Use a browser automation tool such as Playwright to open the page, wait for it to reach the state you want to document, and save a screenshot. Set fullPage: true for the complete scrollable page; omit it for the visible viewport, or capture a selected element for a specific panel. Verify the site and its policies first, and stop for human review if a CAPTCHA or other human-verification step appears.
Choose the right screenshot for the task
Playwright supports screenshots of the visible page, the full scrollable page, a selected element, and image bytes returned as a buffer. Choose based on what you need to preserve:
- Viewport: the screen currently visible in the browser.
- Full page: the page’s entire scrollable document in one capture.
- Element: a particular component, such as a notice or data panel.
- Buffer: image bytes for a later step in your workflow instead of a saved file.
A full-page image records one rendered state. It does not show how the same page looks across all browsers, screen sizes, or dates.

The Guidelines for Indian Government Websites and Apps (GIGW) apply to government websites and applications at central, state, and local levels. GIGW says that a site’s URL is a strong indicator of whether it is official; gov.in and nic.in domains are strong signals, with exceptions described for certain eligible educational and research institutions. Treat the domain as a signal, not proof: check the exact host, page ownership, and route before capture. See the GIGW guidance.

Before publishing or redistributing an image, read the specific site’s terms, copyright policy, and privacy or security notices. IGOD’s terms explain that linked external sites can have separate privacy and security policies, and that NIC cannot authorize third-party copyrighted material on those sites. That is not a blanket permission rule for all government sites or uses. When reporting with a screenshot, identify the source page and capture date, and obtain any permission required by the rights holder. See the IGOD terms and conditions.
Capture a full-page screenshot with Playwright
The example below uses Node.js and Playwright’s page screenshot method. Set targetUrl to the exact page you are authorized to access. The readiness condition should reflect the page: waiting for a known heading or content element is often more reliable than assuming navigation alone means the page is ready.

Use a locator’s screenshot method when the goal is a single component rather than the page around it:

Return image bytes instead of writing a file
For an image-processing or upload step, capture a buffer and pass the returned bytes onward:

Handle responsive pages and human checks responsibly
GIGW guidance calls for checking sites across browsers and versions, operating systems, connection speeds, and screen resolutions. A screenshot documents one browser and viewport state only. For a responsive comparison, capture the same page at each viewport of interest and note the browser and dimensions for every image.
GIGW’s accessibility guidance incorporates WCAG 2.1, including text alternatives for non-text content, alternatives for CAPTCHA, and accessible versions of scanned documents. A screenshot alone may not communicate all of that context; preserve relevant accessibility notes when documenting a page. Do not ask an agent to solve or bypass CAPTCHA. Stop at the challenge and have an authorized person complete any human verification or protected step.
Troubleshoot common capture problems
- The image shows a loading state: navigation completion may precede page-specific content. Wait for a meaningful page element or an appropriate readiness signal before capturing.
- The page redirects or shows an interstitial: check the final URL and visible page state. Record the redirect or interstitial rather than presenting the image as the intended page.
- A CAPTCHA appears: stop automation and hand off to an authorized human; do not attempt to defeat the challenge.
- The full-page capture is incomplete or unexpectedly long: inspect whether content loads only as the page scrolls, and whether the site changes layout or content during capture. Capture only after the intended content is present.
- An element screenshot fails: confirm that the selector identifies a visible element on the current page and that any navigation or rendering needed to create it has completed.
- The image is hard to interpret later: retain the source URL, final URL, timestamp, browser and viewport context, capture scope, and any error or access notice.
