Decide what kind of source fits your search
Animal shelters and rescues can operate in different ways: cats may live at a public facility, in foster homes, or in both settings. A rescue without a walk-in center is not automatically a poor choice. Ask where the cat you are considering lives and how you can learn about its care.
The ASPCA recommends considering adoption first. Its position on responsible breeding is broad animal-welfare guidance rather than a policy focused exclusively on cats, so it is best read as a general principle—not as a cat-specific certification standard. If you pursue a breeder, apply the practical checks below and verify the information independently.
How do I choose a cat shelter or rescue?
Look for explainable practices, appropriate care, records, and a real conversation about whether a particular cat fits your household. How do I find a responsible cat breeder?
A responsible breeder should be willing to discuss the kitten’s background and provide records you can review. TICA’s Pet Buyer’s Guide recommends asking about the sire’s and dam’s health and genetic records, seeing the parents in person or by video if a visit is not possible, and learning about the kitten’s diet, vaccinations, and care needs.

Check the kitten’s background and living conditions
- Can I see the kitten’s parents in person, or by live video if an in-person visit is not possible?
- Can you provide the parents’ health and genetic records, along with the kitten’s vaccination and health records?
- How are the kittens raised, what are they eating, and what special care do they need?
- Can I speak with references? How can I independently verify any registration or pedigree information?
Seeing parents or a video is an opportunity to assess the setting and ask questions, not proof on its own that records or claims are accurate. Verify what you can, and ask your veterinarian about health information you do not understand.
Review the written agreement before paying
TICA states, “A responsible breeder sells a kitten only with a written contract that includes a health guarantee.” That is TICA’s guidance, not a legal standard, and the presence of a guarantee does not establish that its terms are adequate. Read the contract carefully and check what it says about health coverage, return policies, and each party’s responsibilities. Ask for clarification before agreeing.

Consider how the breeder handles the transaction as part of your assessment. TICA cautions buyers about breeders who communicate only by text or email or demand full payment before the buyer has chosen a kitten. Verify the person’s identity and records; do not let urgency take the place of evidence. TICA specifically advises against payment by wire transfer or gift card.
Arrange an independent veterinary check
TICA’s cat-finding guidance recommends arranging your own veterinarian examination within a few days of purchasing a kitten. Ask the breeder or adoption organization what records will accompany the cat and share them with your veterinarian. A veterinary examination provides an independent opportunity to discuss the cat’s health and care; it does not replace reviewing the source’s records and written terms.

Compare the practices, not a single badge
Use these checks to guide a conversation rather than to calculate a score. A breeder’s registration, a health guarantee, or a shelter’s nonprofit status does not by itself prove responsible practice. Likewise, a rescue’s foster-based model does not by itself count against it. Weigh what you can verify about care, records, openness, matching, and follow-up for the specific cat and source.
The ASPCA’s adoption guidance can help locate adoption options and available cats. Requirements and policies can change, so confirm current details with the organization and check the rules that apply where you live.
