A blanket ban can push use out of sight; unrestricted access can expose workers and the organization to avoidable risks. The goal is proportionate oversight that evolves as tools and workflows change.
Why trust needs more than an AI policy
Workplace AI use may already be happening beyond formal company programs. Microsoft and LinkedIn’s 2024 Work Trend Index found that 75% of surveyed global knowledge workers used AI at work, and 78% of those AI users brought their own AI tools to work. These are survey findings, not rates for every workforce: the survey covered 31,000 full-time employed or self-employed knowledge workers across 31 markets and was fielded from February 15 to March 28, 2024. Access without support is not enough. Microsoft reported that 39% of people using AI at work had received company AI training. That figure is also from the 2024 Work Trend Index; it does not measure employee trust. Microsoft, 2024
Trust is shaped by whether staff understand what a tool does, what information it uses, how its output will be checked, and whether anyone can question a decision affected by it. It is an ongoing organizational practice—not something established by announcing a new tool or policy.

Start with work employees want to improve
Begin with specific tasks and bottlenecks rather than choosing a tool first. Ask teams where AI might reduce repetitive work, improve access to information, or help produce an initial draft. Then ask what would make the proposed use safe and worthwhile: for example, which data must stay out of a tool, where a human check is essential, and how errors should be reported.
Include people who do the work and, where appropriate, worker representatives in planning and pilot reviews. Tell them what the system is intended to do, what it cannot reliably do, and what will happen to their feedback. Participation is more meaningful when it can change the scope, safeguards, or decision to proceed—not merely endorse a choice already made.
Match safeguards to the use case
Do not treat every AI use as equally risky. Before approving a use, consider the consequence and reversibility of an error, the sensitivity of the data involved and the tool’s known limitations, and the amount of worker participation, transparency, and human accountability in the process. These are practical comparison axes, not a universal risk score or an established approval threshold.

NIST’s AI Risk Management Framework and its Generative AI Profile offer voluntary resources for managing risks across an AI system’s lifecycle. They emphasize tailoring attention to the system, the use case, the stage of use, and the harms that are likely and consequential; they do not replace legal review for the jurisdictions where an organization operates. For low-consequence tasks such as drafting an internal outline or summarizing non-sensitive material, a lighter process may be appropriate: approve the tool, define data boundaries, train users to verify outputs, and provide a simple way to report problems. Keep the review proportional to the task rather than imposing the same controls used for decisions about people.
Employment and other high-impact uses
Recruitment, pay-setting, scheduling, and performance evaluation deserve particular care because AI can influence people’s opportunities and working conditions. The International Labour Organization identifies risks from unclear objectives, biased or incomplete data, and opaque processes, and calls for clearer governance, transparency, worker participation, and social dialogue. This does not mean every HR system creates the same risks; organizations need to examine the specific system and use. International Labour Organization

For these uses, define the purpose and limits before deployment, examine the data and system limitations, assign an accountable person to review outcomes, and give affected workers a meaningful way to ask questions or challenge an outcome. Janine Berg, Senior Economist in the ILO’s Research Department, said: “Without a human-centred approach, AI can inadvertently undermine fairness, transparency and trust in the workplace.”
Publish a policy people can actually use
A short policy is more useful than a broad statement that employees should “use AI responsibly.” It should answer the questions staff face during ordinary work:

- What data must not be entered? Set clear boundaries for personal, confidential, regulated, or otherwise sensitive information.
- What uses are permitted or prohibited? Give examples relevant to the organization, including any restricted employment-related uses.
- When must output be checked? Explain the level of verification expected before content is shared, acted on, or used in a decision.
- Who owns the final decision? Make clear that responsibility remains with the designated person or team where human judgment is required.
- How can people report an error or harm? Provide a known contact or reporting channel and explain how concerns will be handled.
Make the policy easy to find and revise it when tools, vendors, data practices, or workflows change. Employees should be able to tell what to do in a real situation without guessing at the organization’s intent.

Pair approved access with practical training
Offer tools through an approved route and tailor training to the roles that will use them. Training should explain both capabilities and limitations, not only how to write prompts. Include safe data handling, checking claims and generated content, recognizing when a task is unsuitable for AI, and escalating errors or concerns.
Make practice specific to the work. A team using AI to draft routine communications needs guidance on reviewing the draft before sending; staff working with sensitive information need clear instructions on what may be entered into the approved tool. Provide support when employees encounter a limitation, so the practical choice is not between silently working around the rules and abandoning a potentially useful tool.

Use a bounded pilot to test a proposed use with the people affected by it. Before it begins, state what the pilot is for, what it is not for, what information will be handled, who will review outputs, and how staff can raise concerns. Invite feedback during the pilot, not only after a final decision.

Review whether the tool improves the task and whether people can use it with confidence. Possible management measures include task outcomes, error and correction rates, reported usefulness, access to training, confidence in the policy, and concerns raised. These are suggested measures for an organization to choose and interpret; the cited reports do not validate them as a standard trust score. Use the results to change the workflow, safeguards, training, or deployment decision where needed.
Revisit decisions as systems and work change
An approval is not permanent. Models, vendor terms, data sources, and team workflows can change; so can the consequences of how an output is used. Set a review point and revisit controls when a material change occurs or when error reports, worker feedback, or changing circumstances suggest the original assessment no longer fits. NIST’s lifecycle approach is useful here: risk management continues as AI systems are developed, deployed, used, and monitored, rather than ending at launch.
Recognize that disclosure can affect workplace perceptions
Technical safeguards are only part of the trust question. A 2025 Microsoft Research synthesis describes studies in which suspected AI assistance led to negative judgments of a person’s competence or diligence, while also noting that disclosure effects can be complex. This is an emerging area of research, not a universal rule about how colleagues or managers will react. Microsoft Research, 2025
Organizations can reduce uncertainty by setting clear expectations about appropriate AI use and how contributions should be represented. Avoid leaving employees to guess whether using an approved tool will be treated as a shortcut or a breach of professional standards.
