Check the rules for every airline operating your trip and the fare you bought before choosing a carry-on. Measure the packed bag’s full exterior—including wheels and handles where specified—and compare it with the strictest applicable limit. Carry-on and personal-item allowances are separate, and a bag that meets the published size can still be gate-checked if cabin storage is limited.
Airline carry-on limits are not universal
Published limits differ by airline, and a ticket’s fare, operating carrier, aircraft, or available storage can affect what you may bring into the cabin. These examples come from official airline policies reviewed on October 4, 2026; rules can change, so verify the policy for your itinerary close to travel.

The dimensions are policy limits, not a universal standard. For example, a bag within Delta’s stated maximum may exceed Ryanair’s overhead-bag dimensions, while Southwest’s stated limit is larger than American’s and Delta’s. Do not assume one airline’s allowance applies to another carrier on the same itinerary.
Check the allowance for every flight segment
Find the operating airline and fare
List each flight, including connections and codeshares, and identify the airline actually operating each segment. Check that carrier’s baggage policy and the fare’s cabin-bag entitlement. The airline selling the ticket may not be the airline operating a partner flight, and partner rules can differ. Separate overhead bags from personal items
Confirm whether your fare includes an overhead carry-on, an under-seat personal item, both, or a paid option. These are different allowances with different size limits. Ryanair, for example, includes a small under-seat bag with all fares, while the larger overhead bag requires Priority & 2 Cabin Bags.
Use the strictest applicable limit for one bag
Compare each bag allowance across all segments. If you want to use the same carry-on throughout, choose dimensions that meet the most restrictive applicable limit, and make sure your fare permits that type of bag on every flight. This avoids relying on a more generous allowance from only one carrier.

Measure the packed bag, not just its label
- Pack the bag as you expect to travel. Bulging pockets or an overfilled case can increase its exterior dimensions.
- Measure height, width, and depth at the fullest points. Include wheels and handles when the airline’s policy says to; American and Delta explicitly count them. Consider attachments and protruding pockets if they extend the bag’s outer dimensions.
- Check for a combined measurement. Delta also states a 45-linear-inch total. Follow any additional measurement rule listed for your airline.
- Compare each measurement with the correct allowance. Check the overhead carry-on and personal-item limits separately; do not compare an under-seat bag with an overhead allowance.
- Leave practical margin when possible. A bag exactly at a limit may be difficult to fit if it is packed full or has inflexible protrusions. A soft-sided bag may compress, but compression does not guarantee that it will pass an airline sizer or override the policy.
Airlines may use airport sizers to check dimensions. A bag’s advertised or empty dimensions alone do not establish that the packed bag will fit.
Choose for usability after confirming it fits
Once the limits are clear, compare bags on factors that affect everyday use. Airline policy pages establish allowances, not independent product performance or durability testing.

- Realistic capacity: Consider how much you can pack without expanding the bag beyond its allowed exterior dimensions.
- Structure: A soft-sided case can be more adaptable, while a rigid case holds its shape. Neither is automatically more compliant; measure the packed exterior.
- Weight: A lighter bag is easier to lift into an overhead bin, but check any airline weight limit that applies to your allowance.
- Handling: Consider whether the packed bag is comfortable to lift and maneuver, and whether essentials are accessible if it has to be checked.
Plan for a possible gate check
Meeting the published dimensions does not guarantee that the bag will stay in the cabin. Overhead space can be limited, particularly on smaller regional aircraft, and a full flight can leave insufficient bin space. The FAA notes that airlines may have their own rules; Delta also warns that Delta Connection aircraft with 50 seats or fewer have limited overhead space. American says some regional flights may require larger bags to be valet-checked.
Keep medication, valuables, and anything you need during the flight accessible in a personal item that meets its separate allowance. If a bag is gate-checked, follow airline instructions and current dangerous-goods guidance for anything you pack in it.
