Use the Microsoft 365 admin center first: open admin.microsoft.com, sign in with an administrator account, and select Health > Service health. That tenant view shows incidents, advisories, current status, and organization-specific issues. If the admin center or Service health will not load, switch to Microsoft’s unauthenticated public Service Health Status page. Use Microsoft’s global network-health page for wider context, but treat it as a broad signal rather than a substitute for the tenant dashboard.

This sequence separates a Microsoft-reported outage from a problem on your own network, identity path, device, or an upstream provider. Microsoft’s guidance puts the reason plainly: “If you’re experiencing problems with a cloud service, you can check the service health to determine whether this is a known issue with a resolution in progress before you call support or spend time troubleshooting.” (Microsoft Learn)

Start with the tenant-specific Service health dashboard

The admin-center dashboard is the most useful source during an outage because it is scoped to the services and tenant that may be affected. It can show active incidents and advisories, service status, and organization issues that require action. You need an account with an administrator role that is allowed to view service health; Microsoft specifically lists Service Support Administrator and Helpdesk Administrator among the roles that can view it.

That scope matters. A public notice may describe a Microsoft 365 problem somewhere in the world, while your tenant dashboard can indicate whether the workloads you license and use are included. It also provides the incident narrative and update history that an administrator needs when deciding whether to wait, communicate, or escalate.

Exact steps when the portal opens

  1. Open https://admin.microsoft.com in a browser.
  2. Sign in with an account assigned an appropriate Microsoft 365 administrator role.
  3. In the left navigation, select Health, then Service health.
  4. Read the Overview for active incidents, advisories, and organization issues. Select an item to open its incident detail and the latest Microsoft update.
  5. Open Issue history to review resolved events in the history period offered for your view. Microsoft documents seven-day and 30-day history views, so the period displayed can vary.

Capture the incident ID, affected service, current status, start time, estimated scope, and latest update before sharing an internal notice. The update text is more useful than a dashboard color because it explains what Microsoft has confirmed, what is being investigated, and whether recovery is underway.

Read the newest update each time you refresh. An incident can change from investigation to degradation, interruption, restoration, or extended recovery without the original title changing. Keeping the incident ID and timestamp in your notes prevents confusion when several similar reports are open.

Channel Access Scope What it is best for Important limitation
Microsoft 365 admin center > Health > Service health Authenticated administrator portal Your tenant and its Microsoft 365 services Incident and advisory details, organization issues, updates, and issue history Unavailable if the portal or the sign-in path is affected
Microsoft public Service Health Status page Unauthenticated web access Public information about a current Microsoft 365 service issue Fallback when an active issue blocks the admin center or Service health It is not tailored to your tenant’s licensed services or configuration
Microsoft global network-health page Public web access Significant network or internet-connectivity issues detected between customers and Microsoft’s network Broader context when you suspect a widespread connectivity event Microsoft warns that updates may be delayed and recommends the tenant dashboard for detailed impact information

Compare these channels on four practical axes: scope, access, detail, and update timing. The tenant dashboard is authenticated but targeted and detailed. The public Service Health Status page is reachable without tenant credentials, making it the practical fallback during a portal outage, but it cannot tell you exactly which tenant configuration is affected. The global network-health page is broad and useful for detecting a large connectivity pattern, yet Microsoft says manually updated information there may be delayed.

Microsoft’s incident-readiness guidance describes the public Service Health Status page as a backup for an active service issue that prevents access to the portal or Service health. It is useful precisely because it does not require your tenant sign-in. Once the admin center is reachable, use the tenant view to determine whether your organization is included and which workloads are affected. See Microsoft’s incident-readiness guidance for the fallback workflow.

The global network-health page has a different purpose. It reports significant issues Microsoft detects in its own network or in internet connectivity between customers and Microsoft. Microsoft notes that manually updated information there can lag behind events, so a clear or unchanged entry does not prove that a particular tenant’s path is working.

If the admin center will not load or sign-in fails

First determine whether the failure is the status portal itself, the authentication route, or the local connection. A portal sign-in failure is not automatically evidence that Microsoft 365 is down: a local DNS problem, proxy, firewall, identity provider, conditional-access policy, or internet circuit can prevent access while Microsoft services continue operating.

Use a reachable public channel

  1. From the affected location, open Microsoft’s public Service Health Status page without signing in.
  2. If that page reports an active issue, record its title, affected products, current status, and latest update. Compare those details with the symptoms your users report.
  3. If the public page is unavailable or does not explain the symptom, check Microsoft’s global network-health page for a broader network event.
  4. Ask a user or administrator on a different internet connection to try the same pages. A result that changes by location is a clue about the access path, not proof of the root cause.
  5. Retry admin.microsoft.com after the public channels show recovery. The tenant dashboard remains the authoritative place to verify tenant impact.

