The proposal relies on company-level credentials without application-specific references.
- Discovery, data quality, integrations, testing or customer responsibilities are described as assumptions but not listed in the SOW.
- The schedule is fixed before requirements, dependencies and decision owners are understood.
- Success is defined as deploying the software rather than achieving agreed business outcomes.
- Risk, architecture and design decisions are kept in informal conversations with no owner or due date.
- Training, adoption, cutover, rollback or operational handoff is absent or presented as an unspecified future phase.
- The pricing is attractive only because exclusions, change rules or post-launch support are unclear.
A practical selection sequence
- Write the project brief. Capture applications, processes, integrations, data, geography, constraints, stakeholders, KPIs and target timing.
- Set evidence requirements. Decide which references, team details, workshops, artifacts and commercial breakdown every bidder must provide.
- Issue the same questions. Give candidates identical scope information and a deadline for clarifications so their proposals can be compared fairly.
- Evaluate the proposed team. Interview delivery leaders and specialists, run a representative working session and verify availability.
- Test the lifecycle. Require a phase-by-phase plan covering discovery through operations, with Success by Design or equivalent reviews and risk escalation.
- Validate references. Ask reference customers about scope, staffing, problems, changes, adoption and the current operating state.
- Normalize commercials. Compare equivalent scope, assumptions, exclusions, milestones, change control, testing, training, go-live and support.
- Negotiate the SOW. Convert assumptions into explicit responsibilities, dependencies, deliverables, acceptance criteria and decision rights.
- Confirm governance before signature. Agree meeting cadence, status reporting, risk and decision logs, escalation levels and the authority to approve changes.
What a defensible final decision looks like
Select the candidate that offers the strongest evidence for your specific project, not the most impressive general presentation. Your decision record should show why the chosen team fits the applications and processes, how its lifecycle protects quality, which KPIs it will support, how responsibilities are divided, what risks remain and how the contract controls them.
If two candidates appear similar, prefer the one that makes uncertainty visible and gives you a practical way to resolve it. Clear assumptions, named owners, review gates and measurable acceptance criteria reduce surprises more effectively than a broad credential or an optimistic promise.
