Choose the plan by starting with the Excel app your users need, then checking where workbooks will live, what automation must do, and which security or administration controls the organization requires. For a small business that needs installed desktop Excel and shared cloud workbooks, Microsoft 365 Business Standard is the usual baseline. Business Basic fits browser- and mobile-only work. Business Premium is justified by its security and device-management controls, not by workbook complexity. Individuals and households should compare Personal and Family instead of assuming a business subscription is necessary.

Automation needs a separate licensing check. A Microsoft 365 subscription does not automatically grant every Power Automate connector or desktop-automation capability. Identify the exact flow, connector, and execution model before you buy.

Start with the decision that matters: who is using Excel?

Microsoft 365 has two product tracks that look similar on an app list but solve different administrative problems. Consumer plans are designed for an individual or household. Business plans add organization-oriented identity, administration, professional email options, and scaling features.

Choose a consumer plan for personal or household work

Microsoft 365 Personal is for one person. Microsoft 365 Family supports one to six people, with up to 6 TB of storage in total (1 TB per person). These plans are sensible when the workbook owners are family members, students, freelancers operating as individuals, or a small informal group that does not need a managed business tenant.

Choose a business plan for an organization

Business plans are intended for users who need managed accounts, business email and domain options, administrator controls, shared policies, and the ability to add or remove staff. They are the better fit when a workbook belongs to a company rather than to one person, even if the first project is only a shared budget or sales tracker.

Do not buy a business plan solely because the workbook is large or contains formulas. The business-versus-consumer decision is about identity, ownership, governance, and support for the people using the files.

Compare the plans on installed Excel first

The fastest way to eliminate unsuitable plans is to ask whether each user needs the Windows or Mac desktop application. Browser Excel and mobile Excel can open and edit many workbooks, but they are not interchangeable with the installed application for every feature, add-in, or automation workflow.

Plan Excel and Office apps Included services and controls Best starting use
Business Basic Web and mobile apps; no installed desktop Office apps in the retrieved comparison Business email, cloud storage, and the business services associated with the plan A team that works in a browser or on phones and does not require desktop Excel
Business Standard Desktop, web, and mobile apps The services in Business Basic, with installed Office applications A small business that needs desktop Excel plus cloud collaboration
Business Premium Desktop, web, and mobile apps The services and apps in the lower business tiers, plus advanced cyberthreat protection and device management An organization that needs stronger endpoint and identity controls
Personal Consumer Microsoft 365 apps for one person Consumer storage and services; business administration is not the objective One individual using Excel across personal devices
Family Consumer Microsoft 365 apps for one to six people Up to 6 TB total storage, allocated as 1 TB per person A household sharing a subscription without business-tenant requirements

Microsoft describes Business Standard as combining desktop, web, and mobile versions of apps such as Word, Excel, and PowerPoint with the services provided in Business Basic. That distinction is the practical dividing line for most Excel buyers: if someone must install Excel, start at Standard or a higher tier; if browser and mobile access are genuinely sufficient, Basic may be enough.

Use the current US figures only as a planning reference

The retrieved Microsoft US business comparison displayed these prices, paid yearly: Business Basic at $6.00 per user per month, Business Standard at $12.50 per user per month, and Business Premium at $22.00 per user per month. The consumer comparison displayed Personal at $9.99 per month or $99.99 per year, and Family at $12.99 per month or $129.99 per year.

Those are US figures captured from Microsoft pages and search results, not a universal quote. Before checkout, set the target country and confirm whether the edition includes Teams, whether a no-Teams variant is being shown, the billing commitment, tax treatment, and any current promotion. Microsoft changes packaging and prices, so a price copied into a budget should carry its market and retrieval date.

Decide how collaboration will actually work

A license does not make an arbitrary file collaborative. Real-time coauthoring depends on storing the workbook in an appropriate Microsoft cloud location and giving each collaborator compatible access.

Put the workbook in a shared cloud location

Microsoft’s business comparison highlights secure storage and real-time coauthoring through OneDrive. In practice, decide whether the file belongs in an individual owner’s OneDrive, a team-owned shared location, or another approved document library. A personal OneDrive location can create an offboarding problem when the owner leaves; a team-owned location usually gives the organization clearer continuity.

Check every collaborator’s access

  • Confirm that each person has a license or access method that supports the Excel features you expect them to use.
  • Share the file with the correct people or group rather than emailing multiple copies.
  • Agree on one canonical workbook path and naming convention.
  • Test simultaneous editing with the actual desktop, web, and mobile clients used by the team.
  • Define who can share onward, restore an earlier version, or approve a final copy.

