For a repeatable record, set a known browser viewport and display scale, capture the page without altering it, and document the URL, access steps, browser and version, operating system, date and time with time zone, and operator. Preserve the untouched image and related files; use a separate copy for annotations or redactions. A screenshot can show what appeared on your screen, but alone it does not prove who authored the page, when it was first published, what was outside the viewport, or that a court will admit it.
This is general U.S.-oriented information, not a filing recipe. Requirements depend on the court, jurisdiction, proceeding, and purpose of the evidence; consult counsel and the current rules and orders for the matter.
Set the viewport and document the capture conditions
A fixed viewport is the browser’s visible page area at a chosen width and height. It makes repeated screen views easier to compare, but it does not make the screenshot a complete record of the webpage. Keep the relevant settings stable and write them down so another person can understand how the image was produced.
- Record the URL as displayed after navigation and the steps used to reach the page. Note login or account context if it affects what appears.
- Record capture date and time, including time zone, the operator, browser name and version, operating system, viewport width × height, and display scale.
- Keep the viewport and browser settings consistent between captures. Note any scrolling, clicking, waiting, or other interaction that changed what was visible.
- Include the page title, relevant content, and enough surrounding context to identify the page. Do not crop that context from the preserved original.
There is no universal screenshot dimension or capture application prescribed by the cited federal rules. Select a viewport that shows the content and identifying context relevant to the point you need to document, then record its exact dimensions and scale.

Capture the page and preserve the original
- Define the point to document. Write down what the screenshot is intended to show. Describe it narrowly—for example, what you observed at a particular URL and time—rather than making unsupported claims about authorship or earlier publication.
- Navigate and note the access path. Record the displayed URL, how you reached the page, and any login or account state that affects its appearance.
- Set and record the display conditions. Note browser and version, operating system, viewport width and height, and display scaling. Avoid silently changing the browser or page between captures.
- Capture the relevant view. Include identifying context and the material content. Keep the original uncropped and unannotated.
- Capture additional views when needed. If material content is below the fold, take further screenshots in sequence and record how you scrolled or interacted. A single fixed viewport cannot show what is outside it.
- Retain source files and notes. Keep the untouched image and related files in their original form. Document copying, conversion, compression, printing, or other handling. If useful, record a file hash to help compare integrity; a hash does not prove origin or truth.
- Make edits only on a working copy. Keep annotations and redactions separate from the preserved original, and record what processing was performed.
NIST’s digital evidence preservation guidance addresses preservation of digital evidence and objects. The relevant practical point is to retain the source capture and document handling rather than treating an edited or converted copy as the untouched original.
Choose a capture scope that fits the issue

NARA uses “snapshot” to describe capturing a website as it existed at a particular point in time. That records-management term does not mean that a screenshot independently proves a site’s historical state. If the issue is what a page displayed previously, distinguish a contemporaneous capture from an archive record and explain what each actually establishes.

What the screenshot does—and does not—establish
Authentication concerns what the exhibit is claimed to be. Federal Rule of Evidence 901(a) says: “To satisfy the requirement of authenticating or identifying an item of evidence, the proponent must produce evidence sufficient to support a finding that the item is what the proponent claims it is.” Rule 901 includes nonexclusive examples such as testimony from a witness with knowledge and evidence describing an accurate process or system.

By itself, it does not establish who authored the page, when the content was first published, whether omitted content existed, whether the page’s assertions are true, or whether the exhibit is admissible. A visible URL and timestamp do not settle authenticity. The DOJ manual explains that webpage printouts, even with URL and date stamps, are not self-authenticating and that a person with knowledge of the page and capture may provide relevant testimony. That manual is older explanatory background, not a substitute for current authority: DOJ manual.

Federal Rule of Evidence 902(13) and (14) address specified certification routes for records generated by an electronic process or system and copied data, with conditions that include notice requirements. They do not set a universal screenshot workflow or guarantee admissibility. Check the current rule text and the requirements of the actual court and matter: Rule 902.

Common capture and recordkeeping problems
- The relevant content is missing: it may be below the fold, hidden until an interaction, or unavailable in the current login state. Capture additional views, document actions and account context, and consider a broader web record if structure or historical state matters.
- Two captures do not match: check whether viewport dimensions, display scale, browser version, login state, scrolling, or other interactions changed. Record differences rather than silently treating the images as equivalent.
- The image has been edited or converted: retain the original file, record the processing, and use a separate copy for annotations, redactions, or printing.
- The screenshot is offered as proof of authorship or an earlier date: the visible page alone may not establish those facts. Narrow the claim to what the capture supports and consult counsel about additional evidence and authentication.
- A hash is presented as proof of authenticity: a hash can help compare file integrity, but does not establish who created the file, where the page came from, or whether its contents are true.
When to involve counsel or a forensic professional
If the record may be used in litigation, coordinate with counsel or a qualified forensic professional while the capture process and handling history are still fresh. The correct preservation approach, declaration, authentication foundation, and filing format depend on the issue and governing court rules. The federal rules cited here are U.S. federal examples, not a universal standard for state, tribal, or foreign proceedings.