Interpret a sign-in-only failure carefully

If users can reach other websites but administrators cannot authenticate, investigate the identity route separately from the Microsoft 365 workload. Check whether the failure occurs for more than one administrator and whether the sign-in page itself loads. If only one account fails, an account, role, or policy problem is more plausible than a service-wide outage; if every administrator fails from several networks, a broader identity or Microsoft access issue becomes more plausible. These patterns guide triage but do not replace the incident details Microsoft publishes.

Do not let a successful test by one person end the investigation. A Microsoft 365 service can be available while one identity provider, office network, or user population is unable to reach it. Conversely, a public incident can be real while a separate local failure makes the outage appear larger at one site. Record which account, location, network, and workload produced each result.

Understand the labels in Service health

Read the incident detail and its newest update instead of relying on a green summary screen. Microsoft distinguishes an advisory from an incident:

  • Advisory: Some users are affected, but the service remains available. The impact may be limited, intermittent, or confined to a feature.
  • Incident: A critical problem has made a service or a major function unavailable.

Service health entries can move through these statuses:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Investigating — Microsoft is examining the cause and impact.
  • Service degradation — the service is available but performance or functionality is impaired.
  • Service interruption — the service or a major function is unavailable.
  • Restoring service — corrective work is bringing functionality back.
  • Extended recovery — the main fault is addressed, but restoration for all affected users is taking longer.
  • Service restored — Microsoft reports that the affected service has recovered.
  • False positive — the reported condition was not confirmed as a Microsoft service issue.

A Service restored label does not guarantee that every user is immediately unaffected. Cached sessions, local routing, identity dependencies, or tenant-specific configuration can leave a separate problem. If your impact continues, use the normal support process after checking the final incident update.

Separate Microsoft infrastructure from other failure domains

Microsoft’s monitoring documentation groups detected problems into Microsoft infrastructure, third-party infrastructure, and customer infrastructure. This distinction prevents a misleading conclusion such as “Microsoft is healthy, therefore our environment is healthy.”

  • Microsoft infrastructure: The Microsoft-hosted service or its underlying platform is the source of the reported condition.
  • Third-party infrastructure: An external identity, connectivity, or service dependency may be involved even while the Microsoft workload itself is operating.
  • Customer infrastructure: Your network, proxy, firewall, DNS, endpoint, identity configuration, or other tenant-side component may block access.

Detailed monitoring views and scenarios can depend on tenant eligibility. Microsoft describes monitoring capabilities and supported scenarios in its Microsoft 365 monitoring documentation. Treat those views as evidence about the monitored component, not as a universal test of every user’s route to every workload.

When no incident matches the symptoms

Report the issue from Service health

If an administrator can open Service health but the problem is not listed, select Report an issue and submit the form. Microsoft says it can evaluate related service data and reports from other organizations; when the condition originates in a Microsoft service, it may create an incident or advisory. Include the affected workload, approximate start time, user or region scope, error text, and what changed immediately before the failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reporting an issue is not a substitute for preserving evidence. Keep timestamps, affected accounts, screenshots or error codes, and the result of tests from another network. Those details help distinguish a tenant-specific path problem from a wider event. If several administrators report the same symptom, coordinate the reports so Microsoft receives consistent scope and timing rather than contradictory descriptions.

Use support when the incident closes but impact remains

If Microsoft marks an incident restored and your users still cannot work, follow your organization’s normal support process or open a support request. Quote the incident identifier in the request and explain what remains broken. A closed Microsoft incident establishes the service’s reported state; it does not close a separate customer-side configuration or connectivity case.

Check planned maintenance in Message Center

Planned maintenance is tracked in Message Center, not in Service health. If the interruption was scheduled, look for the related Message Center communication, its maintenance window, affected workloads, and any action required from administrators. Do not treat the absence of an incident as evidence that no planned change occurred.

