A useful code review replaces “looks good” or “I don’t like this” with a more answerable question: what evidence supports the intended behavior? Read the change in context, identify what should be true if it works, inspect the implementation and tests against that claim, and make any remaining uncertainty explicit. This is a practical routine drawn from Google Engineering Practices guidance—not a proven checklist or a rule every team must adopt.
How do you review code with evidence?
Evidence-based review is not just checking whether tests pass. It means connecting the author’s intended behavior to what the code does, what the tests actually establish, and what remains uncertain. A test result can support a claim; it cannot by itself prove that the claim is the right one or that the test would expose a defect.
Google Engineering Practices recommends reviewing dimensions including design, functionality, complexity, tests, naming, comments, style, and documentation. The sequence below turns that guidance into a repeatable habit for an individual review. It is an editorial synthesis, not an experimentally validated intervention.

A repeatable code-review routine
-
Establish intent and context
Read the change description first. State, in your own words, what behavior is intended and who or what should observe it. Then inspect the surrounding code and system context needed to understand the change. A diff can omit relevant callers, invariants, or behavior in the rest of a file; Google’s guidance says reviewers may need to consider the whole file and broader system context.
#1 Best Overall
If the purpose or expected behavior is unclear, ask the author for clarification before judging the implementation. Do not treat an unclear description as evidence that the code is wrong—or assume the intended behavior from the diff alone.
-
Turn intent into something observable
Ask what should be true if the change works. Identify the affected use cases, observable outcomes, and relevant invariants. For example, instead of “the new retry logic seems fine,” ask what should happen after a transient failure, how many attempts are allowed, and what the caller should see when they are exhausted. These are prompts to clarify the requirement, not assumptions to impose on the author.
For a user-facing change, a demo may make the impact clearer than code reading alone. A demo can show a behavior, but it does not replace checking the implementation or other cases that the demonstration does not cover.

-
Inspect the implementation against the claim
Compare the actual change with the behavior you identified. Consider whether the design fits the surrounding system, whether the functionality covers relevant cases, and whether complexity or side effects create risks for users or future maintainers. Check the assigned human-written code rather than assuming unread portions are sound.
A tidy diff is not evidence of correctness. Look for edge cases, changed assumptions, and interactions with existing behavior. For concurrency-sensitive code, reason through possible execution orders: a race or deadlock may not appear in a routine run.
-
Evaluate tests as evidence
Ask whether the tests exercise the behavior the change is supposed to provide. Would a plausible broken implementation make them fail? Could the changed code cause a test to pass for the wrong reason? Are the assertions specific enough to distinguish the intended result from an incorrect one?

Tests themselves need review. Google Engineering Practices puts it plainly: “Tests do not test themselves, and we rarely write tests for our tests—a human must ensure that tests are valid.” A green result is evidence only for what the tests actually check; it does not establish untested behavior.

Name uncertainty and request the right evidence
When you cannot establish a claim from the change, identify the specific behavior, risk, invariant, or trade-off in question. Then ask for evidence that could address it: a relevant test, an explanation of the reasoning, or a demo where visual or interactive behavior matters.
Make a comment actionable and bounded. For example: “What prevents two workers from updating this value at the same time? Could you add a test or explain the synchronization invariant?” This is more useful than “This seems unsafe,” because it identifies the uncertainty without pretending it has already been proved.

Separate requirements from preferences
Use the team’s applicable style guide and technical reasoning. Google’s guidance distinguishes technical facts and data from personal preference: a reviewer’s preferred naming or formatting is not automatically a correctness requirement. Mark optional polish or educational suggestions as non-blocking, and do not hold a beneficial change to an impossible standard of perfection.
Be clear about whether a comment identifies a defect, a required change, or an optional suggestion. That distinction helps the author prioritize and keeps review focused on code health rather than taste.

Close the loop
Once a concern is addressed, record what evidence resolved it—for example, the relevant test or the clarified invariant. Recognize sound decisions as well as defects; useful feedback includes what works and why, not only what should change.
If a change involves an area where you lack the expertise to assess risk—such as security, privacy, concurrency, accessibility, or internationalization—ensure that a qualified reviewer covers that aspect. A review is not complete merely because one reviewer has inspected the diff.
What a review can—and cannot—establish
Code review combines several kinds of evidence rather than relying on a single signal. Code inspection can reveal how an implementation behaves; tests can check selected cases; system context can expose assumptions outside the diff; and a demo can clarify user-visible impact. Each has limits. Tests can miss cases or encode the wrong expectation, a demo may cover only one path, and inspection may leave unresolved questions about complex interactions.
For concerns that depend on execution order, such as races and deadlocks, careful reasoning is important because simply running the code may not reveal the problem. Where evidence is incomplete, state the remaining uncertainty and arrange review by someone equipped to assess it rather than implying that a clean test run settles the issue.

The empirical study Modern Code Review: A Case Study at Google (2018) examined review at one organization. Its scope included 12 semi-structured interviews with Google developers, 44 valid survey responses, and a dataset of approximately 9 million changes by more than 25,000 authors and reviewers from January 2014 through July 2016. A separate dataset contained about 13 million comments collected from September 2014 through July 2016.
Those figures describe the study’s scope; they are not effect sizes showing that evidence-questioning causes better code. The authors caution that the findings may not generalize beyond Google. The practical routine here is grounded in Google’s published guidance, but teams should adapt it to their risks, review responsibilities, and working practices rather than treating one organization’s process as a universal law.
