Start with the electric or gas utility listed on your recent bill, then confirm any offer directly with the utility before you buy equipment or schedule work. Rebates are local: eligibility, funding, equipment, contractors, and application timing can all differ by address and program.
Find the utility serving your address
Check a recent bill for each energy provider. A home may have separate electric and gas utilities, and a project may relate to one or both. Use the provider for the energy service connected to the planned upgrade; if you are unsure, ask the utility.
Search the utility’s official program information
-
Search the utility’s official website for terms such as “rebates,” “incentives,” “energy efficiency,” “home energy audit,” and the specific upgrade. A query such as “utility name heat pump rebate” or “utility name insulation rebate” can help locate the right page.

Look for a current program page and its application, terms and conditions, approved equipment list, and participating-contractor list. Upgrade categories to check may include insulation, air sealing, heating and cooling equipment, heat pumps, water heaters, appliances, lighting, and electrical service work; these are examples, not a promise that a particular utility covers them.
-
Contact the utility using the phone number or contact method on your bill or its official website. Ask for confirmation for your service address and exact project.

For renters, ask whether the property owner must approve the project and who is allowed or required to apply. The U.S. Department of Energy’s example customer journey includes owner approval in the eligibility step, but the utility’s written rules determine its own process.
Check state and federal programs separately
After checking the utility, consult your state or territory energy office for public rebates. The Department of Energy (DOE) says state, territory, or Tribal governments manage its Home Energy Rebates and determine which products are eligible. DOE directs consumers to the relevant energy office for program status and eligibility: DOE Home Energy Rebates.
You can also check DOE’s consumer incentives information and ZIP-code incentives search. Treat federal, state, local, and utility offers as separate programs until their terms confirm whether and how they can be combined.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDOE describes HOMES rebates for eligible whole-home upgrades, with program-level awards of up to $8,000, and HEEHR rebates for eligible electric appliances and home improvements, with program-level awards of up to $14,000. These are federal program maximums, not promised utility rebates or guaranteed awards; actual availability and eligibility depend on program design and local implementation. Check the local rules before relying on either figure.

DOE’s 2023 program requirements say non-federal funds, including utility funding, can support eligible remaining project costs, while claiming multiple federal rebates for the same single upgrade is prohibited under that guidance. Because those requirements are dated, confirm current instructions and the specific utility’s stacking rules before planning around multiple incentives: DOE Home Energy Rebates program requirements.
Verify the process and keep a record
Do not assume a rebate can be claimed after the work is complete. DOE’s Home Efficiency Rebates customer journey puts state eligibility verification and approval before installation. That is an example workflow, not a universal rule for utility programs; follow the specific program’s written terms and get required approvals before work begins.
Save a dated record of the program name and official page, the contact information and eligibility answer you received, qualifying equipment or project-scope requirements, application deadline, contractor requirements, approval sequence, payment method, and required receipts or forms. Ask whether a home energy assessment is available or required; it can help prioritize upgrades, and some utility or state programs may pay for or require one.
How to compare offers
When you find more than one possible program, compare the rules that determine whether you can actually use each offer—not just its advertised maximum.

DOE says Home Efficiency rebate amounts can vary with income and project savings, while product eligibility and availability are administered locally. A home energy audit or assessment search can start with DOE’s suggested query, “home energy audit rebates and tax credits in your city or state”; add your utility name and planned project to narrow the results: DOE Home Energy Rebates FAQ.
