To check a construction contractor in Eswatini, verify it in two separate places: search the Construction Industry Council (CIC) contractor directory for its construction registration, category and grade, then use Government Online Services to check the company name and, if available, its company identification number (CIN). Match the legal entity and representatives across both records, the contractor’s certificate, quote, contract and payment details. A company record alone does not establish CIC registration, and a CIC listing is not a guarantee of work quality.
What to ask the contractor for
Before searching, ask for the company’s full registered legal name, its CIN, its CIC registration certificate, the category and grade it claims, and the exact legal entity that will sign your contract and receive payment. A trading name or similar-sounding company name is not enough to identify the contracting party.
Check the CIC construction register
- Open the CIC contractor directory, the Council’s search tool for registered contractors, consultants and artisans.
- Search the exact legal name and use the category filter where appropriate. The directory also offers a downloadable PDF; check it if the online search does not resolve a spelling variation.
- Compare the listed entity name, category, grade, specialisation and displayed contact or address details with the certificate and proposal.
- Check that the listed work category covers the job in your proposed contract. A registration in one discipline should not be treated as registration for every kind of construction work.
CIC’s published categories include general building, civil, electrical and mechanical works, as well as specialist works, consultancy practices, individual artisans, joint ventures and manufacturers or suppliers. The CIC registration information describes the registration framework.
Verify the company name and CIN with Government Online Services
Use Government Online Services’ Company Name Search to look up the legal name. Then, if the contractor provides a CIN, use the Verify Company Details form. The verifier identifies its output fields as Company, Directors and Shareholders. If the entity is provisional, a separate provisional-company verifier accepts a provisional CIN and displays particulars including registration date, company name, objective, addresses, applicant and expiry date.

An older Government Computer Services manual describes Company Name Search results as including company name, status and registration date. The current search page does not make its result fields clear in advance, so check what the live service displays rather than assuming the older description still applies.
Match the records before signing or paying
Compare the company returned by the government service with the entity on the CIC listing and certificate, written quote, contract, invoice and payment instructions. Check that the person representing the business corresponds to a director or other representative in the company record. If the proposed signatory’s authority is unclear, ask for documentation establishing it.
These checks help identify whether the documents point to the same entity; neither registry lookup should be treated as proof that a particular person has authority to sign or that a bank account belongs to the company.

Understand what a CIC category and grade tell you
CIC groups construction firms into building works (B), civil works (C), electrical works (E) and mechanical works (M), alongside specialist and other categories. Match the category and specialisation to the work you are buying.
CIC says its construction-firm grading process considers best annual turnover, largest completed contract and available capital. Project owners use grades to qualify tenders for consideration for particular contracts. CIC gives B2 as an example of a grade that may be considered for general building works up to E25 million. This is an example on CIC’s grading page, not a universal procurement rule; check the current grade table and the tender’s own eligibility conditions.
A grade is a tender-capacity screening signal. It does not establish workmanship, insurance, present-day solvency, safety performance or client satisfaction. Assess those separately with suitable references and documents.

What registration proves—and what it does not
A government company lookup helps establish the legal entity and the directors and shareholders recorded for it. CIC registration concerns construction-sector registration, work classification and grading. The two checks answer different questions: appearing in the company register does not by itself show that a business has the relevant CIC registration, while a CIC listing does not establish every aspect of corporate status or the authority of the person who contacted you.

A registry match is not a blanket endorsement. Independently review project references, completed work, insurance, written scope, payment terms, permits, safety arrangements and the credentials of any named professionals.

If the contractor is missing or details do not match
- Try the exact legal name and any documented spelling variation, check the relevant category filter and consult the downloadable directory.
- Ask the provider for its certificate and CIN, then check the company identity through Government Online Services.
- If the CIC result is missing, details conflict, or the certificate is expired or unclear, do not treat the discrepancy as resolved by the company search. Ask CIC to confirm the certificate number, category, grade and current validity before awarding work or paying.
CIC publishes registration enquiries at registration@cic.co.sz and by phone at +268 2404 9848 / 8481 / 1497. Its website links to a separate certificate-verification tool, but the fields and result could not be confirmed; contact CIC directly when you need confirmation.
Check current status near contract award
As of 7 October 2026, CIC’s homepage announced that annual registration and renewal for 2026/2027 had opened and contractors must renew before the deadline. The notice did not state the deadline. Check CIC’s current notice or contact its registration office for the date and to confirm a particular contractor’s current status; do not rely on an old printout.

Foreign contractors: CIC’s published position
CIC’s FAQ says: “The Council further prohibits the award of contracts to foreign contractors unless the skill being wanted by the project owner is not available in the country, and the project owner is compelled to seek approval from the Council to engage the earmarked foreign contractor in partnership with a local contractor for skill transfer.” This is CIC’s published explanation of its position, not independently verified legal advice. For a specific tender or legal question, confirm the current requirements with CIC and consult current official legal material.