Coauthoring reduces attachment conflicts, but it does not replace workbook design. Separate input, calculation, and reporting areas; avoid multiple people editing the same fragile range; and document refresh or approval steps. Those controls matter regardless of which Microsoft 365 tier you select.

Match the plan to the automation workload

“Automation” can mean several different things. A scheduled cloud flow that saves an email attachment is a different licensing and technical problem from a desktop robot that drives Excel, and both differ from an Excel formula, Office Script, macro, or an integration using a premium connector.

Classify the automation before selecting a license

  1. Workbook-native logic: formulas, tables, named ranges, pivot refreshes, and other calculations that run inside Excel.
  2. Cloud flow: a trigger and actions executed by a hosted Power Automate flow, such as notifying a channel when a row changes.
  3. Premium-connector flow: a flow that calls a connector or service requiring a separate Power Automate entitlement.
  4. Desktop automation: attended or unattended automation that operates on a local application or machine.
  5. Organization-wide process: a flow intended to run for many people or as a shared business process rather than under one employee’s identity.

Write down the trigger, every connector, whether the flow runs while a user is present, where credentials are held, and how often it runs. This short inventory is more useful than saying that the team “needs automation.”

Do not assume Microsoft 365 includes every Power Automate right

Microsoft’s business comparison identifies Power Automate use rights for select business plans and describes cloud flows, but that wording is not a promise that every connector or execution mode is included. Microsoft’s Power Platform Licensing Guide dated June 2025 distinguishes included rights from paid Power Automate Premium and Process plans.

Capability question Why it changes the licensing answer Action before purchase
Does the flow use only the connectors allowed by the Microsoft 365 entitlement? A premium connector can require a separate license even when the user already has Microsoft 365. List each connector and verify its current classification in the tenant and licensing documentation.
Is the flow attended or unattended? Unattended desktop execution has different governance, machine, and licensing implications from a user-started run. Specify where it runs, who starts it, and whether a person must be present.
Should the process belong to one user or the organization? A personal owner can become a single point of failure when employment or responsibilities change. Use an organizational ownership model and service account approach approved by the administrator.
Will many people or a central process run it? Per-user rights may not be the right commercial model for a shared process. Compare user licensing with the applicable process-based option.

The June 2025 guide printed $15 per user per month for Power Automate Premium and $150 per bot per month for Power Automate Process. Treat those as values in that dated guide, not as a current universal price. Confirm the live price, currency, contract term, and eligibility for your tenant.

Before committing to Business Standard or Premium for automation, build a small proof of concept with the real workbook and connectors. A plan upgrade cannot fix an unsupported Excel action, a blocked network path, a credential policy, or a flow that needs a premium entitlement.

When Business Basic is the right answer

Business Basic is appropriate when all required users can work in web or mobile Excel and the organization values business identity, email, and cloud storage without installed Office applications. It can lower recurring cost and simplify deployment because there is no desktop Office rollout to maintain.

  • Choose it for browser-first data entry, lightweight reviews, and shared lists.
  • Confirm that every required workbook feature works in Excel for the web.
  • Check add-ins, macros, external connections, and specialist desktop functions before removing installed Excel.
  • Plan for users who occasionally need a desktop-only task; giving only some people a higher license may be more efficient than upgrading everyone.

When Business Standard is the practical baseline

Business Standard is the straightforward choice for a small business that needs installed Excel and still wants web and mobile access plus cloud collaboration. It avoids forcing desktop users into a browser while retaining the shared-file model that coauthoring requires.

Standard is not automatically an automation license. Treat its Excel installation as an app requirement and evaluate Power Automate rights separately. A team can run sophisticated workbook logic locally yet still need an additional entitlement for a premium cloud connector or unattended desktop process.

When Business Premium is worth the upgrade

Business Premium adds advanced cyberthreat protection and device management to the app and service set. Select it when the organization needs to enforce security and endpoint policies across company data and devices.

Controls that can justify Premium

  • Central administration of organizational devices.
  • Stronger protection against cyberthreats than the lower business tiers provide.
  • Policies for company-owned or managed endpoints accessing sensitive workbooks.
  • A security program that requires consistent identity, device, and data controls.

Do not justify Premium merely because a workbook has many rows, complex formulas, or a long automation chain. Those characteristics may require better workbook engineering or separate Power Automate licensing, not a higher Microsoft 365 business tier.

Personal versus Family: the household choice

For a person or household, compare the number of users and the storage arrangement. Personal covers one person. Family covers one to six people and allocates up to 1 TB per person, for up to 6 TB total.

