To check whether a stablecoin appears to meet the EU’s MiCA requirements, identify its legal category and issuer, then verify the issuer and the current white paper in ESMA’s public MiCA register. Also check who is offering the token or seeking its admission to trading in the EU. A register entry or white paper is useful evidence, not a guarantee that every aspect of the token’s or platform’s conduct complies.
1. Identify the exact token and issuer
Start with the particular asset you want to check—not just a brand name or ticker. Record its full name, ticker, issuer’s legal name, and, if available, the blockchain and contract address. This helps distinguish similarly named tokens and wrapped versions, which may not be the same asset or have the same issuer.
Compare those details with the issuer’s website and the token’s disclosures. A marketing label such as “stablecoin” does not by itself determine the token’s MiCA category.
2. Determine whether it is an EMT or an ART
MiCA has separate rules for e-money tokens (EMTs) and asset-referenced tokens (ARTs). An EMT references one official currency. An ART references another value or right, or a combination of values or rights. Use the token’s actual disclosed reference and features to assess the category; do not rely only on its name or branding.

3. Search ESMA’s MiCA register
Search the ESMA MiCA register for the issuer and token. Article 109 provides for a register containing information about ART and EMT issuers, including identity and authorization information, as well as their crypto-asset white papers and modified versions. The register is regularly updated, and outdated white papers are archived and marked as out of date.
- Check that the issuer’s legal identity matches the entity named in the token’s disclosures.
- Check that the entry and white paper refer to the specific token you are assessing.
- Look at the white paper’s status and version; do not treat an archived, outdated paper as the current disclosure.
A register listing is a verification starting point, not proof that all obligations are being met in practice. If a relevant entry is missing or the details do not match, do not infer compliance from a different issuer’s listing.

4. Read the current white paper and compare it with the token
Open the current white paper associated with the register entry and compare it with the issuer’s website and the asset in question. For an EMT, MiCA Article 51 calls for information including the issuer, token, offer or admission to trading, rights and obligations, underlying technology, risks, and the principal adverse environmental impacts of the consensus mechanism.
- Does the named issuer match the legal entity you identified?
- Does the token description match the coin, chain or contract you are checking?
- Are the rights and obligations—including relevant redemption information—consistent with what the issuer says about the token?
- Are the stated risks and technical disclosures present and consistent with the asset’s documentation?
Article 51’s specific content requirements cited here concern EMT white papers. Do not assume that every disclosure rule for an EMT applies identically to an ART; check the relevant MiCA requirements for the token’s category.

5. Verify the authorization route and the EU activity
MiCA’s general rule is that ARTs and EMTs offered to the public or admitted to trading in the Union require authorization under Article 16(1) and Article 48(1), respectively. Titles III and IV have applied since 30 June 2024, according to the European Commission answer published by ESMA. The answer also notes transitional provisions for ARTs in Article 143(4) and (5), so a particular ART’s situation may require closer, current checking.
Check the authorization information in the register and white paper. If necessary, consult the relevant national competent authority’s website; the EBA also identifies the issuer, offeror or trading platform’s website and the ESMA register as places to assess compliance. The EBA’s statement on MiCAR application to ARTs and EMTs advises stakeholders to assess compliance and refrain from services that constitute offering to the public, seeking admission to trading or placing non-compliant ARTs or EMTs.

Check the EU-facing activity as well as the issuer. The authorization requirement can also matter when a person other than the issuer makes the offer or seeks admission to trading. Whether a particular activity falls within those terms can depend on the facts, so an issuer’s status alone does not settle whether a platform’s offer or admission is compliant.

Call the result an evidence-based check, not a legal certification. If the register, authorization details and current white paper consistently identify the same issuer and token, and the EU offer or admission context appears to fit the applicable requirements, that supports the view that the public record is consistent with compliance. It does not guarantee safety, redemption, or compliance in every transaction or by every intermediary.

If records are missing, conflict, name a different legal entity, or rely on an outdated white paper, do not describe the token as MiCA-compliant on that evidence alone. Seek current confirmation from the relevant competent authority or qualified legal counsel. The EBA cautions that MiCA safeguards do not apply where the relevant ART or EMT offer or admission is not carried out in accordance with MiCA, and advises consumers to be extremely cautious about acquiring such crypto-assets.
