The best face toner is the one that suits your skin concern and that you can tolerate—and you may not need one at all. Toner is an optional step, usually used after cleansing and before moisturizer. Modern formulas can hydrate or exfoliate, but no toner guarantees glowing skin, cures acne, or permanently shrinks pores.
Do you need a face toner?
If your cleanser, moisturizer and sun protection are working for you, there is no need to add toner. Toner is typically a water-based product applied after cleansing and before moisturizer. Depending on its ingredients, it may add hydration or target concerns such as oiliness, clogged pores or uneven texture.
Modern toners are not all the drying astringents some people remember. Cleveland Clinic dermatology resident Angela Wei, MD, explains that older formulas often had high alcohol content and could be drying and irritating, while many modern formulas are more moisturizing and soothing. Still, formulas vary: check the ingredient list rather than relying on the word “toner.” Cleveland Clinic’s toner guide was published September 16, 2025.

Ingredient fit and tolerance matter more than a “best” label. If you have a skin condition or use prescription treatment, ask your dermatologist before adding an active toner.

What toner can—and cannot—do
A hydrating toner may help add moisture. A toner containing AHAs or BHAs may help unclog pores and smooth texture, which can make pores look somewhat smaller. That is not the same as permanently reducing pore size: pores are largely determined by genetics, and their actual size is difficult to change. Toner also does not replace cleansing, moisturizer or sun protection, and it is not a guaranteed treatment for acne.
Cleveland Clinic gives a general estimate of six weeks to three months to see an effect from toner; it is not a guarantee or the result of a product-specific trial. The same explainer estimates that acne or hyperpigmentation improvements may take about two to three months. Individual results vary, and no specific toner can be promised to produce them.

How to introduce a toner safely
- Check the formula. Review the ingredient list for fragrance, alcohol and active ingredients, and consider how they fit with products you already use.
- Test a small area first. The AAD recommends applying a skincare product to a small test area twice daily for seven to 10 days and watching for a reaction. Follow the AAD’s product-testing guidance.
- Start active formulas gradually. Cleveland Clinic advises starting strong acids or potentially irritating active formulas every other day, then increasing only if tolerated. There is no universal toner frequency; your skin’s response matters.
- Stop if you react. If irritation or another reaction develops, stop using the product. Seek medical care for a severe reaction.

When appropriate for your skin, use toner after cleansing and before moisturizer. You can leave it out without leaving a gap in an otherwise effective routine. Cleveland Clinic’s simple skin-care routine guide, published March 5, 2025, also describes toner as optional.
