A reliable accessibility testing strategy combines a defined conformance goal, a representative view of the product, automated checks, expert manual evaluation, and input from people with disabilities. Build these activities into planning, design, development, release, and ongoing maintenance—not just a final pre-launch audit. The right sample and tools depend on your product, technologies, team, and the confidence you need from the evaluation.

What an accessibility testing strategy needs to do

Accessibility evaluation is not a single test or score. It is a repeatable process for identifying barriers, understanding their context, assigning fixes, and checking whether those fixes work. Keep four related activities distinct:

  • Conformance evaluation: assess a defined product and sample against a stated target, such as a specified WCAG version and conformance level. WCAG-EM is a methodology for evaluating conformance; it does not add WCAG requirements.
  • Automated testing: use software to flag potential issues and support review. Results are evidence to investigate, not a complete accessibility verdict.
  • Expert manual review: have qualified evaluators inspect relevant behavior, content, and implementation, including aspects tools cannot determine reliably.
  • Evaluation with people with disabilities: learn from real interaction and lived experience. This can reveal barriers that scans and checklists miss, but user testing alone does not establish conformance.

W3C advises integrating accessibility from the beginning and throughout the product lifecycle. Waiting until the final audit makes accessibility a late-stage activity rather than part of normal product work. See W3C’s Evaluating Web Accessibility Overview.

Set the goal, boundaries, and target

Write down why you are evaluating and what decisions the result should support. An internal improvement cycle, release decision, procurement review, monitoring program, and external conformance report may need different scopes and evidence.

  • Product and version: identify the website, app, document collection, or other digital product, and the version or release under evaluation.
  • Journeys and content: specify the user tasks, account states, content types, and relevant platforms included.
  • Conformance target: name the WCAG version and level you intend to evaluate, if conformance is the goal.
  • Context: record relevant contracts, organizational policies, and jurisdictions. The appropriate legal or procurement target depends on that context; there is no universal target for every reader.
  • Evidence and limits: decide what will count as a finding and what limitations—such as a sampled rather than complete evaluation—must be reported.

Be precise about whether a check is a WCAG success criterion, a test technique, a team practice, or a usability activity. Those may all be valuable, but they are not interchangeable.

Map the product before choosing what to test

Inventory the product’s important surfaces before selecting test cases. A list of URLs or screens alone may miss interactions and states where barriers occur.

  • Key pages, screens, and repeated templates or components.
  • Essential tasks, such as signing in, searching, completing a form, making a purchase, or submitting content.
  • Important interaction states: errors, validation messages, expanded menus, dialogs, loading, empty results, and success confirmations.
  • Content types and embedded material, including documents or media where relevant.
  • Technologies and platforms relied upon, including mobile apps, web views, assistive-technology combinations, and password-protected areas when in scope.

This map helps expose gaps—for example, testing a public landing page while omitting account recovery or checkout—and gives reviewers a basis for a defensible sample.

Choose a representative sample, not an arbitrary page count

Evaluating every view may not be practical. When you sample, document why each item is included and how well the sample represents the product. WCAG-EM 2 advises considering common views, essential functionality, content and sample types, technologies, and other relevant cases.

Sample size is not universal. The confidence required, consistency of the implementation, prior evaluation findings, and earlier manual or automated results all affect how much to inspect. A highly repeated template may justify examining representative instances, while diverse implementations or known problem areas may call for broader coverage. WCAG-EM 2 notes that higher confidence often calls for a larger sample; it does not prescribe one suitable count for every product.

For each sample, record the view or task, the reason it represents an important case, any relevant state or platform, and whether access or setup constraints limited evaluation.

Combine tools with informed manual evaluation

Use automated checks to find potential problems efficiently and to help reviewers focus their attention. Then investigate results and test relevant behavior manually. W3C states: “Tools cannot check all accessibility aspects automatically. Human judgement is required.” Tools can also return false or misleading results, so neither a clean scan nor a score proves accessibility.

