In Premiere Pro, “adjustment layer color” can mean either the layer’s timeline label or the color of the footage beneath it. To change the organizational label, select the adjustment layer and use its Label/color control. To change the picture, apply a color effect to the layer instead; a label color does not affect the image.
Change an adjustment layer’s label color

In the Project panel or timeline, select the adjustment-layer item.

Open its Label or color assignment control and choose a color. The exact control or menu wording can differ by Premiere version and operating system. Adobe’s archived CS6 reference documents Edit > Label, but that historical path is not confirmed for current releases. If that menu is not available, use the label assignment control shown in your version.

Check the item in the Project panel or timeline to confirm the label is visually distinct.

To customize label colors or defaults, open the Labels preferences: on macOS, Premiere > Settings > Labels; on Windows, Edit > Preferences > Labels. Adobe documents these platform-specific paths in its label preferences guide.
Change the footage color with an adjustment layer
A label is only an organizational marker. An adjustment layer is a transparent timeline layer above video clips; effects applied to it can affect clips on the tracks beneath it. Adobe explains this behavior in its adjustment layer guide.

Create an adjustment layer with File > New > Adjustment Layer, or select an existing one.

Place it on a video track above the clips you want to affect. Extend or trim it so it covers the intended section.

Select the layer, apply a color effect or Lumetri adjustment, then adjust its settings in Effect Controls. The effect applies across the underlying clips covered by the layer. See Adobe’s guide to applying color effects across clips.
