If a cloud screenshot service cannot open an Indian government website, capture the page in a regular browser on a network the site accepts. A screenshot tool can record a page that has loaded; it cannot make an inaccessible page accessible. If you encounter a CAPTCHA, denial page, or other access control, do not try to bypass it—document what happened and ask the department or site administrator for an approved route.
Why a cloud screenshot request may fail
Some Indian government websites use security controls such as CAPTCHA and web application firewalls. A cloud service can therefore receive a challenge or blocked response instead of the public page. The specific cause depends on the target website and the error returned; without the domain and error text, it is not possible to say why a particular request failed or to conclude that all cloud providers or all visitors are blocked. The Guidelines for Indian Government Websites and apps (GIGW), a Ministry of Electronics & Information Technology resource, includes security guidance such as “Configure captcha for login pages.” See the GIGW security guidance.
GIGW guidance is intended for government websites and applications at central, state, district, and local levels. Its public site identifies the current manual as GIGW 3.0 and reports a September 25, 2026 update. See GIGW.
Capture the page in a browser the site permits
- Record the failed request. Save the exact public URL and the time of the cloud request, including the time zone. Keep the returned status and error message; if available, preserve a capture of the denial or challenge page. This records what the cloud service actually saw.
- Open the same URL in a normal browser on an accepted network. Follow the website’s terms and any displayed instructions. Do not repeatedly retry, automate CAPTCHA solving, rotate addresses, impersonate a user, or otherwise work around an explicit block.
- Choose the capture area. Use a viewport screenshot for what is visible on screen. Use a full-page capture if content below the fold matters. A full-page image may include material not visible in the initial viewport, so choose according to what the record needs to show.
- Capture the rendered page. Use the browser’s built-in screenshot function for a one-off image. For a reproducible scripted capture in a browser session that can already access the page, Playwright documents
page.screenshot(). Its screenshot options include full-page capture and clipping controls; see Playwright screenshots. - Keep the capture context. Record the URL, capture time and time zone, browser or tool, viewport dimensions, and whether the image is viewport-only or full-page. If relevant, note a visible loading state, cookie banner, or authentication requirement. Keep the original image if it may need to be reviewed later.

})();Use fullPage: false or omit it when you want the visible viewport rather than the full scrollable page. For a deliberately limited region, Playwright also documents clipping options. The result reflects the browser’s rendered state at capture time, including its current session and viewport.
What the image does—and does not—show
A screenshot documents what the selected browser rendered at a particular time under its network, viewport, and session conditions. It does not prove the site was available to every visitor, that content outside the captured area was unchanged, or that a cloud screenshot service received the same response. Retaining the original file and capture context makes the visual record easier to interpret later.

If the page still does not load
If legitimate access still fails, stop trying to capture through that route and contact the department or site administrator. Ask whether they can provide a sanctioned allowlist, an official copy or export, or another approved way to obtain the page. Keep the failure response with your request. Troubleshooting
- The cloud tool returns a CAPTCHA or denial page: Save the response and error details. Do not automate solving the CAPTCHA or attempt to evade the restriction. Use a browser and network the site accepts, or ask the site owner for an approved route.
- The browser shows a different page from the cloud capture: Record each capture’s time, network, viewport, and session context. The images represent different browser conditions; one does not establish what the other route received.
- The screenshot misses content below the fold: Capture the full page with the tool’s full-page option, or take a viewport-only image if only the visible state matters.
- The browser shows a loading state or incomplete content: Note the visible state and capture time. Do not describe the image as a complete page if it was still loading.
- Access remains denied in your browser: Stop there and contact the department or site administrator for an official copy, allowlist, or other sanctioned method.
Frequently Asked Questions
Does a browser screenshot get around a government website block?
No. It captures a page only if the browser has been permitted to load it; it is not a way to defeat an access control.

Should I use a viewport or full-page screenshot?
Use a viewport image for the visible screen and a full-page capture when below-the-fold content is material.
Can I conclude the whole website is unavailable from a failed cloud request?
No. A failed cloud request establishes only what that service received under that request’s conditions, not availability to every visitor.