Choose tools for the role they will play—automated checks, manual-review support, or simulation of a user experience—and for fit with your product. W3C notes that evaluation tools vary across websites, documents, applications, HTML, EPUB, ARIA, CSS, SVG, and PDF. Review these criteria before adopting one:

  • Purpose and coverage: what kinds of checks, products, and formats does it support?
  • Standards and transparency: which standards and rules does it implement, and can your team understand how findings were produced?
  • Scope and access: can it inspect an individual view or broader content, including restricted areas that matter to your evaluation?
  • Workflow: does it fit your browser, authoring process, command line, desktop or mobile environment, or online workflow?
  • Reporting: can findings be exported and understood alongside the affected content and context?
  • Team fit: consider price or licensing, staff skills, operating systems, browsers, language support, and the accessibility of the evaluation tool itself.

Some teams need a combination of tools. Selection depends on team structure, development process, product complexity, and size; no one tool is sufficient for every product. Put the right expertise and lived experience in the evaluation

Evaluators need enough knowledge to interpret the target standards, inspect accessible design and development, use relevant assistive technologies, and understand how people with disabilities interact with digital products. If that expertise is not on the team, plan how to obtain it rather than treating an automated report as a substitute.

Involve people with disabilities where possible. Their experience can help reveal practical barriers and interactions that a checklist may not surface. Plan participation as a meaningful evaluation activity, and distinguish what it establishes from a formal conformance assessment.

Make evaluation part of the product lifecycle

Schedule checks as work progresses so problems can be found while they are easier to address. Connect accessibility evaluation to the stages where product decisions and content are created:

  • Planning: define the evaluation goal, scope, target, and who is responsible.
  • Design: review key flows and component behavior before implementation.
  • Development: run appropriate checks during implementation and investigate results rather than accepting tool output at face value.
  • Content production: include checks for the content types and publishing workflows in scope.
  • Quality assurance and release: evaluate representative tasks and states, record limitations, and apply the organization’s release decision process.
  • Maintenance: repeat relevant checks as content, components, platforms, and product behavior change.

W3C’s guidance supports early and regular evaluation, but does not set a universal severity formula or release gate. Define those as part of your organization’s process, not as a W3C mandate.

Record findings so teams can reproduce and fix them

A useful finding gives the team enough context to understand the barrier, reproduce it, and verify remediation. Record:

  • Product, version, and evaluation date.
  • Scope, target, sample, and any access or setup limitations.
  • Evaluation method, including relevant tools and manual review.
  • Affected view, task, content, or state, with steps to reproduce and supporting evidence.
  • The relevant criterion or a clear description of the issue, plus the result and remediation status.
  • What was not evaluated, including sampling limits and known tool limitations.

WCAG-EM includes a report tool to structure and record evaluator input; it does not perform the checks. A report should let readers understand both the findings and the boundaries of the evaluation.

Prioritize remediation and retest

Assign findings to owners and connect them to remediation work. Your team can choose a prioritization method based on its product and users; do not present an internally chosen severity model as a universal standard. Retest corrected issues in the relevant context, then incorporate recurring checks into normal workflows so the same barriers are less likely to return.

Use WCAG-EM 2.0 for a structured evaluation

As of 4 October 2026, the current W3C methodology referenced here is WCAG-EM 2.0, published as a W3C Group Note on 23 July 2026. The W3C overview page was updated 12 August 2026. WCAG-EM 2 broadens the earlier website-and-web-page method to apps and other digital products. It supports evaluation against WCAG; it is not a separate conformance standard and does not add WCAG requirements. The method’s five stages are:

  1. Define the scope. Specify the product, boundaries, and evaluation target.
  2. Explore the product. Understand its structure, functionality, and technologies.
  3. Select a representative sample. Choose views and cases that reflect the product and confidence needed.
  4. Evaluate the sample. Apply appropriate evaluation methods to the selected cases.
  5. Report the findings. Record results, scope, and limitations clearly.

Use the full methodology when a formal, repeatable evaluation is needed; adapt the workflow to your product while documenting the choices and limits.
