Yes, sometimes. If you can park near your home, your local highway authority approves the route, and the site is suitable, a permanent cross-pavement system can connect a home chargepoint to a street-parked electric car. It does not reserve a parking space, and approval is not automatic. If a crossing is not permitted or reliable parking is unlikely, use a public, workplace or shared residential charger instead.
Can you charge an EV at home without a driveway?
It may be possible if the car can legally and reliably park within reach of your home and the relevant authority approves a permanent way to route the cable across the pavement. In England, government guidance describes embedded cable channels, often called pavement gullies, and under-pavement cabling connected through a removable bollard, lance or connector. The authority assesses whether the location and proposed solution are suitable.
This is not a single UK-wide permission process. The cross-pavement guidance applies to England; road works are devolved, so check with the relevant roads authority in Scotland, Wales or Northern Ireland. The national household on-street grant page covers all four nations, but local approval for a crossing remains necessary.

The scale of the issue is substantial: the English Housing Survey estimates, as reported in 2024 government guidance, that about 8 million households (32%) in England lack off-street parking. The same guidance reports that almost 4 million households (16%) have “adequate on-street parking,” using the survey’s definition. These are England estimates, not a measure of how many households will qualify for a crossing.

How do cross-pavement charging systems work?
Embedded cable channel
A channel is installed in the pavement to hold the charging cable while the car is charging. The channel is closed or cleared when charging is finished so the cable does not lie exposed across the pedestrian route.
Under-pavement cable with a removable connection
The cable runs beneath the pavement and connects to the car through a removable bollard, lance or connector. The exact design and whether it is allowed depend on the authority and site.

These are permanent, approved installations—not a loose extension lead, temporary cable mat or cover. Government guidance warns that a cable trailing across a public pavement can create a trip hazard, particularly for people with limited mobility or sensory impairments, and may breach Part IX of the Highways Act 1980. The on-street grant does not accept a temporary mat or cover as the required crossing solution. The Office for Zero Emission Vehicles states: “You must not install cross-pavement solutions on the public road network yourself.” (official grant guidance)
What to check before applying or arranging installation
- Contact the authority responsible for the pavement. Ask whether it permits cross-pavement charging at your address, what designs it accepts, how to apply, and what assessment or fees may apply. In England, the highway authority decides whether a crossing is suitable. A neighbour’s installation does not establish that your location will qualify. (England cross-pavement guidance)
- Check other permissions. Planning permission may be required, and planning and highway responsibilities can sit with different authorities or departments. If you rent or live in a flat, obtain any required landlord, freeholder or managing-agent permission before proceeding.
- Confirm parking access is realistic. Consider whether you can routinely park legally close enough for the charging cable to reach. The installation and grant do not reserve a street bay or guarantee that a space will be available.
- Check grant eligibility before committing. The current on-street grant requires adequate lawful on-street parking near the home, local highway permission, any required planning and third-party permissions, an eligible vehicle, an eligible chargepoint model and an OZEV-approved installer. Check the current conditions on the grant page.
- Get a site-specific installation quote. Confirm what the quote includes and whether the proposed equipment and crossing are eligible. A grant reduces eligible costs only; it does not make every design, installer or expense eligible.
How much is the on-street home chargepoint grant?
As stated in the Office for Zero Emission Vehicles’ on-street grant guidance checked on 4 October 2026, eligible applicants can receive up to 75% of eligible chargepoint purchase and installation costs, capped at £500 per socket. The grant is conditional on meeting the scheme rules; it is not an automatic payment for any pavement crossing. The 2026 grant update says funding for the on-street parking, flats-and-renters, and residential landlord home grant schemes is confirmed through 31 March 2027. Check the live eligibility and application guidance before making plans, as scheme details can change.

What if you rent or live in a flat?
First establish whether you have a private, clearly defined off-street parking space or only street parking. The flats-and-renters grant route is separate from the on-street grant and applies to qualifying private off-street parking; it is not a substitute for highway approval to cross a public pavement.
If your building has shared parking, ask the landlord, freeholder or managing agent whether a resident chargepoint is installed or planned and what access rules apply. What are the alternatives if a home crossing will not work?

For public charging, compare the actual site rather than relying on a network-wide label: check access, price, payment and reported reliability. UK guidance is intended to make public chargepoints easier to find and use and to improve price comparison and confidence in reliability. Are proposed planning changes already in force?
No. In its 11 September 2026 update, the government said it would move forward with proposed permitted-development changes but that legislative amendments were still being prepared. Secondary legislation was expected in Autumn 2026, subject to Parliamentary time, with commencement to follow. The published update does not say that the new rights are already in force or remove the local authority’s approval role. Check the latest government update on permitted-development rights and your authority’s current process.