Consumer plans are not a substitute for a managed business tenant. If you need professional domain email, administrator controls, employee onboarding and offboarding, or organization-wide policies, evaluate a business plan even when the Excel work itself is modest.

A step-by-step selection process

  1. List the people and ownership model. Mark each user as an individual, household member, employee, contractor, or external collaborator. Decide who owns the data when a person leaves.
  2. Mark the required Excel client. For every user, record desktop required, web acceptable, mobile needed, or mixed. Any desktop requirement rules out Business Basic for that user.
  3. Inventory collaboration. Choose the shared cloud location, identify internal and external collaborators, and define sharing, versioning, and recovery responsibilities.
  4. Inventory automation. Document triggers, Excel actions, connectors, schedule, attended or unattended execution, and organizational ownership.
  5. Separate security from features. Decide whether device management and advanced threat protection are mandatory. If they are, evaluate Business Premium; do not use workbook complexity as a proxy.
  6. Check the exact edition and geography. Confirm country, currency, tax, annual or monthly commitment, Teams packaging, and any Copilot variant on the live Microsoft purchase page.
  7. Validate licensing in a test tenant or pilot. Assign the intended plans to representative users, place a copy of the real workbook in the planned shared location, test coauthoring, and run the proposed automation.
  8. Document the final assignment. Record which users receive which plan, who owns each flow, where files are stored, and what happens when a license or employee is removed.

Common failure modes and fixes

The team buys Basic and discovers desktop-only work

Symptom: a user needs a desktop add-in, macro, external connection, or another function unavailable in the web workflow.

Fix: move that user to a plan with desktop apps, or redesign the process so the requirement genuinely runs in Excel for the web. Do not upgrade every user until you know who has the desktop requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

People edit different copies

Symptom: email attachments produce conflicting totals and no one knows which workbook is authoritative.

Fix: place one canonical file in the approved shared cloud location, remove attachment-based handoffs, and give the team a short naming and version-recovery procedure.

A flow works in a test and fails in production

Symptom: a connector, credential, workbook path, or execution context differs between the maker’s account and the production environment.

Fix: test with production-like identities and files, inventory every connector, and verify whether the flow needs a premium, desktop, unattended, or process entitlement. Assign organizational ownership before launch.

Premium is purchased for the wrong reason

Symptom: the organization pays for Business Premium but still lacks the Power Automate capability the project needs.

Fix: separate the security/device decision from the automation-license decision. Keep Premium if its controls are required, but procure or redesign the automation based on its exact licensing model.

A departing employee owns critical files or flows

Symptom: the workbook or automation stops when the owner’s account is disabled.

Fix: use team-owned storage where appropriate, document ownership, provide administrator recovery procedures, and ensure at least one trained person can maintain the process.

What to verify with an administrator or reseller

  • The exact commercial plan name and whether it is a Teams or no-Teams edition.
  • Desktop Excel availability for the operating systems your users actually run.
  • Storage location, sharing restrictions, retention, and external-collaboration policies.
  • Power Automate rights for every connector and Excel action in the proposed flow.
  • Whether attended or unattended desktop automation is allowed and how it is licensed.
  • Current local-currency price, billing term, taxes, and minimum or maximum seat rules.
  • Security, device-management, and identity requirements that distinguish Premium from Standard.

Optional Excel learning support

Readers who need structured Excel practice can use Microsoft 365 Excel For Dummies by David H. Ringstrom, published by Wiley on April 21, 2025. Wiley’s contents include collaboration material and automation-related topics. The book can teach workflows and concepts, but it does not provide Microsoft 365 access or unlock subscription features, so it should supplement—not replace—the licensing and pilot checks above.

A concise decision matrix

Your situation Starting point Reason to change the starting point
One person, no business administration Personal Move to Family for up to six household users, or to a business plan when managed organizational controls are needed.
Household of two to six people Family Move to business licensing when professional email, administrator controls, or employee lifecycle management matters.
Business users, browser and mobile Excel are enough Business Basic Upgrade affected users when desktop Excel or desktop-only integrations are required.
Business users need installed Excel and cloud coauthoring Business Standard Evaluate Premium for security/device controls; evaluate separate Power Automate licensing for premium or desktop automation.
Business users need installed Excel plus advanced endpoint and threat controls Business Premium Still validate automation entitlements independently; Premium is not a blanket license for every flow.

The most defensible purchase is usually the lowest plan that satisfies the required Excel client and organizational controls, combined with separate licensing only where the automation inventory proves it is necessary. Pilot the real shared workbook and flow before assigning the plan broadly.
