To check whether a phone number matches a region’s numbering rules in Python, parse it with Google’s phonenumbers library and call is_valid_number(). A successful check means the number matches a documented numbering-plan range—not that it is currently assigned, reachable, or controlled by the person who entered it. To confirm control, send a verification code by SMS or automated call and require the user to complete the challenge.

What “real” means for a phone number

There are three different checks that are often confused:

  • Parseable or formatted: The input can be interpreted as a phone number and displayed consistently. Parsing or formatting alone does not establish that it follows a region’s numbering rules. Parsing may also extract a number from surrounding text, so it is not a substitute for strict input sanitization.
  • Valid numbering-plan pattern: The number matches known length and prefix patterns for a region. This indicates that it falls in a range from which carriers may assign numbers.
  • Assigned, reachable, or controlled: The number is currently in use, can receive a call or message, or is controlled by the person submitting it. Numbering-plan metadata cannot establish these facts.

As the libphonenumber FAQ cautions, “Do not rely on libphonenumber to determine whether numbers are currently assigned to a specific user and reachable.”

Use Python’s libphonenumber port to validate the pattern

The Python package associated with Google’s libphonenumber project is phonenumbers. Its project README describes the library’s parsing, formatting, and validation features and points to the Python implementation.

For a national-format number, supply the appropriate two-letter region code when parsing. For example, 020 7031 3000 is a UK national-format input, so the example uses GB. For an international-format input, include its country calling code; the region argument can then be omitted.

The example illustrates the validation flow; check the current Python package documentation for installation instructions and API details before using it in production. No specific current package version is established here, so this article does not recommend a version pin.

Understand “possible” versus “valid”

is_possible_number() is the looser test. It primarily checks whether the number’s length is plausible for the region. A number can pass this check while failing the stricter validity test.

is_valid_number() checks length and known prefix patterns against numbering-plan metadata. The project defines validity at the range level: it means the number is in a range carriers may assign, not that one has actually been assigned. The PhoneNumberUtil API reference describes the possible-number check as less strict than full validity checking.

Check What it evaluates What a pass means What it does not establish
is_possible_number() Primarily length plausibility for the parsed region. The length is plausible under the library’s numbering metadata. That the prefix is valid, the number is assigned, it is reachable, or the user controls it.
is_valid_number() Known length and prefix patterns. The number matches a documented numbering-plan range from which carriers may assign numbers. Current assignment, successful delivery of a call or message, or user control.
SMS or voice challenge Whether the user completes a challenge sent to the number. The user demonstrated access to the number through that channel at verification time. Permanent ownership, future reachability, or identity beyond the challenge.

Verify that the user can receive a code

If your application needs evidence that a user can receive messages or calls at the submitted number, use a separate verification flow:

  1. Parse the input and check that it matches a valid numbering-plan pattern for the supplied number.
  2. Send a one-time code by SMS or automated voice call.
  3. Ask the user to enter the code, and mark the number verified only after the challenge succeeds.

A pattern check can help catch mistyped or structurally implausible entries before sending a code, but it cannot replace the challenge. Likewise, classifying a number as mobile based on its numbering pattern does not prove that it can receive SMS now.

Account for regions, metadata, and special numbers

Do not assume the user’s number matches their residence

People may use numbers associated with a different region, including mobile or VoIP numbers. Choose parsing context based on the number format and the region selected or provided by the user; do not treat a mismatch with the user’s residence as proof that the number is invalid. The project FAQ discusses this limitation in its guidance on region-specific validation.

Numbering metadata can lag changes

The library uses numbering-plan metadata, which can lag official changes while updates are reported and incorporated. A failed validity result is therefore a check against the library’s available metadata, not an absolute, real-time carrier lookup.

Short codes need a different utility

Emergency and service short numbers are outside the regular PhoneNumberUtil path. The project FAQ directs developers to ShortNumberInfo for short-number handling.

Successful dialing is not conclusive validation

A call that connects does not always prove that the exact digits entered identify a valid number. The project FAQ notes that dialing systems may ignore extra digits or operators may repair older dialing patterns during numbering transitions.