A practical decision path for an outage call

Observation Next action What the result tells you
Admin center opens and an incident matches the affected workload Read the latest update, record the incident ID and scope, and monitor the stated recovery status Microsoft has a known event; avoid duplicating broad local troubleshooting until the update calls for it
Admin center is blocked but the public Service Health Status page shows an event Use the public update for immediate communication, then verify tenant impact when access returns A public Microsoft event may explain the outage, but tenant-specific scope still needs confirmation
Global network-health page shows a broad event while tenant Service health is unavailable Monitor the network page and test from another connection The connectivity problem may be widespread; the page can lag and is not a tenant-impact report
No Microsoft event appears and only one site, device, or user is affected Compare another account, endpoint, and network; inspect local access and identity dependencies The pattern points toward a local or customer-side path, although it is not conclusive
No event appears but multiple users and locations are affected Use Report an issue in Service health when available and open support if impact continues Microsoft may not yet have correlated the reports into an incident
Service is marked restored but users remain blocked Retest the affected workflow, preserve timestamps and errors, and follow the support process Residual or independent customer-side impact may remain after Microsoft recovery

Automate monitoring for recurring operations

Manual checks are adequate for a one-off outage. Organizations that need continuous notification can use the Microsoft 365 Service Communications API for service-health and Message Center communications. Microsoft also documents status access in the mobile Admin App and a Microsoft 365 Management Pack for System Center Operations Manager.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These are operational options, not prerequisites for checking an outage. Before implementing one, confirm current technical requirements, authentication permissions, supported workloads, licensing or tenant eligibility, and the availability of the feature in your environment. An automated feed should complement, not silently replace, the incident detail an administrator reads in the tenant dashboard.

For a small team, the simplest reliable workflow is still to assign more than one administrator who can view Service health and to know which public page to use if the tenant sign-in path fails. Automation becomes more valuable when the organization must correlate Microsoft updates with internal notifications, but the same scope and timing limitations still apply.

How Microsoft’s uptime figures should be used

Microsoft’s service description publishes historical worldwide uptime figures. They describe the population and period Microsoft identifies in its table, exclude U.S. Government DoD and GCC High, and cannot determine whether your tenant is experiencing a live incident.

Period Worldwide uptime reported by Microsoft
2025 Q1 99.988%
2025 Q2 99.995%
2025 Q3 99.991%
2025 Q4 99.954%

Use these numbers as historical context only. They are not a real-time status indicator, a guarantee for a particular tenant, or a measurement of the internet path between your users and Microsoft. The source and scope are documented in Microsoft’s service health and continuity description.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to record before escalating

  • The exact Microsoft 365 workload and feature that fails.
  • The first observed time, time zone, and whether the problem is continuous or intermittent.
  • How many users, locations, networks, and device types are affected.
  • The full error text, incident ID, and latest Service health update.
  • Whether the admin center, public status page, and global network-health page were reachable.
  • Results from a second administrator, endpoint, or internet connection.
  • Any relevant Message Center maintenance notice or recent tenant-side change.

This record lets an administrator communicate a precise status without claiming more than the available evidence supports. The most reliable order remains: tenant Service health when reachable, the public Service Health Status page when it is not, and the global network-health page for wider but less targeted context.

Frequently Asked Questions

Can I check Microsoft 365 service health without signing in?

Yes. Use Microsoft’s unauthenticated public Service Health Status page when an active issue blocks the admin center or the Service health view. It is a fallback and is less targeted than the tenant dashboard, so verify tenant impact when sign-in works again.

Which administrator roles can view Service health?

Microsoft specifically lists Service Support Administrator and Helpdesk Administrator as roles that can view service health. Use an account with an appropriate role rather than assuming every Microsoft 365 user can open the dashboard.

What is the difference between an advisory and an incident?

An advisory means some users are affected while the service remains available. An incident is a critical problem in which a service or major function is unavailable. Read the incident detail and latest update for the actual scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a green or clear dashboard prove my network is working?

No. A clear Microsoft status can coexist with a local DNS, proxy, firewall, identity-provider, conditional-access, endpoint, or internet-circuit problem. Test another account, device, location, or connection and compare the results.

How reliable is Microsoft’s global network-health page?

It is useful for broad network or internet-connectivity context, but Microsoft warns that updates may be delayed. It is not a tenant-impact report and should not replace the admin-center Service health dashboard.

What should I do if my problem is not listed?

If Service health is reachable, select Report an issue and provide the workload, start time, scope, errors, and relevant tests. Microsoft may correlate reports and create an incident or advisory. If users remain affected after an incident closes, use the normal support process or open a support request.

Where can I find planned Microsoft 365 maintenance?

Planned maintenance is communicated in Message Center, not Service health. Review the maintenance window, affected workloads, and any administrator action in the related Message Center notice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do Microsoft’s uptime percentages show whether there is an outage now?

No. The 2025 figures are historical worldwide values, exclude U.S. Government DoD and GCC High, and do not measure your tenant’s current availability or the internet path used by your users.

The Bottom Line

Check Health > Service health in the Microsoft 365 admin center whenever it is reachable. If sign-in or the portal is blocked, use the public Service Health Status page, then consult the global network-health page for broader context. Record the incident details, compare results across users and connections, and use Report an issue or support when no listed event explains continuing impact.
