Build cloud data security as a set of safeguards that overlap across identity, data handling, storage and network boundaries, encryption, monitoring, and recovery. The goal is not to find one product or setting that makes data safe: it is to limit exposure, detect failures, and preserve a path to recovery when an individual control does not work. AWS’s Well-Architected Framework describes applying security at all layers; Google Cloud’s Architecture Framework likewise recommends layered security across application and infrastructure components.

What defense in depth means for cloud data

Defense in depth is the practice of placing complementary controls at multiple points in a workload and throughout the data lifecycle. A storage permission can prevent unauthorized reads; identity controls can limit who receives that permission; encryption can protect data under particular circumstances; audit logs can help reveal misuse; and recoverable backups can reduce the impact of loss or destructive changes. These controls address different failure modes, so none should be treated as a substitute for the others.

The implementation details vary by provider and by service. NIST Special Publication 800-210, published July 31, 2020, treats access control in infrastructure-as-a-service (IaaS), platform-as-a-service (PaaS), and software-as-a-service (SaaS) as distinct contexts. Use portable principles to define the outcome you need, then verify how each cloud service implements it.

1. Inventory and classify data before choosing controls

Map stores, flows, and owners

For each workload, record where data is created, processed, stored, copied, shared, backed up, and deleted. Include databases, object stores, file services, snapshots, exports, logs, and backups where applicable. Identify a business or technical owner for each store and flow, including who approves access and who is responsible for recovery.

Set practical classification tiers

Classify data by the consequences of disclosure, alteration, or loss—not only by its format or location. Choose a small number of tiers your teams can apply consistently, and document the baseline controls attached to each tier. AWS Prescriptive Guidance recommends identifying and classifying workload data and establishing controls for each classification.

A classification should lead to decisions: who may access the data, whether external sharing is allowed, which encryption and logging expectations apply, and how recovery is governed. Revisit the classification when a workload changes its purpose, data flows, or users.

2. Make identity a primary data boundary

Grant only necessary access

Apply least privilege to human users, workload identities, administrators, and backup operators. Prefer permissions scoped to the required data and actions over broad, standing access. Review inherited roles, wildcard permissions, external sharing, and service identities that remain after a workload or integration is retired.

Centralized identity management can make policy and review more consistent where the architecture allows it. Use short-lived credentials where available rather than relying on long-lived static credentials. NIST SP 800-210’s IaaS, PaaS, and SaaS guidance is a reminder to assess the actual access surfaces in each service model instead of assuming one identity pattern covers them all.

Separate sensitive duties and protect privileged actions

Where practical, separate routine administration from high-impact actions such as changing access policy, deleting recovery points, or altering key permissions. AWS Prescriptive Guidance gives a concrete backup example: allow backup creation while limiting recovery-point deletion. Use multifactor authentication (MFA) for privileged access and especially sensitive operations; AWS data-control guidance includes requiring MFA to delete data in critical S3 buckets. That is a provider-specific example, not a universal configuration instruction.

A FIDO2 security key is one possible physical MFA method. It only helps as part of an identity design that also covers enrollment, enforcement, account recovery, and lost-device handling.

3. Reduce storage and network exposure

Keep data private by default

Block public access to data stores and snapshots unless a documented workload requirement justifies exposure. Constrain service reachability with network boundaries and resource policies appropriate to the service. Review cross-account and external sharing paths, not just access by people in the primary account or project.

Watch for exposure-changing configuration

Identify the configuration changes that could make a data store public, broaden a resource policy, or weaken a network boundary, and alert on them. AWS Prescriptive Guidance lists public-access blocking across several data services. Google Cloud’s security-by-design guidance emphasizes layered component controls to limit blast radius. Confirm the equivalent controls and default behavior for the specific provider and service you deploy; do not assume that a setting or default carries across services.

4. Encrypt data and govern key use

Use appropriate encryption for data at rest and in transit. AWS Prescriptive Guidance treats classification, at-rest protection, and in-transit protection as data-protection concerns, while AWS Cloud Adoption Framework material also recommends auditing data access and key use.

