On a desktop, Chrome’s DevTools can capture a full-page image: open the government page, open DevTools, search its command menu for “screenshot,” and choose “Capture full size screenshot.” The exact command wording may vary by installed Chrome version; check the menu if it differs. For a paginated, printable record, use Print and save as PDF instead, then inspect the result.
Capture the whole page in desktop Chrome
- Check the page. Open the official government page and verify its domain and title. Avoid sponsored results and lookalike sites, especially when saving a government record.
- Let it load. Wait for visible content to finish loading. If sections appear as you scroll, scroll through the page once, return to the top, and then capture. This may help with lazy-loaded content, but it is not guaranteed to work on every site.
- Open DevTools. Press Ctrl+Shift+I on Windows or Linux, or Cmd+Option+I on Mac.
- Open the command menu. Press Ctrl+Shift+P on Windows or Linux, or Cmd+Shift+P on Mac.
- Find the capture command. Type “screenshot” and select “Capture full size screenshot.” Chrome downloads an image of the rendered page. - Inspect the image. Review it from top to bottom for missing sections, blank areas, clipped sticky navigation, repeated elements, or text too small to read.
- Keep useful context. Save the page URL and capture date with the image. If it may serve as a record, keep the original file unedited and annotate a separate copy. This is practical recordkeeping, not a statement about legal admissibility.
Choose an image or a PDF based on what you need
A full-page screenshot is a visual snapshot, not a guarantee that every hidden item or interactive state is included. It can also be extremely tall and difficult to read or print. For a document intended for reading or paper, use Chrome’s Print command (Ctrl+P on Windows/Linux; Cmd+P on Mac), check print preview, and select Save as PDF where available. Inspect the saved PDF before sharing it: page breaks, backgrounds, navigation, and dynamic content may not reproduce exactly as they appeared on screen. A PDF is often easier to paginate and read, while an image can preserve the page’s visual arrangement in one capture.

Chrome’s Android help describes a separate user-adjusted workflow rather than the desktop DevTools command: open the page, tap More > Share, choose Long screenshot, adjust the crop handles, then confirm. What the screenshot does—and does not—preserve

A screenshot records pixels; it does not by itself make text searchable or accessible to assistive technology. GIGW accessibility guidance calls for meaningful text equivalents for images and other non-text content, and OCR actual text for scanned PDFs. Frequently Asked Questions
Does a full-page screenshot include hidden menus or content behind interactive controls?
Not necessarily. It captures the rendered visual state, so open or reveal content you need before capturing and verify the saved image.
Can I use a screenshot as an accessible or searchable copy of a government page?
No. The image itself does not supply searchable text or accessibility structure; use the original page or an accessible document alongside it.