Encryption is not an access policy. Decide separately who can use keys, who can change key permissions, how rotation or replacement is handled, and who can disable or delete keys. Audit key use and protect key-management permissions as high-impact privileges. A customer-managed key arrangement should not be presented as automatically preventing provider access or as satisfying a regulatory requirement without evidence specific to the service, contract, and jurisdiction.

5. Make sensitive activity traceable

Collect audit records for identity actions, data access, policy and configuration changes, key use, and administrative operations. Centralize logs where the architecture permits, define alerts for high-risk events, and protect the logs themselves with access controls and retention appropriate to investigation and legal needs. AWS Well-Architected and Cloud Adoption Framework guidance both emphasize monitoring or auditing actions, data access, and key use.

Logging is useful only if teams can investigate what happened. Establish who reviews alerts, how an incident is escalated, and which records responders need to establish the sequence of access and changes. Prepare those response processes before an incident rather than relying on logs alone.

6. Protect recovery paths as carefully as production data

Backups and recovery points may contain sensitive data and can be targets for destructive access. Limit who can create, restore, alter, or delete them; separate routine backup work from destructive privileges where practical; and use centralized permission guardrails where available. AWS Prescriptive Guidance specifically recommends least-privilege backup access and limiting deletion rights.

Set recovery objectives according to business needs, then rehearse both restoration and incident procedures. Google Cloud’s security-by-design guidance includes resilience and recovery requirements. A backup that exists but cannot be restored within the workload’s needs is not a complete recovery control.

7. Automate controls and reassess after change

Where supported, express repeatable safeguards as reviewed, version-controlled configuration so teams can see and audit changes. AWS Well-Architected identifies automation and incident preparation among its security design principles. Automation should make intended controls repeatable, not make unreviewed permissions or exposure changes easier to propagate.

Reassess classification coverage, permissions, public exposure, logging, key governance, and restore readiness when data flows or cloud services change. Include these checks in workload design and operational review so a new export, integration, or storage location does not silently fall outside the existing controls.

How to compare implementation choices

Evaluate each candidate control by the risk it addresses and the work required to maintain it. A provider feature may prevent an action, record it, alert on it, or support investigation; those are different outcomes. Use the following questions to compare implementations without treating a vendor feature as a complete security design.

Comparison dimension What to establish
Control layer Does it govern identity, network reachability, workload behavior, storage or database access, application handling, or data governance?
Sensitivity and blast radius Which data and principals are covered, and what could an attacker reach if this control fails?
Service model Which access surfaces and customer/provider responsibilities apply in this IaaS, PaaS, or SaaS service? NIST SP 800-210 treats these contexts distinctly.
Prevention and detection Does the implementation block an action, record it, raise an alert, or provide evidence for investigation?
Key and recovery governance Who can use or delete keys and backups? Are duties separated, and has restoration been exercised?
Operational fit Can the team maintain the policy complexity, automation, identity and logging integrations, and review process?
Compliance context Which jurisdiction, contract, and data category apply? Provider recommendations alone do not establish compliance.

Turn the design into a workload review

Use this checklist during architecture review or a material workload change. Record the owner and evidence for each decision rather than treating a checked box as proof of a working control.

  • Data stores and flows have owners, classifications, and documented baseline controls.
  • People and workload identities have scoped permissions; privileged and destructive actions receive appropriate safeguards.
  • Public access and external sharing are either blocked or justified, and exposure-changing changes are monitored.
  • Data in transit and at rest is protected, with key use and key-management permissions governed separately.
  • Audit records cover access and high-risk changes, are protected, and feed a defined response process.
  • Backups have restricted destructive access, business-aligned recovery objectives, and rehearsed restoration procedures.
  • Controls are reviewed after changes to services, data flows, permissions, or recovery arrangements.

This is architecture guidance, not a provider-specific deployment runbook or a compliance determination. Exact services, defaults, policy syntax, retention settings, recovery objectives, and regulatory obligations depend on the environment and jurisdiction; verify current configuration documentation before implementation.
